고려대·이화여대 재학생과 졸업생들, 대학 도서관 전면 개방운동 벌인다

 

하나밖에 없는 아들이 병으로 앓아눕는다. 부모는 아이의 병이 지독한 희귀병이며 아직까지 치료약이 개발되지 않은 불치병이라는 청천벽력과 같은 소식을 듣는다. 그러나 부모는 절망하지 않는다. 당장 도서관으로 달려가 아들의 병과 관련한 모든 자료를 수집해 미친 듯이 읽고, 수소문하고, 실험을 한 끝에 마침내 치료약을 발명한다. 의학 지식이 없던 부모가 자식에 대한 사랑으로 위대한 치료약을 발명해낸, 이 영화 <로렌조 오일>의 이야기는 실화를 바탕으로 한 것이다.

 

“대학의 본래적 공공성을 위하여”

그러나 이 실화는, 상당한 양의 장서를 모아놓은 도서관을 어느 지역에서라도 손쉽게 이용할 수 있는 환경적 조건이 갖춰진 사회에서나 실현 가능한 얘기다. 대한민국이라면 이런 일이 가능했을까. 원칙적으로 말하자면 가능하다고 할 수 있다. 특히 주요 지역과 지방마다 한개 이상씩 있는 대학 도서관을 일반 시민들도 이용할 수만 있다면 그 가능성은 상당히 높아진다. 그러나 ‘거대한 고시원’처럼 운용되고 있는 대학 도서관의 현실을 직시하게 되면 <로렌조 오일>의 얘기는 다시 먼 나라 얘기가 된다.

이 같은 현실 속에서 고려대와 이화여대 재학생들과 졸업생 일부가 대학 재학생과 학교 당국에 의해 폐쇄적으로 독점돼 있는 대학 도서관을 지역 주민을 비롯한 모든 시민들에게 전면 개방하자는 운동을 벌여 눈길을 끌고 있다. 고려대 ‘올리브’(OLIB: Open Library의 줄임말) 운동과 이화여대 ‘올리버’(OLIBER: Open Library with Her) 운동이 그것이다.


올리브 프로젝트에는 고려대 자치모임들인 ‘불한당’, ‘생활도서관’, ‘장애인권위원회’ 등이 참여하고 있다. 대학이 독점적으로 확보해왔던 지식과 정보를 사회에 환원해야 하며, 이 일환으로 대학 도서관의 완고한 장벽을 철폐하자는 것이 이들의 주장이다. 이들은 이를 실현하기 위한 제도적 장치로 △자격조건을 두지 말고 모든 이들에게 도서관 전면 개방 △이용 시민들에게 자료 개방과 함께 대출 제도도 마련 △충분한 열람공간 확보 △장애인 이용정책 획기적 개선 등을 꼽고 있다.

올리브 프로젝트는 지난 5월31일 오후 고려대 학생회관 생활도서관에서 ‘대학도서관 개방 간담회’를 열었다. 이 자리에서 만난 이민준(21·경제3)씨는 이 운동이 자칫 대학의 여유공간을 일반 시민들에게 나누어 주는 시혜적인 운동이 되어서는 안 된다는 점을 강조했다. 그는 “이 운동은 이제까지 중요하게 다뤄지지 못했던 대학의 본래적 공공성을 회복하기 위한 운동”이라며 “고급 정보와 지식에 접근하기 어려웠던 시민들에게 정보를 환원하는 것이 되어야 한다”고 말했다. 그는 또 “이를 통해 대학의 교직원뿐 아니라 학내의 비정규직 노동자에서부터 여성, 장애인, 성적 소수자, 노동자 등 사회적·문화적 소수자를 비롯해 수많은 지역 주민들까지 대학 도서관을 함께 이용할 수 있어야 한다”고 덧붙였다.

공공성의 회복이라는 목표와 관련해 이들은 대학 도서관이 대학 구성원들의 돈과 노력만으로 운용되는 것이 아니라고 지적한다. 즉, 국가가 국립대학은 물론 사립대학 도서관에도 매년 상당한 액수(고려대의 경우 10억원 안팎)를 지원하고, 대학 전체에도 막대한 국가예산을 지원하고 있는 것은 대학이 지닌 공익적 기능 때문이라는 얘기다. 그럼에도 대학 도서관에 집적된 엄청난 양의 지식은 특수한 계층만이 독점적으로 사용하도록 돼 있어 사회적 불평등을 반복적으로 재생산하는 데 기여한다는 것이다.

재학생들 반대에 부닥쳐

 

이들은 또 대학 도서관의 개방이 공교육 정상화와도 무관하지 않다고 강조한다. 프로젝트에 참여하고 있는 임윤희(30·졸업생)씨는 “대학 도서관을 중심으로 평생교육이 이뤄지면 도서관에 쌓이는 최신의 정보와 지식을 지속적으로 습득할 수 있어 진정한 의미의 자기교육이 가능하게 된다”며 “캐나다 도서관들을 둘러볼 기회가 있었는데 지역사회에 밀착해 새로운 정보와 문화를 일상적으로 창출하는 구실을 하고 있었다”고 말했다. 이와 함께 장애인의 정보 접근권을 확보하는 것도 이 운동의 주요한 목표다. 고려대 도서관의 경우 장애인 학생의 열람석을 왜소하게 구분해놓는 등 장애인의 도서관 이용이 외면당하고 있다는 게 이들의 주장이다.

이화여대의 올리버 운동은 ‘지역여성과 함께하는 대학 도서관 만들기’라는 기치를 내걸고 있다. 이들의 문제의식은, 정보접근권에서 소외되고 있는 여성의 문제가 작게는 개인의 자아실현에서 시작해 넓게는 노동시장에서의 불평등으로까지 이어져 여성의 주변화를 초래한다는 것이다. 김하나(22·철학4)씨는 “대학 도서관이 특별히 여성에게 개방되어야 하는 이유가 현실적으로 존재한다”며 “이화여대 도서관을 한국 최초의 여성도서관으로 만들고자 한다”는 포부를 밝혔다. 이들은 특히 전업주부 등 지역 여성들이 대학 도서관을 이용하기 위해서는 간이 탁아소나 기저귀대, 수유공간 등도 함께 마련되어야 한다는 점도 지적하고 있다.

두 대학의 선도적 운동에 대해 송덕여고 이덕주(36·전교조 학교도서관 분과) 교사는 “우리나라 도서관의 경우 대학 도서관처럼 소수 엘리트를 위한 서비스가 비교적 잘돼 있는 반면, 시민들의 정보접근은 무척 불편한 것이 현실”이라며 “대학 구성원들에게 도서관의 본뜻을 다시 한번 상기시킨다는 점에서 이들 운동은 무척 소중하다”고 평가했다.

그러나 올리브·올리버 운동은 내부 대학 구성원들, 특히 재학생들의 반대에 부닥치고 있다. “우리 공부할 자리도 부족한데 무슨 개방이냐”는 다소 감정적인 반응이 그것이다. 고시 공부나 학과 시험에 대비한 독서실로 운용되는 현재의 대학도서관 시스템으로 보면 재학생들의 이같은 볼멘소리는 이해할 만한 구석이 있다. 그러나 올리브·올리버 운동 주체들은 “열람실의 확충과 개방 문제는 별개의 문제라기보다는 동시적으로 추구해야 할 과제”라고 강조한다.

어쨌든 “우물은 더 많은 사람들이 퍼내어 쓸 때 더 많아지고 깨끗해지듯이 대학도서관에 모여 있는 지식과 정보도 더 많은 사람들이 공유할 때 질적 수준도 높아지고 그 총량도 확대될 수 있다”는 이들의 목소리가 어느 정도의 메아리를 확보할지 지켜볼 일이다.

 이 글은 다중지성의 정원 성/자본주의/정치 세미나팀 “캘리번과 마녀”(실비아 페데리치, 갈무리, 2011) 세미나의 마지막 시간 “캘리번과 마녀” 서평 공유용으로 쓰여져야 하는 것이다. 하지만 개인적인 사정으로 “후쿠시마에서 부는 바람”(조정환 엮음, 갈무리, 2012)과 “캘리번과 마녀”에 대한 노트를 하게 되었다. 양해를 부탁한다.

 

2. “후쿠시마에서 부는 바람”을 읽고

 

 참고로, 2012년 4월 14일 토요일 오후에 다중지성의 정원에서 열린 “후쿠시마에서 부는 바람” 출간 기념 강연회 원자력과 인지자본주의 강연 스케치로 시작해 보자. 이날 강연회 강연자로 나선 엮은이 조정환은 앞으로의 문제가 1 반핵운동과 노동운동, 2 후쿠시마현 주민들의 태도라는 말로 강연을 시작했다. 1의 문제는 1′ 반핵운동과 고용안정의 문제이고 2의 문제는 2′ 반핵 운동이 방사능의 위험성을 계속 강조하는 반면에 주민들이 그렇게 위험성을 강조하는 것이 차별이 아니냐며 오히려 방사능이 안 해롭다고 주장하는 문제이다.
 이렇게 강연을 시작한 조정환은 강연의 중간을 1 3·11 이후의 원자력 즉 사고로서의 후쿠시마, 2 무기로서의 원자력, 3 산업으로서의 원자력으로 그런데 이 3가지 측면을 하나로 해서 채웠다.
 먼저 원자력을 개관했는데, 그 개관에서 이른바 1954년 원자력의 평화적 이용에 대한 비판이 날카로웠다. 평화적이라는 말이 원자력의 비평화적 이용과 평화적 이용을 나눌 수 있을 정도로 원자력의 평화적 이용은 비평화적 이용과 다른, 문제가 없는 것이라는 인상을 풍긴다는 것이다. 이러한 날카로움은 3·11 이후 일본의 내셔널리즘이 사고 수습 과정에서 자위대의 위상을 재고하여 국민국가 재강화를 시도하고 있다는 비판에서도 이어졌다. 이에 더하여 원자력 자체가 통제적임을 잊지 말자고 주장했다. 원자력 발전소는 그 자체가 군사시설에 준하는 보안 시설인 것은 물론 원자력 내부에서부터 외부에서까지 노동자가 자기 경험을 말하지 못하게 하는 감시 체제를 처음부터 수반한다는 것이다.
 이는 인지자본주의와 연결되는 지점이라며 후쿠시마와 인지자본주의에 대한 통찰을 선보였다. 사용되든 사용되지 않았든 핵은 그 자체가 공포의 대상이라며 공포를 통한 지배의 문제를 제기했다. 발전소에 대한 감시의 문제를 제기했다. 그리고 산업자본주의 시대의 천연자원과 대비하며 인지자본주의 시대 유도에너지로서의 원자력을 차근차근 설명했다.
 끝으로 순수에너지 차원에서 제기되는 주류 반핵 운동의 대안 에너지 논의 그것만으로는 에너지와 통제로서의 원자력의 의미를 놓칠 수가 있다는 비판으로 조정환은 강연을 마무리했다. 이후 이날 강연은 질의 응답으로 이어졌는데, 이 질의 응답도 내가 보기엔 크게 보아 원자력과 인지자본주의에 대한 것이었다. 왜냐하면 2011년 혁명, 후쿠시마, 그리고 인지자본주에 대한 질의 응답이었기 때문이다.

 책을 읽고, 강연을 듣고 난 후 “후쿠시마에서 부는 바람”의 미덕이라고 생각된 점은 긴장이다. 책 표지의 제목 아래 있는 다음과 같은 문구에 나타난 것처럼 말이다.


 “후쿠시마에서 부는 바람
 죽음의 바람인가 사랑의 바람인가
 재앙의 바람인가 혁명의 바람인가
 지역의 바람인가 지구의 바람인가”

 

3. “캘리번과 마녀”를 읽고

 

 끝으로, 캘리번과 마녀의 의미에 대해서 지은이인 실비아 페데리치의 한국어판 서문에서 일부를 인용한다.

 “약 30년에 걸쳐 완성된 『캘리번과 마녀』는 원래 여성해방 운동에, 그 중에서도 특히 이 운동을 촉발시킨 여성의 남성에 대한 종속에 저항하는 투쟁에 기여하려는 차원에서 착안되었습니다. 원래 이 책의 목적은 역사적 분석을 근거로, 자본주의 사회에서 여성에 대한 차별이 전근대적, 전자본주의적 세계의 유산이 아니라 이미 존재하는 성차를 기반으로 새로운 사회적 기능을 충족시킬 수 있도록 재구성된 자본주의적 구성물임을 보여 주는 것이었습니다. 1970년대 여성주의 정치의 맥락에서 이 같은 주장이 중요했던 이유는 가부장제가 ‘전통’의 산물이라는 주장의 논리적 대응쌍이 맑스레닌주의 이론이었기 때문입니다. 맑스레닌주의 이론에 따르면 자본주의에서 여성이 남성보다 더 적은 사회적 귄력을 갖는 것은 여성들이 ‘가정주부’로서 자본주의적 관계 외부에서 노동을 하기 때문입니다. 이런 맑스레닌주의의 정치적 귀결은 임노동을 통한 해방이었습니다. [하지만] 많은 여성주의자들에게, 특히 1972년 내가 가담했던 <가사노동에 대한 임금지불운동>Wages For Housework Movement에서 이런 주장은 납득할 수 없는 것이었습니다. 우리는 여성해방 운동이 전략적으로 공장일자리 확보를 요구해야 한다는 가정에 반대했습니다. 당시 전세계 노동자들은 바로 이 공장일자리를 거부하며 맞서 싸우고 있었으니까요. 또한 우리는 유럽과 북미의 정부가 제2차 세계대전 이후 여성들을 집으로 돌려보내, 전쟁 때문에 완전히 무너져버린 전업주부의 상象을 재구축하기 위해 많은 노력을 했다는 점을 알고 있었습니다. 그렇기 때문에 가사노동이 자본주의적 노동조직에서는 아무런 기능도 하지 않는 과거의 유물일 뿐이라고 생각할 수 없었습니다. 또한 우리가 남성들에게 종속된 것은 정통맑스주의자들이 엥겔스의 『가족, 사유재산, 국가의 기원』을 따라 주장하듯 ‘사회적 필요생산’에서 배제되었기 때문이라는 점에 대해서도 동의할 수 없었습니다.
 이런 관점에 반대해서 우리는 여러 가지 논문, 소책자, 전단지 등을 통해, 자본주의가 도래하면서 가부장적 통치의 형태 및, 기교가 질적으로 완전히 바뀌었고, 여성들의 가내부불노동은 결코 전자본주의적 잔재가 아니며 역사적으로 노동력을 생산 및 재생산하는 노동으로서 다른 모든 형태의 생산의 기둥이었음을 주장했습니다. 우리는 도한 자본주의에서 여성들이 남성에게 종속된 것은 “여성노동”의 “비생산적인” 본성 때문이 아니라 여성들이 임금을 받지 못하는 조건 속에 있기 때문이며, 남성의 지배는 임금이 남성들에게 부여한 권력에서 비롯된다는 주장을 펼쳤습니다. ‘생산적인 노동’이라는 맑스주의적 개념에 대한 비판과, 노동력의 생산에서 가사노동이 수행하는 긴요한 기능에 대한 인식은 <가사노동에 대한 임금지불운동> 캠페인을 만들어 낸 이론적, 실천적 뼈대 속에 이미 완전하게 펼쳐져 있었습니다. 저 자신을 비롯하여 마리아로사 달라 코스타, 셀마 제임스, 레오폴디나 포루투나티 등 많은 이들이 1970년대 내내 이 지점을 지적했습니다. 또한 우리는 자본주의 사회에서 임금관계가 노동의 위계를 구조화하고, 권력을 노동계급의 특정 부문으로 위임하며, 재생산 노동을 비롯한 어마어마한 권력을 노동계급의 특정 부문으로 위임하며, 재생산 노동을 비롯한 어마어마한 착취의 영역을 감추고 자연화하는 수단으로 사용되고 있음을 분명하게 이해하고 있었습니다. [하지만] 이런 구조적 관계들, 그 중에서도 특히 새로운 성적 분업이 구축되는 물질적·역사적 과정에 대한 설명이 빠져 있었습니다. 이 공백을 채우는 데 맑스는 전혀 도움이 되지 않았습니다. 『자본』 세 권 모두가 마치 삶의 재생산이 의존하고 있는 일상적인 활동들일 자본주의적 계급과는 아무런 관련이 없다는 듯이, 또한 자본주의 사회에서 노동자들은 임금으로 구입한 상품을 그저 소비함으로써 스스로 재생산할 수 있다는 듯 서술하고 있기 때문입니다. 이런 ‘공백’을 채우고 누락된 ‘여성’의 역사와 ‘이행기’의 재생산 문제를 다루는 것이 『캘리번과 마녀』의 과제였습니다. 하지만 이 책은 시초축적에 대한 맑스의 설명을 부연하는 부록으로 작성된 것이 아닙니다. 오히려 자본주의의 등장과 자본주의적 관계의 특수한 본성을 아주 독특한, 그러면서도 동시에 중요한 관점, 즉 생명과 노동력의 재생산이라는 관점에서 재고해 보기 위한 시도입니다. 이 때문에 『캘리번과 마녀』는 ‘대’大유럽 마녀사냥과 핵가족의 등장, 여성의 재생산능력을 규제하기 위한 16세기와 17세기의 법안을 새롭게 조명하는 한편, 오늘날 벌어지고 있는 프롤레타리아트의 신체 및 노동에 대한 기계화와 복잡한 관계 속에 놓여 있는 기계론적 철학Mechanical Philosophy의 발달과 아메리카의 정복 및 식민화, 최초의 국제분업의 등장, 가격혁명 이후 유럽 도농민 都農民들의 빈곤화를 고찰하고 있는 것입니다. 자본주의 및 여성의 역사에 대한 이 책의 기여는, 일반적으로 학제적 경계로 구분된 사회적·정치적·철학적 성과들을 모아서 지금까지 서술되지 않았던 이야기를 재구성했다는 점, 그리고 이 과정에서 내가 보기에는 그 중요도가 자본주의 이행기로만 국한되지 않는 이론적 관점을 발전시켰다는 점일 것입니다.
 이 책은 자본주의의 진보성 신화를 해체할 뿐 아니라 자본주의는 노동력의 꾸준한 확장과 노동비용 절감에 몰두하기 때문에 여성의 노동을 비롯해서 그 노동이 생산해낸 주체들과 그들의 노동을 천대해야만 한다는 점을 보여 주고 있습니다. 그리고 자본주의는 여성의 신체와 재생산능력을 통제함으로써 자궁의 노동력 생산의 기계로 기능할 수 있게 만들어야 합니다. 폭력과 야만적인 힘뿐만 아니라 임금관계의 메커니즘을 통해 조직된 새로운 위계질서와 불평들을 성, 인종, 연령을 따라 도입해야 합니다. 이런 의미에서 나는 이 책에서 ‘임금의 가부장제’와 자본주의적 노동축적과 노동파괴간의 불가분의 관계를 다루고 있습니다.”

[4/5] 등산같은 교육공부에 초대합니다.

안녕하십니까? 다중지성의 정원 다중 교육학 세미나팀입니다. 좋은 교사, 좋은 교육 과정, 좋은 학교 건물이 있어야 좋은 교육이 이루어지는 것은 아닙니다. 학교와 감옥은 교사-간수, 교육 과정-교정 과정, 학교 건물-교도소로 연결되어 있는 것이 아닐까요? 다중 교육학 세미나는 배움의 해방을 위한 교육학을 정초하고자 기획되었습니다.

 

세미나는 2~3시간 동안, 요약 발제 후 토론하는 방식으로 진행됩니다. 다중 교육학 세미나에서 읽을 교재는 생각과 말(비고츠키, 살림터, 2011)입니다. 세미나 회비는 월 2만 원입니다. 2만 원을 내시면 다중 교육학 세미나뿐만 아니라 건축 도시공간 그리고 사회적 삶 세미나, 생명과 혁명 세미나, 미학/시학 세미나, 불어 번역 세미나, 성/자본주의/정치 세미나, 영어 강독 세미나, 인지와 자본 읽기 세미나 등 다중지성의 연구정원에서 진행되는 세미나에 개수에 관계없이 참가하실 수 있습니다.

[4/1] 인지와 자본 읽기 세미나에 초대합니다.

 안녕하십니까? 다중지성의 정원 『인지와 자본』(조정환 외, 갈무리, 2011) 읽기 세미나팀입니다. 인지, 주체-화, 자율성, 장치의 측면에서 본 생명과 자본 『인지와 자본』을 읽고 토론합니다. 세미나 진행방식은 다음과 같습니다. 각 참가자가 조금씩 발제를 맡아 발제 부분에 나온 개념, 인명, 논리를 꼼꼼하게 공부해 옵니다. 세미나 시간에는 텍스트를 강독하면서 서로 모르는 부분들을 질문하고 토론을 합니다.

 세미나 시간은 일요일 오후 6시입니다. 장소는 서울 지하철 2, 6호선 합정역과 2호선 홍대입구역 중간 성지빌딩입니다.

"1. 탐구의 이론으로서의 논리학에 대한 논의의 서론은 (우리가 지금까지 종종 보았듯이) 맑스의 「서설」에서 찾을 수 있습니다. 동시에 우리는 여기서 듀이의 『탐구의 이론으로서의 논리학』John Dewey, Logica, teoria dell'indagine, tr. it. 발제자의 존 듀이(John Dewey)에 대한 고민은 위에 인용한 글의 언저리를 맴돌고 있다. 존 듀이의 『탐구의 이론으로서의 논리학』이라는 책은 어떤 내용일까? 앨런 라이언(Alan Ryan)이 그의 책 『존 듀이』에서 미국 경험주의 논리학의 선들이 맑스주의 논리학의 선들과 얼마나 교차할 수 있는지를 해명했다는데 그 내용은 무엇일까? 발제자의 능력이 부족해서 고민을 해결하지 못하고 있다. 그래서 다음에 이어지는 발제 내용도 인용한 글의 언저리를 넘어서지 못할 것이다.

“그런데 실용주의 사상사에 있어 존 듀이는 남북전쟁, 산업혁명, 제1차 세계대전, 세계 경제 대공황, 제2차 세계대전이라는 거의 1세기에 걸친 긴 생애를 살아가며 그 시기를 이른바 바삐 움직인 진보적 문화인이었다. 그는 전반적으로 넓고 다양한 정치문제, 사회문제에 흥미를 가지고 깊이 관여하였다. 제임스가 교육을 개인 능력을 충분히 개발하는 것을 목적이라 생각한 것에 더욱 한 반 앞서, 듀이는 교육을 인간 사회 최고의 기능, 인간 제도의 문제로서 고찰하였다. 나아가 자신의 교육상의 실험을 행하여, 교육조합·PAT·대학교수연합 등을 직접 이끌며 교육을 통해 민주주의 실질화를 의도하였다. 실용주의라는 미국 정신의 자각형태는 퍼스의 논리주의에서 제임스의 도덕주의를 거쳐 듀이의 교육주의로 발전, 이행한 것이다.”(「존 듀이 생애와 사상」, 존 듀이, 『민주주의와 교육/철학의 개조』, 동서문화사, 2008, 602쪽)

 

바로 위의 인용문에 따르면 존 듀이는 민주주의자이다. 그런데 민주주의자인 존 듀이는 다음과 같이 학교를 정의하기도 한다.

 

“나는 이것을 믿는다. 즉, 학교는 다른 무엇이기 이전에 하나의 사회적 기관이다. 교육이 사회적 과정인만큼, 학교는 당연히 사회생활의 한 형태가 되어야 한다. 이러한 의미에서의 학교는 아동으로 하여금 인류가 물려받은 자원을 공유하고 자기 자신의 힘을 사회적 목적에 사용하도록 양육하는 데에 가장 효과적인 모든 사회기관들이 집결된 곳이다.”(존 듀이, 「나의 교육 신조」, 『민주주의와 교육』, 교육과학사, 2007, 514쪽)

 

민주주의와 학교는 어떤 관계일까? 또는 민주주의자와 교육은 어떤 관계일까라고 해도 될까? 민주주의자는 사회적 기관으로서의 학교를 아동으로 하여금 사회화하게 하는 데 효율적인 사회기관이라고 할까?

발제자의 민주주의와 학교에 대한 호불호를 떠나, 존 듀이가 이런 생각을 가지게 된 이유가 고민된다. 다만 여기서는 또 하나의 단서만을 확인하는 것으로 만다.

We are going to try to conduct an analysis of the notion of power. I am not the first, far from it, to try to bypass the Freudian schema that opposes instinct to repression, instinct and culture. A whole school of psychoanalysts tried, a few decades ago, to modify, to elaborate on this Freudian schema of instinct versus culture and of instinct versus repression –- I refer to psychoanalysts in the English language as well as the French language, like Melanie Klein, [Donald] Winnicott and Lacan, who tried to show that repression, far from being a secondary, ulterior, delayed mechanism that would try to control any given game of instinct, is by nature part of a mechanism of instinct or, at least, of a process through which sexual instinct develops, unfurls and constitutes itself as drive [pulsion].

The Freudian notion of Trieb should not be interpreted as a simple natural given, a natural biological mechanism on which repression would come to lay its law of prohibition, but, according to psychoanalysts, as something that is already deeply penetrated by repression. Need, castration, lack, prohibition, the law are already elements through which desire constitutes itself as sexual desire, which therefore implies a transformation of the primitive notion of sexual instinct, such as Freud had conceived it at the end of the 19th century. We must therefore think instinct not as a natural given, but already as a whole development, a wholly complex game between the body and the law, between the body and the cultural mechanisms that ensure the control of the people.

I believe thus that psychoanalysts have considerably displaced the problem by bringing a new notion of instinct to the fore, or rather a new conception of instinct, of the drive, of desire. Nonetheless, what disturbs me, or at least what seems to me insufficient, is that, in this elaboration proposed by psychoanalysts, they perhaps change the conception of desire, but they nonetheless absolutely do not change the conception of power.

In these circles, they still continue to consider that the signified of power, the central point, that in which power consists, is still prohibition, the law, the fact of saying no, once again the form, the formula ‘'you must not’'. Power is essentially what says ‘you must not’. It seems to me that this is –and I will speak more of it presently –a totally insufficient conception of power, a juridical conception, a formal conception of power and that it is necessary to elaborate another conception of power that would allow us without doubt better to understand the relations that have established themselves between power and sexuality in Western societies.

I am going to try to develop, or better, to show in which direction one could better develop an analysis of power that would not simply be a negative, juridical conception of power, but a conception of a technology of power.

We frequently find amongst psychoanalysts, psychologists and sociologists this conception according to which power is essentially rule, the law, prohibition, that which marks the limit between what is permitted and what is forbidden. I believe that this conception of power was incisively formulated and broadly developed by ethnology at the end of the 19th century. Ethnology has always tried to detect systems of power, in societies different from our own, as systems of rules. And we, when we try to reflect on our society, on the way in which power exercises itself there, we do so essentially from a juridical conception: where power is, who holds power, what the rules are that govern power, what the system of laws is that power establishes over the social body.

We are thus always doing a juridical sociology of power for our society and, when we study societies different from our own, we do an ethnology that is essentially an ethnology of rules, an ethnology of prohibition. See, for example, in ethnological studies from Durkheim to Levi-Strauss, what was the problem that would always reappear, perpetually re-worked: a problem of prohibition, essentially the prohibition of incest. And, from this matrix, from this core that is the prohibition of incest, we have tried to understand the general functioning of the system. And it was necessary to wait until more recent years to see new points of view on power appear, be they strictly Marxist or a point of view more distanced from classical Marxism. Anyway, from there we see appear, with the work of Clastres, for example, a whole new conception of power as technology, which tries to break free from the primitive, from this privileging of rules and prohibition that had basically reigned over ethnology from Durkheim to Levi-Strauss.

In any case, the question that I would like to pose is as follows: how is it that our society, Western society in general, has conceived power in such a restricted, such a poor and such a negative way? Why do we always conceive power as law and as prohibition, why this privileging? We can obviously say that it is due to the influence of Kant, to the idea according to which, in the last instance, the moral law, the ‘You must not’, the opposition ‘You must’/‘You must not’ is at bottom the matrix of all regulation of human conduct. But, to speak truthfully, this explanation through the influence of Kant is obviously totally insufficient. The problem is of knowing whether Kant had such an influence and why it was so strong. Why was Durkheim, a philosopher of vague socialist leanings at the beginning of the French Third Republic, able to rely in this way on Kant when it came to doing an analysis of the mechanism of power in a society?

I believe that we can roughly analyze the reason for this in the following terms: basically, in the West, the great systems established since the Middle Ages developed through the intermediary of the growth of monarchic power at the expense of feudal power, or better, feudal powers. Now, in this struggle between feudal powers and monarchic power, law had always been the instrument of monarchic power against institutions, mores, regulations, the forms of bondage and belonging characteristic of feudal society. I will give you two straightforward examples of this. On one hand monarchic power developed in the West by relying on judicial institutions and by developing these institutions; through civil war, it came to replace the old solution of private litigations by a system of tribunals, with laws, which in fact gave monarchic power the possibility of resolving disputes between individuals itself. In the same way, Roman law, which reappeared in the West in the 13th and 14th centuries, was a formidable instrument in the hands of the monarchy for coming to define the forms and mechanisms of its own power, at the expense of feudal powers. In other words, the growth of the State in Europe has been partly assured by, or in any case, utilized as an instrument, the development of juridical thought. Monarchic power, the power of the State, is essentially represented in law.

Yet it was found that the bourgeoisie, at the same time as broadly profiting from the development of royal power and the weakening, the regression of feudal systems, had every interest in developing this system of law that had allowed it, on the other hand, to shape the economic exchanges that assured its own social development. In such a way that the vocabulary, the form of law has been the system of representation of power common to the bourgeoisie and the monarchy. The bourgeoisie and the monarchy succeeded little by little in establishing, from the end of the Middle Ages up until the 18th century, a form of power that represented itself, that gave itself as a discourse, as a language, the vocabulary of law. And, when the bourgeoisie finally rid itself of monarchic power, it did so precisely by using this juridical discourse – which was nonetheless that of the monarchy –which it turned against the monarchy itself.

To give just one example: when Rousseau came up with his theory of the State, he tried to show how a sovereign, moreover a collective sovereign, a sovereign as social body or, better, a social body as sovereign, is born of the ceding of individual rights, their alienation and the formulation of laws of prohibition that each individual is obliged to recognize because it is he who has imposed the law on himself, to the extent that he is a member of the sovereign, to the extent that he is himself the sovereign. Consequently, this theoretical mechanism, through which the institution of the monarchy has been criticized, has been the instrument of law, which had been established by the monarchy itself. In other words, the West never had a system for the representation, the formulation and the analysis of power other than law and the system of law. And I believe that this is the reason for which, when it comes down to it, we have not had, until recently, other possibilities of analyzing power besides utilizing these elementary, fundamental, etc., notions that are those of law, of rules, of the sovereign, of the delegation of power, etc. I believe that it is this juridical conception of power, this conception of power derived from law and the sovereign, from rule and prohibition, of which we must now rid ourselves if we want to proceed to an analysis not just of the representation of power, but of the real functioning of power.

How could we try to analyze power in its positive mechanisms? It seems to me that we can find, in a certain number of texts, the fundamental elements for an analysis of this type. We can maybe find them in Bentham, an English philosopher from the end of the 18th and the beginning of the 19th century, who was ultimately the great theoretician of bourgeois power, and we can obviously also find them in Marx, essentially in Volume II of Capital. It is there, I think, that we can find several elements on which I can draw for the analysis of power in its positive mechanisms.

In sum, what we can find in Volume II of Capital is, in the first place, that there exists no single power, but several powers. Powers, which means to say forms of domination, forms of subjection, which function locally, for example in the workshop, in the army, in slave-ownership or in a property where there are servile relations. All these are local, regional forms of power, which have their own way of functioning, their own procedure and technique. All these forms of power are heterogeneous. We cannot therefore speak of power, if we want to do an analysis of power, but we must speak of powers and try to localize them in their historical and geographical specificity.

A society is not a unitary body in which one power and one power only exercises itself, but in reality it is a juxtaposition, a liaising, a coordination, a hierarchy, too, of different powers which nonetheless retain their specificity. Marx continually insists, for example, on the simultaneously specific and relatively autonomous, in some way impermeable, character of the de facto power that the employer exerts in a workshop, in relation to the juridical type of power that exists in the rest of society. Thus the existence of regions of power. Society is an archipelago of different powers.

Secondly, it seems that these powers cannot and must not be understood simply as the derivation, the consequence of what would be a primordial, central type of power. The schema of jurists, be it that of Grotius, of Pufendorf or of Rousseau, consists in saying: ‘In the beginning, there was no society, and then society appeared from the moment that there appeared a central point of sovereignty that organized the social body, and which then enabled a whole series of local and regional powers’; Marx, implicitly, does not recognize this schema. He shows on the contrary how, from the initial and primitive existence of these small regions of power –such as property, slavery, the workshop and also the army –great State apparatuses could form, bit by bit. The unity of the State is essentially secondary in relation to these specific and regional powers, which come in the first place.

Thirdly, these specific, regional powers absolutely do not function primordially to prohibit, to prevent, to say ‘You must not’ The primitive, essential and permanent function of these local and regional powers is, in reality, to be producers of an efficiency, an aptitude, producers of a product. Marx gave, for example, superb analyses of the problem of discipline in the army and in the workshops. The analysis that I will make of discipline in the army is not to be found in Marx, but no matter. What happened in the army, from the end of the 16th and the beginning of the 17th century until practically the end of the 18th century? A whole enormous transformation meant that, in the army, which up to this time had essentially been made up of relatively interchangeable small units of individuals, organized around a leader, these units were replaced by a great pyramidal unity, with a whole range of intermediary leaders, sub-officers, technicians too, essentially because of a technical discovery: the relatively quick-fire and aimable rifle.

From this moment on, the army could no longer be treated –it was dangerous to make it function in this way –in the form of small isolated units, composed of interchangeable elements. For the army to be efficient, it was necessary that these rifles be employed in the best possible way, that each individual be trained to occupy a determinate position in an extended front, to place himself simultaneously in harmony with a line that must not be broken, etc. A whole problem of discipline implied a new technique of power with sub-officers, subordinate and superior officers. And it is thus that the army could be treated as a very complex hierarchical unity, by ensuring its maximal performance through the unity of the whole in accordance with the specificity of the position and role of each individual.

Military performance was highly superior on account of a new procedure of power, whose function was absolutely not that of prohibiting anything. Of course, this led to prohibiting one thing or another, the goal was nonetheless absolutely not to say ‘You must not’ but essentially to obtain a better performance, a better production, a better productivity from the army. The army as the production of deaths –this is what has been perfected or, better, what has been ensured by this new technique of power. This was absolutely not prohibition. We can say the same thing about discipline in the workshops, which began to establish itself around the 17th and 18th centuries, when the replacement of small corporative-style workshops by great workshops with a whole series of workers –hundreds of workers –made it necessary simultaneously to oversee and coordinate their movements with one another through the division of labour. The division of labour was, at the same time, the reason for which this new workshop discipline had to be invented; but inversely we can say that this workshop discipline was the condition for the division of labour being able to take hold. Without this workshop discipline, which is to say without the hierarchy, without the overseeing, without the supervisors, without the chronometric control of movements, it would not have been possible to obtain the division of labour.

Finally, a fourth important idea: these mechanisms of power, these procedures of power, must be considered as techniques, which is to say procedures that have been invented, perfected and which are endlessly developed. There exists a veritable technology of power or, better, powers, which have their own history. Here, once again, one can easily find between the lines of Volume II of Capital an analysis, or at least the sketch of an analysis, which would be the history of the technology of power as it has been exercised in the workshops and in the factories. I will therefore follow these essential indications and I will try, where sexuality is concerned, not to envisage power from a juridical point of view, but from a technological one.

It seems to me, in fact, that if we analyze power by privileging the State apparatus, if we analyze power by considering it as a mechanism of conservation, if we consider power as a juridical superstructure, we basically do no more than return to the classical theme of bourgeois thought, when it essentially envisaged power as a juridical fact. To privilege the State apparatus, the function of conservation, the juridical superstructure, is to ‘Rousseau-ize’ Marx. It is to reinscribe it in the bourgeois and juridical theory of power. It is not surprising that this supposedly Marxist conception of power as State apparatus, as agent of conservation, as juridical superstructure, finds itself in the European social democracy of the end of the 19th century, when the problem was precisely that of knowing how to make Marx function on the inside of the juridical system of the bourgeoisie. So, what I would like to do in revisiting that which is found in Volume II of Capital, and in distancing from it everything that has subsequently been added to it and rewritten on the privileges of State apparatus, the function of the reproduction of power, the character of the juridical superstructure, would be to try to see how it is possible to do a history of powers in the West, and essentially of the powers that have been invested in sexuality.

From this methodological principle, how then would we be able to do a history of the mechanisms of power in relation to sexuality? I believe that, in a very schematic way, we would be able to say the following: the system of power that the monarchy had succeeded in organizing since the end of the Middle Ages presented two major disadvantages for the development of capitalism. Firstly, political power, such as it was exercised in the social body, was a very discontinuous power. The mesh of the net was too large, an almost infinite number of things, elements, conducts and processes escaped the control of power. If we take for example a precise point: in the importance of contraband across Europe until the end of the 18th century, we note a very important economic flow, a flow almost as important as any other, a flow that entirely escaped power. It was, moreover, one of the conditions of the existence of people; if there had been no maritime piracy, commerce would not have been able to function, and people would not have been able to live. In other words, illegality was one of the conditions of life, but at the same time it signified that there were certain things that escaped power, and over which power had no control. Consequently, economic processes that after a fashion remained out of control required the establishment of a continuous power, to be precise, of a certain atomistic manner; to pass from lacunary, global power to a continuous, atomistic and individualizing power: that each one, every individual himself, in his body, in his movements, could be controlled, in the place of global and mass controls.

The second great disadvantage of the mechanisms of power as they functioned in the monarchy, is that they were excessively onerous. And they were onerous precisely because the function of power –that in which power consisted –was essentially the power of taking away, of having the right and the force to perceive something –a tax, or a tithe, when it came to the clergy –in what had been harvested: the obligatory perception of such and such a percentage for the master, for royal power, for the clergy. Power was thus essentially perceiver and predator. To this extent, it always operated an economic subtraction and, as a consequence, far from favouring and stimulating economic flows, it was perpetually an obstacle, a break on them. Whence this second preoccupation, this second necessity: to find a mechanism of power that, at the same time as controlling things and people up to the finest detail, is neither onerous nor essentially predatory on society, that exercises itself in the very sense of the economic process.

With these two objectives, I believe that we can roughly understand the great mutation of technological power in the West. We have the habit –once again conforming to a more or less primary spirit of Marxism –of saying that the great invention, as everybody knows, was the steam engine, or some other invention of this type. It is true that this was very important, but there was a whole other series of technological inventions equally important as this and which, in the last instance, were the condition of the functioning of others. This was the case with political technology; there was a glut of invention at the level of forms of power right across the 17th and 18th centuries. As a consequence, we must undertake not only a history of industrial techniques, but also of political techniques, and I believe that we can group the inventions of political technology into two large chapters, for which we must credit the 17th and 18th centuries foremost. I would group them into two chapters because it seems to me that they developed in two different directions. On one hand, there is this technology that I would call ‘discipline’. Discipline is basically the mechanism of power through which we come to control the social body in its finest elements, through which we arrive at the very atoms of society, which is to say individuals. Techniques of the individualization of power. How to oversee someone, how to control their conduct, their behaviour, their aptitudes, how to intensify their performance, multiply their capacities, how to put them in the place where they will be most useful: this is what discipline is, in my sense.

I just cited you an example of discipline in the army. It is an important example, because it has truly been the point at which the great discovery of discipline was made and developed almost in the first place. One moreover linked to that other invention of technico-industrial order, namely the relatively quick-fire rifle. From this moment on we can basically say the following: that the soldier ceased to be interchangeable, ceased to be purely and simply flesh with a gun and a simple individual capable of hitting. To be a good soldier, it was necessary to know how to shoot, it was therefore necessary to have passed through a process of apprenticeship. It was necessary that the soldier knew equally how to move, how to coordinate his movements with those of the other soldiers, in sum: the soldier becomes something of skill, and therefore valuable. And the more valuable he was, the more it was necessary to preserve him; the more it was necessary to preserve him, the more it became necessary to teach him the techniques capable of saving his life in battle; and the more he was taught techniques, the longer his apprenticeship, the more valuable he was. And suddenly you have a sort of take-off of the military techniques of dressage that culminated in the famous Prussian army of Frederick II, which spent the most part of its time doing drills. The Prussian army, the model of Prussian discipline, is precisely the perfection, the maximal intensity of this corporal discipline of the soldier, which was, up to a point, the model for other disciplines.

Another point through which we see this new disciplinary technology appear is education. It is initially in the schools and then in the primary schools that we see appear these new disciplinary methods through which the multiplicity of individuals are individualized. The school brings together tens, hundreds and sometimes thousands of schoolchildren, students and it is as such a question of exercising over them a power that is precisely much less onerous than the power of the private tutor, one which could only exist between the pupil and the master. There we have a master for dozens of disciples; it is therefore necessary, despite this multiplicity of pupils, that there is an individualization of power, a permanent control, an overseeing of every moment. Whence the appearance of this person known to all those who have studied in school, namely the invigilator, who, in the pyramid, corresponds to an army sub-officer; equally the appearance of quantitative marking, the appearance of exams, the appearance of competitions, the possibility, consequently, of classing individuals in such a way that each one is exactly in their place, under the eyes of the master, or even in the qualification and in the judgment that we hold over them.

See for example how you sit in a row before me. It is a position that perhaps appears natural to you, but it is worth recalling however that it is relatively recent in the history of civilization, and that it is still possible at the beginning of the 19th century to find schools where the pupils present themselves standing upright in a group, around a teacher who gives them a lesson. And that implies, obviously, that the teacher cannot really and individually oversee them: there is a group of pupils and then the teacher. Nowadays, you are placed like this in a row, the gaze of the professor can individualize each one, can call them to know that they are present, what they do, if they dream, if they yawn…There are trivialities there, nonetheless very important futilities, because in the end, at the level of a whole series of exercises of power, it is these little techniques that these new mechanisms of power could invest in and were able to make work. What happened in the army and in the schools could equally be seen in the workshops throughout the 19th century. What I will call the individualizing technology of power, a power that basically targets individuals right up to their bodies, in their behaviour; it is grosso modo a type of political anatomy, an anatomy that targets individuals to the point of anatomizing them.

This is one family of technologies of power that appeared in the 17th and 18th centuries; we have another family of technologies of power that appeared a bit later, in the second half of the 18th century, and which was developed (it must be said that the first, to the shame of France, was developed primarily in France and in Germany) primarily in England: technologies that did not target individuals as individuals, but which on the contrary targeted the population. In other words, the 18th century discovered this principal thing: that power is not simply exercised over subjects; this was the fundamental thesis of the monarchy, according to which there is the sovereign and then subjects. We discover that that on which power is exercised is the population. And what does population mean? It does not simply mean to say a numerous group of humans, but living beings, traversed, commanded, ruled by processes and biological laws. A population has a birth rate, a rate of mortality, a population has an age curve, a generation pyramid, a life-expectancy, a state of health, a population can perish or, on the contrary, grow.

Now all this began to be discovered in the 18th century. We see, consequently, that the relation of power to the subject or, better, to the individual must not simply be this form of subjection that permits power to take from the subject goods, riches and eventually its body and blood, but that power must be exercised on individuals insofar as they constitute a species of biological entity that must be taken into consideration, if we want precisely to utilize this population as a machine for producing, producing riches, goods, producing other individuals. The discovery of population is, alongside the discovery of the individual and the body amenable to dressage, the other great technological core around which the political procedures of the West transformed themselves. At this moment, what I will call ‘bio-politics’ in opposition to the anatomo-politics I mentioned a moment ago, was invented. It is at this moment that we see appear problems like those of housing, of the conditions of life in the city, of public hygiene, of the modification of the relation between birth and mortality. It is at this moment that there appeared the problem of knowing how we can bring people to have more children, or at any rate how we can regulate population flux, how we can equally regulate migrations and the growth rate of a population. And, from this, a whole series of techniques of observation, including statistics, obviously, but also all the great administrative, economic and political organisms, are charged with this regulation of the population. There were two great revolutions in the technology of power: the discovery of discipline and the discovery of the regulation and perfection of an anatomo-politics and the perfection of a bio-politics.

Life has now become, from the 18th century onwards, an object of power. Life and the body. Once, there were only subjects, juridical subjects from whom one could take goods, life too, moreover. Now, there are bodies and populations. Power has become materialist. It ceases to be essentially juridical. It must deal with these real things that are bodies and life. Life enters into the domain of power: a crucial mutation, without doubt one of the most important in the history of human societies; and it is evident that one can see how sex was able to become from this moment, which is to say beginning precisely in the 18th century, an absolutely crucial theatre; for, basically, sex is very exactly placed at the point of articulation between individual disciplines of the body and regulations of the population. Sex is that point from which the overseeing of individuals can be ensured, and we understand how, in the 18th century, and precisely in schools, the sexuality of adolescents became a medical problem, a moral problem, almost a political problem of the highest order, because through –and under the pretext of –this control of sexuality, schoolgoers and adolescents, could be overseen throughout their lives, at every instant, even during sleep. Sex thus goes on to become an instrument of ‘disciplinarization’, it comes to be one of the essential elements of this anatomo-politics of which I have spoken; but, on the other hand, it is sex that ensures the reproduction of populations, it is with sex, with the politics of sex that we can change the relation between birth and death; in any case, the politics of sex comes to be integrated into the interior of this whole politics of life, which will become so important in the 19th century. Sex is the hinge between anatomo-politics and bio-politics, it is at the intersection of disciplines and regulations, and it is in this function that it has become, at the end of the 19th century, a political drama of first importance for making society a machine of production.

CONTEMPORARY  LOGICAL theory is marked by an apparent paradox. There is general agreement as to its proximate subject-matter. With respect to this proximate subjectmatter no period shows a more confident advance. Its ultimate subject-matter, on the other hand, is involved in controversies which show little sign of abating. Proximate subject-matter is the domain of the relations of propositions to one another, such as affirmation-negation, inclusion-exclusion, particular-general, etc. No one doubts that the relations expressed by such words as is, isnot, if-then, only (none but), and, or, some-all, belong to the subject-matter of logic in a way so distinctive as to mark off a special field.

When, however, it is asked how and why the matters designated' by these terms form the subject-matter of logic, dissension takes the place of consensus. Do they stand for pure forms, forms that have independent subsistence, or are the forms in question forms of subject-matter? If the latter, what is that of which they are forms, and what happens when subject-matter takes on logical form? How and why?

These are questions! of what I called the ultimate subject-matter of logic; and about this subject-matter controversy is rife. Uncertainty about this question does not prevent valuable work in the field of proximate subject-matter. But the more developed this field becomes, the more pressing is the question as to what it is all about. Moreover, it is not true that there is complete agreement;, in the more limited field. On the contrary, in some important matters, there is conflict even here; and there is a possibility (which will be shown in the sequel to be actualized) that the uncertainty and diversity that exists in the limited field is a reflection of the unsettled state of opinion about ultimate subject-matter.

To illustrate the existing uncertainty as to ultimate subjectmatter, it is only necessary to enumerate some of the diverse conceptions about the nature of logic that now stand over against one another. It is said, for example, that logic is the science of necessary laws of thought, and that it is the theory of ordered relations relations which are wholly independent of thought. There are at least three views held as to the nature of these latter relations: They are held (1) to constitute a realm of pure possibilities as such, where pure means independent of actuality; (2) to be ultimate invariant relations forming the order of nature; and (3) to constitute the rational structure of the universe. In the latter status, while independent of human thought, they are said to embody the rational structure of the universe which is reproduced in part by human reason. There is also the view that logic is concerned with processes of inference by which knowledge, especially scientific knowledge, is attained.

Of late, another conception of its subject-matter has appeared upon the scene. Logic is said to be concerned with the formal structure of language as a system of symbols. And even here there is division. Upon one view, logic is the theory of transformation of linguistic expressions, the criterion of transformation being identity of syntactical forms. According to another view, the symbolic system, which is the subject-matter of logic, is a universal algebra of existence.

In any case, as regards ultimate subject-matter, logic is a branch of philosophic theory; so that different views of its subject-matter are expressions of different ultimate philosophies, while logical conclusions are used in turn to support the underlying philosophies. In view of the fact that philosophizing must satisfy logical requirements there is something in this fact that should at least provoke curiosity; conceivably it affects unfavorably the autonomy of logical theory. On the face of the matter, it does not seem fitting that logical theory should be determined by philosophical realism or idealism, rationalism or empiricism, dualism or monism, atomistic or organic metaphysics. Yet even when writers on logic do not express their philosophic prepossessions, analysis discloses a connection. In some cases conceptions borrowed from one or another philosophic system are openly laid down as foundations of logic and even of mathematics.

This list of diverse views given above is put down by way of illustration. It is not exhaustive, but it suffices to justify one more endeavor to deal with proximate subject-matter in terms of a theory concerning the ultimate subject-matter of logic. In the present state of affairs, it is foolish to say that logic must be about this or that. Such assertions are verbal realisms, assuming that a word has such magical power that it can point to and select the subject to which it is applicable. Furthermore, any statement that logic is so-and-so, can, in the existing state of logical theory, be offered only as a hypothesis and an indication of a position to be developed.

Whatever is offered as a hypothesis must, however, satisfy certain conditions. It must be of the nature of a vera causa. Being a vera causa, does not mean, of course, that it is a true hypothesis, for if it were that, it would be more than a hypothesis. It means that whatever is offered as the ground of a theory must possess the property of verifiable existence in some domain, no matter how hypothetical it is in reference to the field in which it is proposed to apply it. It has no standing if it is drawn from the void and proffered simply ad hoc. The second condition that a hypothesis about ultimate logical subject-matter must satisfy is that it be able to order and account for what has been called the proximate subject-matter. If it cannot meet the test thus imposed, no amount of theoretical plausibility is of avail. In the third place, the hypothesis must be such as to account for the arguments that are advanced in support of other theories. This condition corresponds to the capacity of a theory in any field to explain apparent negative cases and exceptions. Unless this condition is fulfilled, conclusions reached in satisfaction of the second condition are subject to the fallacy of affirming an antecedent clause because the consequent is affirmed.

From these preliminary remarks I turn to statement of the position regarding logical subject-matter that is developed in this work. The theory, in summary form, is that all logical forms (with their characteristic properties) arise within the operation of inquiry and are concerned with control of inquiry so that it may yield warranted assertions. This conception implies much more than that logical forms are disclosed or come to light when we reflect upon processes of inquiry that are in use. Of course it means that; but it also means that the forms originate in operations of inquiry. To employ a convenient expression, it means that while inquiry into inquiry is the causa cognoscendi of logical forms, primary inquiry is itself causa essendi of the forms which inquiry into inquiry discloses.

It is not the task of this chapter to try to justify this hypothesis, or to show that it satisfies the three conditions laid down. That is the business of the work as a whole. But I wish to emphasize two points preparatory to expounding the meaning (not the justification) of the conception, an exposition that is the main task of the present chapter. One of them is that any revulsion against the position just indicated should be tempered by appreciation of the fact that all other conceptions of logical subject-matter that are now entertained are equally hypothetical. If they do not seem to be so, it is because of their familiarity. If sheer dogmatism is to be avoided, any hypothesis, no matter how unfamiliar, should have a fair chance and be judged by its results. The other point is that inquiries, numerous in variety and comprehensive in scope, do exist and are open to public examination. Inquiry is the lifeblood of every science and is constantly engaged in every art, craft and profession. In short, the hypothesis represents a vera causa, no matter what doubt may attend its applicability in the field of logic.

Further elucidation of the meaning of the position taken will proceed largely in terms of objections that are most likely to arise. The most basic of these objections is that the field indicated, that of inquiries, is already pre-empted. There is, it will be said, a recognized subject which deals with it. That subject is method ology; and there is a well recognized distinction between method ology and logic, the former being an application of the latter.

It certainly cannot be shown, short of the total development of the position taken, that this objection is not just. But it may be noted that assertion in advance of a fixed difference between logic and the methodology of scientific and practical inquiry begs the fundamental question at issue. The fact that most of the extant treatises upon methodology have been written upon the assumption of a fixed difference between the two does not prove that the difference exists. Moreover, the relative failure of works on logic that have identified logic and methodology (I may cite the logic of Mill as an example) does not prove that the identification is doomed to failure. For the failure may not be inherent. In any case, a priori assumption of a dualism between logic and method ology can only be prejudicial to unbiased examination both of methods of inquiry and logical subject-matter.

The plausibility of the view that sets up a dualism between logic and the methodology of inquiry, between logic and scientific method, is due to a fact that is not denied. Inquiry in order to reach valid conclusions must itself satisfy logical requirements. It is an easy inference from this fact to the idea that the logical requirements are imposed upon methods of inquiry from without. Since inquiries and methods are better and worse, logic involves a standard for criticizing and evaluating them. How, it will be asked, can inquiry which has to be evaluated by reference to a standard be itself the source of the standard? How can inquiry originate logical forms (as it has been stated that it does) and yet be subject to the requirements of these forms? The question is one that must be met. It can be adequately answered only in the course of the entire discussion that follows. But the meaning of the position taken may be clarified by indicating the direction in which the answer will be sought.

The problem reduced to its lowest terms is whether inquiry can develop in its own ongoing course the logical standards and forms to which further inquiry shall submit. One might reply by saying that it can because it has. One might even challenge the objector to produce a single instance of improvement in scientific methods not produced in and by the self-corrective process of inquiry; a single instance that is due to application of stand ab extra. But such a retort needs to be justified. Some kind of inquiry began presumably as soon as man appeared on earth. Of prehistoric methods of inquiry our knowledge is vague and speculative. But we know a good deal about different methods, that have been used in historic times. We know that the methods which now control science are of comparatively recent origin in both physical and mathematical science.

Moreover, different methods have been not only tried, but they have been tried out; that is, tested. The developing course of science thus presents us with an immanent criticism of methods previously tried. Earlier methods failed in some important respect. In consequence of this failure, they were modified so that more dependable results were secured. Earlier methods yielded conclusions that could not stand the strain put upon them by further investigation. It is not merely that conclusions were found to be inadequate or false but that they were found to be so because of methods employed. Other methods of inquiry were found to be such that persistence in them not only produced conclusions that stood the strain of further inquiry but that tended to be self-rectifying. They were methods that improved with and by use.

It may be instructive to compare the improvement of scientific methods within inquiry with the improvement that has taken place in the progress of the arts. Is there any reason to suppose that advance in the art of metallurgy has been due to application of an external standard? The "norms" used at present have developed out of the processes by which metallic ores were formerly treated. There were needs to be satisfied; consequences to be reached. As they were reached, new needs and new possibilities opened to view and old processes were re-made to satisfy them. In short, some procedures worked; some succeeded in reaching the end intended; others failed. The latter were dropped; the former were retained and extended. It is quite true that modern improvements in technologies have been determined by advance in mathematics and physical science. But these advances in scientific knowledge are not external canons to which the arts have had automatically to submit themselves. They provided new instrumentalities, but the instrumentalities were not self-applying. They were used; and it was the result of their use, their failure and success in accomplishing ends and effecting consequences, that provided the final criterion of the value of scientific principles for carrying on determinate technological operations. What is said is not intended as proof that the logical principles involved in scientific method have themselves arisen in the progressive course of inquiry. But it is meant to show that the hypothesis that they have so arisen has a prima facie claim to be entertained, final decision being reserved.

I now return to exposition of the meaning of the position taken. That inquiry is related to doubt will, I suppose, be admitted. The admission carries with it an implication regarding the end of inquiry: end in both senses of the word, as end-in-view and as close or termination. If inquiry begins in doubt, it terminates in the institution f conditions which remove need for doubt. The latter state of affairs may be designated by the words belief and knowledge. For reasons that I shall state later I prefer the words "warranted assertibility."

Belief may be so understood as to be a fitting designation for the outcome of inquiry. Doubt is uneasy; it is tension that finds expression and outlet in the processes of inquiry. Inquiry terminates in reaching that which is settled. This settled condition is a demarcating characteristic of genuine belief. In so far, belief is an appropriate name for the end of inquiry. But belief is a "double-barreled" word. It is used objectively to name 'what is believed. In this sense, the outcome of inquiry is a settled objective state of affairs, so settled that we are ready to act upon it, overtly or in imagination. Belief here names the settled condition of objective subject-matter, together with readiness to act in a given way when, if, and as, that subject-matter is present in existence. But in popular usage, belief also means a personal matter; something that some human being entertains or holds; a position, which under the influence of psychology, is converted into the notion that belief is merely a mental or psychical state. Associations from this signification of the word belief are likely to creep in when it is said that the end of inquiry is settled belief. The objective meaning of subject-matter as that is settled through inquiry is then dimmed or even shut out. The ambiguity of the word thus renders its use inadvisable for the purpose in hand.

The word knowledge is also a suitable term to designate the objective and close of inquiry. But it, too, suffers from ambiguity. When it is said that attainment of knowledge, or truth, is the end of inquiry the statement, according to the position here taken, is a truism. That which satisfactorily terminates inquiry is, by definition, knowledge; it is knowledge because it is the appropriate close of inquiry. But the statement may be supposed, and has been supposed, to enunciate something significant instead of a tautology. As a truism, it defines knowledge as the outcome of competent and controlled inquiry. When, however, the statement is thought to enunciate something significant, the case is reversed. Knowledge is then supposed to have a meaning of its own apart from connection with and reference to inquiry. The theory of inquiry is then necessarily subordinated to this meaning as a fixed external end. The opposition between the two views is basic. The idea that any knowledge in particular can be instituted apart from its being the consummation of inquiry, and that knowledge in general can be defined apart from this connection is, moreover, one of the sources of confusion in logical theory. For the different varieties of realism, idealism and dualism have their diverse conceptions of what "knowledge" really is. In consequence, logical theory is rendered subservient to metaphysical and epistemological preconceptions, so that interpretation of logical forms varies with under lying metaphysical assumptions.

The position here taken holds that since every special case of knowledge is constituted as the outcome of some special inquiry, the conception of knowledge as such can only be a generalization of the properties discovered to belong to conclusions which are outcomes of inquiry. Knowledge, as an abstract term, is a name for the product of competent inquiries. Apart from this relation, its meaning is so empty that any content or filling may be arbitrarily poured in. The general conception of knowledge, when formulated in terms of the outcome of inquiry, has something important to say regarding the meaning of inquiry itself. For it indicates that inquiry is a continuing process in every field with which it is engaged. The "settlement" of a particular situation by a particular inquiry is no guarantee that that settled conclusion will always remain settled. The attainment of settled beliefs is a progressive matter; there is no belief so settled as not to be exposed to further inquiry. It is the convergent and cumulative effect of continued inquiry that defines knowledge in its general meaning. In scientific inquiry, the criterion of what is taken to be settled, or to be knowledge, is being so settled that it is available as a resource in further inquiry; not being settled in such a way as not to be subject to revision in further inquiry.

What has been said helps to explain why the term "warranted assertion" is preferred to the terms belief and knowledge. It is free from the ambiguity of these latter terms, and it involves reference to inquiry as that which warrants assertion. When knowledge is taken as a general abstract term related to inquiry in the abstract, it means "warranted assertibility." The use of a term that designates a potentiality rather than an actuality involves recognition that all special conclusions of special inquiries are parts of an enterprise that is continually renewed, or is a going concern.1)

Up to this point, it may seem as if the criteria that emerge from the processes of continuous inquiry were only descriptive, and in that sense empirical. That they are empirical in one sense of that ambiguous word is undeniable. They have grown out of the experiences of actual inquiry. But they are not empirical in the sense in which "empirical" means devoid of rational standing. Through examination of the relations which exist between means (methods) employed and conclusions attained as their consequence, reasons are discovered why some methods succeed and other methods fail. It is implied in what has been said (as a corollary of the general hypothesis) that rationality is an affair of the relation of means and consequences, not of fixed first principles as ultimate premises or as contents of what the Neo-scholastics call criteriology.

Reasonableness or rationality is, according to the position here taken, as well as in its ordinary usage, an affair of the relation of means and consequences. In framing ends-in-view, it is unreasonable to set up those which have no connection with available means and without reference to the obstacles standing in the way of attaining the end. It is reasonable to search for and select the means that will, with the maximum probability, yield the consequences which are intended. It is highly unreasonable to employ as means, materials and processes which would be found, if they were examined, to be such that they produce consequences which are different from the intended end; so different that they preclude its attainment. Rationality as an abstract conception is precisely the generalized idea of the means-consequence relation as such. Hence, from this point of view, the descriptive statement of methods that achieve progressively stable beliefs, or warranted assertibility, is also a rational statement in case the relation between them as means and assertibility as consequence is ascertained.

Reasonableness or rationality has, however, been hypostatized. One of the oldest and most enduring traditions in logical theory has converted rationality into a faculty which, when it is actualized in perception of first truths, was called reason and later, Intellectus Purns. The idea of reason as the power which intuitively apprehends a priori ultimate first principles persists in logical philosophy. Whether explicitly affirmed or not, it is the ground of every view which holds that scientific method is dependent upon logical forms that are logically prior and external to inquiry. The original ground for this conception of reason has now been destroyed. This ground was the necessity for postulating a faculty that had the power of direct apprehension of "truths" that were axiomatic in the sense of being self-evident, or self-verifying, and self-contained, as the necessary grounds of all demonstrative reasoning. The notion was derived from the subject-matter that had attained the highest scientific formulation at the time the classic logic was formulated; namely, Euclidean geometry.

This conception of the nature of axioms is no longer held in mathematics nor in the logic of mathematics. Axioms are now held to be postulates, neither true nor false in themselves, and to have their meaning determined by the consequences that follow because of their implicatory relations to one another. The greatest freedom is permitted, or rather encouraged, in laying down postulates - a freedom subject only to the condition that they be rigorously fruitful of implied consequences.

The same principle holds in physics. Mathematical formulae have now taken the place in physics once occupied by propositions about eternal essences and the fixed species defined by these essences. The formulae are deductively developed by means of rules of implication. But the value of the deduced result for physical science is not determined by the correctness of the deduction.

The deductive conclusion is used to instigate and direct operations of experimental observation. The observable consequences of these operations in their systematic correlation with one another finally determine the scientific worth of the deduced principle. The latter takes its place as a means necessary to obtain the consequence of warranted assertibility. The position here taken, the general hypothesis advanced, is a generalization of the means-consequence relation characteristic of mathematical and physical inquiry. According to it, all logical forms, such as are represented by what has been called proximate logical subject-matter, are instances of a relation between means and consequences in properly controlled inquiry, the word "controlled" in this statement standing for the methods of inquiry that are developed and perfected in the processes of continuous inquiry. In this continuity, the conclusions of any special inquiry are subordinate to use in substantiation and maturation of methods of further in quiry. The general character of knowledge as an abstract term is determined by the nature of the methods used, not vice-versa.

The character of the generalization of the relation of "first principles" and conclusions (in mathematical and physical science) may be illustrated by the meaning of first principles in logic; such as traditionally represented by the principles, say, of identity, contradiction and excluded middle. According to one view, such principles represent ultimate invariant properties of the objects with which methods of inquiry are concerned, and to which inquiry must conform. According to the view here expressed, they represent conditions which have been ascertained during the conduct of continued inquiry to be involved in its own successful pursuit. The two statements may seem to amount to the same thing. Theoretically, there is a radical difference between them. For the second position implies, as has already been stated, that the principles are generated in the very process of control of continued inquiry, while, according to the other view, they are a priori principles fixed antecedently to inquiry and conditioning it ab extra.2)

Neither the existence nor the indispensability of primary logical principles is, then, denied. The question concerns their origin and use. In what is said upon this matter I follow in the main the account given by Peirce of "guiding" or "leading" principles. According to this view, every inferential conclusion that is drawn involves a habit (either by way of expressing it or initiating it) in the organic sense of habit, since life is impossible without ways of action sufficiently general to be properly named habits. At the outset, the habit that operates in an inference is purely biological, It operates without our being aware of it. We are aware at most of particular acts and particular consequences. Later, we are aware not only of what is done from time to time but of how it is done. Attention to the way of doing is, moreover, indispensable to control of what is done. The craftsman, for example, learns that if he operates in a certain way the result will take care of itself, certain materials being given. In like fashion, we discover that if we draw our inferences in a certain way, we shall, other things being equal, get dependable conclusions. The idea of a method of inquiry arises as an articulate expression of the habit that is involved in a class of inferences.

Since, moreover, the habits that operate are narrower and wider in scope, the formulations of methods that result from observing them have either restricted or extensive breadth. Peirce illustrates the narrower type of habit by the following case: A person has seen a rotating disk of copper come to rest when it is placed between magnets. He infers that another piece of copper will be have similarly under like conditions. At first such inferences are made without formulation of a principle.3) The disposition that operates is limited in scope. It does not extend beyond pieces of copper. But when it is found that there are habits involved in every inference, in spite of differences of subject-matter, and when these habits are noted and formulated, then the formulations are guiding or leading principles. The principles state habits operative in every inference that tend to yield conclusions that are stable and productive in further inquiries. Being free from connection with any particular subject-matter, they are formal, not material, though they are forms of material that is subjected to authentic inquiry.

Validity of the principles is determined by the coherency of the consequences produced by the habits they articulate. If the habit in question is such as generally produces conclusions that are sustained and developed in further inquiry, then it is valid even if in an occasional case it yields a conclusion that turns out invalid. In such cases, the trouble lies in the material dealt with rather than with the habit and general principle. This distinction obviously corresponds to the ordinary distinction between form and matter. But it does not involve the complete separation between them that is often set up in logical theories.

Any habit is a way or manner of action, not a particular act or deed. When it is formulated it becomes, as far as it is accepted, a rule, or more generally, a principle or "law" of action. It can hardly be denied that there are habits of inference and that they may be formulated as rules or principles. If there are such habits as are necessary to conduct every successful inferential inquiry, then the formulations that express them will be logical principles if all inquiries. In this statement "successful" means operative in a manner that tends in the long run, or in continuity of inquiry, to yield results that are either confirmed in further inquiry or that are corrected by use of the same procedures. These guiding logical principles are not premises of inference or argument. They are conditions to be satisfied such that knowledge of them provides a principle of direction and of testing. They are formulations of ways of treating subject-matter that have been found to be so determinative of sound conclusions in the past that they are taken to regulate further inquiry until definite grounds are found for questioning them. While they are derived from examination of methods previously used in their connection with the kind of conclusion they have produced, they are operationally a priori with respect to further inquiry.4)

In the previous discussion I have made statements whose full force can become clear only in the more detailed development of logical themes in subsequent chapters. The discussion, as was said at the outset, is not intended to justify the position but to clarify its general meaning. In the remaining pages of this Introduction I shall set forth certain implications of the position for the theory of logic.

1. Logic is a progressive discipline. The reason for this is that logic rests upon analysis of the best methods of inquiry (being judged "best" by their results with respect to continued inquiry) that exist at a given time. As the methods of the sciences improve, corresponding changes take place in logic. An enormous change has taken place in logical theory since the classic logic formulated the methods of the science that existed in its period. It has occurred in consequence of the development of mathematical and physical science. If, however, present theory provided a coherent formulation of existing scientific methods, freed from a doctrine of logical forms inherited from a science that is no longer held, this treatise would have no reason for existence. When in the future methods of inquiry are further changed, logical theory will also change. There is no ground for supposing that logic has been or ever will be so perfected that, save, perhaps, for minor details, it will require no further modification. The idea that logic is capable of final formulation is an eidolon of the theater.

2. The subject-matter of logic is determined operationally.5) This thesis is a verbal restatement of what was earlier said. The methods of inquiry are operations performed or to be performed. Logical forms are the conditions that inquiry, qua inquiry, has to meet. Operations, to anticipate, fall into two general types. There are operations that are performed upon and with existential material - as in experimental observation. There are operations performed with and upon symbols. But even in the latter case, "operation" is to be taken in as literal a sense as possible. There are operations like hunting for a lost coin or measuring land, and there are operations like drawing up a balance-sheet. The former is performed upon existential conditions; the latter upon symbols. But the symbols in the latter case stand for possible final existential conditions while the conclusion, when it is stated in symbols, is a pre-condition of further operations that deal with existences. Moreover, the operations involved in making a balance-sheet for

a bank or any other business involve physical activities. The so-called "mental" element in operations of both these kinds has to be defined in terms of existential conditions and consequences, not vice-versa.

Operations involve both material and instrumentalities, including in the latter tools and techniques. The more material and instrumentalities are shaped in advance with a view to their operating in conjunction with each other as means to consequences, the better the operations performed are controlled. Refined steel, which is the matter of the operations by which a watch-spring is formed, is itself the product of a number of preparatory operations executed with reference to getting the material into the state that fits it to be the material of the final operation. The material is thus as instrumental, from an operational point of view, as are the tools and techniques by which it is brought into a required condition. On the other hand, old tools and techniques are modified in order that they may apply more effectively to new materials. The introduction, for example, of the lighter metals demanded different methods of treatment from those to which the heavier metals previously used were subjected. Or, stated from the other side, the development of electrolytic operations made possible the use of new materials as means to new consequences.

The illustration is drawn from the operations of industrial arts. But the principle holds of operations of inquiry. The latter also proceed by shaping on one hand subject-matter so that it lends itself to the application of conceptions as mode s of operation; and, on the other hand, by development of such conceptual structures as are applicable to existential conditions. Since, as in the arts, both movements take place in strict correspondence with each other, the conceptions employed are to be understood as directly operational, while the existential material, in the degree in which the conditions of inquiry are satisfied, is determined both by operations and with an eye to operations still to be executed.

3. Logical forms are postulational. Inquiry in order to be inquiry in the complete sense has to satisfy certain demands that are capable of formal statement. According to the view that makes a basic difference between logic and methodology, the requirements in question subsist prior to and independent of inquiry. Upon that view, they are final in themselves, not intrinsically postulational. This conception of them is the ultimate ground of the idea that they are completely and inherently a priori and are disclosed to a faculty called pure reason. The position here taken holds that they are intrinsically postulates of and for inquiry, being formulations of conditions, discovered in the course of inquiry itself, which further inquiries must satisfy if they are to yield warranted assertibility as a consequence.

Stated in terms of the means-consequence relation, they are a generalization of the nature of the means that must be employed if assertibility is to be attained as an end. Certain demands have to be met by the operations that occur in the arts. A bridge is to be built to span a river under given conditions, so that the bridge, as the consequence of the operations, will sustain certain loads. There are local conditions set by the state of the banks, etc. But there are general conditions of distance, weights, stresses and strains, changes of temperature, etc. These are formal conditions. As such they are demands, requirements, postulates, to be fulfilled.

A postulate is also a stipulation. To engage in an inquiry is like entering into a contract. It commits the inquirer to observance of certain conditions. A stipulation is a statement of conditions that are agreed to in the conduct of some affair. The stipulations involved are at first implicit in the undertaking of inquiry. As they are formally acknowledged (formulated), they become logical forms of various degrees of generality. They make definite what is involved in a demand. Every demand is a request, but not every request is a postulate. For a postulate involves the assumption of responsibilities. The responsibilities that are assumed are stated in stipulations. They involve readiness to act in certain specified ways. On this account, postulates are not arbitrarily chosen. They present claims to be met in the sense in which a claim presents a title or has authority to receive due consideration.

In engaging in transactions, human beings are not at first aware of the responsibilities that are implicit; for laws, in the legal sense, are explicit statements of what was previously only implicit in customs: namely, formal recognition of duties and rights that were practically involved in acceptance of the customs. One of the highly generalized demands to be met in inquiry is the following: "If anything has a certain property, and whatever has this property has a certain other property, then the thing in question has this certain other property." This logical "law" is a stipulation. If you are going to inquire in a way which meets the requirements of inquiry, you must proceed in a way which observes this rule, just as when you make a business contract there are certain conditions to be fulfilled.

A postulate is thus neither arbitrary nor externally a priori. It is not the former because it issue s from the relation of means to the end to be reached. It is not the latter, because it is not imposed upon inquiry from without, but is an acknowledgement of that to which the undertaking of inquiry commits us. It is empirically and temporally a priori in the same sense in which the law of contracts is a rule regulating in advance the making of certain kinds of business engagements. While it is derived from what is involved in inquiries that have been successful in the past, it imposes a condition to be satisfied in future inquiries, until the results of such inquiries show reason for modifying it.

Terming logical forms postulates is, thus, on the negative side, a way of calling attention to the fact that they are not given and imposed from without. Just as the postulates of, say, geometry are not self-evident first truths that are externally imposed premises but are formulations of the conditions that have to be satisfied in procedures that deal with a certain subject-matter, so with logical forms which hold for every inquiry. In a contract, the agreement involved is that between the consequences of the activities of two or more parties with respect to some specified affair. In inquiry, the agreement is between the consequences of a series of inquiries. But inquiry as such is not carried on by one person rather than another. When any one person engages in it, he is committed, in as far as his inquiry is genuinely such and not an insincere bluff, to stand by the results of similar inquiries by whomever conducted. "Similar" in this phrase means inquiries that submit to the same conditions or postulates.

The postulational character of logical theory requires, accordingly, the most complete and explicit formulation that is attainable of not only the subject-matter that is taken as evidential in a given inference, but also of general conditions, stated in the rules and principles of inference and discourse. A distinction of matter and form is thus instituted. But it is one in which subject-matter and form correspond strictly to each other. Hence, once more, postulates are not arbitrary or mere linguistic conventions. They must be such as control the determination and arrangement of subject-matter with respect to achieving enduringly stable beliefs. Only after inquiry has proceeded for a considerable time and has hit upon warrant methods that work successfully, is it possible to extract the postulates that are involved. They are not presuppositions at large. They are abstract in the sense that they are derived from analytic survey of the relations between methods as means and conclusions as consequences - a principle that exemplifies the meaning of rationality.

The postulational nature of logical theory thus agrees with what has been said about logic as progressive and operational. Postulates alter as methods of inquiry are perfected; the logical forms that express modern scientific inquiry are in many respects quite unlike those that formulated the procedures of Greek science. An experimenter in the laboratory who publishes his results states the materials used, the setup of apparatus and the procedures employed. These specifications are limited postulates, demands and stipulations, for any inquirer who wishes to test the conclusion reached. Generalize this performance for procedures of inquiry as such, that is, with respect to the form of every inquiry, and logical forms as postulates are the outcome.

4. Logic is a naturalistic theory. The term "naturalistic" has many meanings. As it is here employed it means, on one side, that there is no breach of continuity between operations of inquiry and biological operations and physical operations. "Continuity," on the other side, means that rational operations grow out of organic activities, without being identical with that from which they emerge. There is an adjustment of means to consequences in the activities of living creatures, even though not directed by deliberate purpose. Human beings in the ordinary or "natural" processes of living come to make these adjustments purposely, the purpose being limited at first to local situations as they arise. In the course of time (to repeat a principle already set forth) the intent is so generalized that inquiry is freed from limitation to special circumstances. The logic in question is also naturalistic in the sense of the observability, in the ordinary sense of the word, of activities of inquiry. Conceptions derived from a mystical faculty of intuition

or anything that is so occult as not to be open to public inspection and verification (such as the purely psychical for example) are excluded.

5. Logic is a social discipline. One ambiguity attending the word "naturalistic" is that it may be understood to involve reduction of human behavior to the behavior of apes, amebae, or electrons and protons. But man is naturally a being that lives in association with others in communities possessing language, and therefore enjoying a transmitted culture. Inquiry is a mode of activity that is socially conditioned and that has cultural consequences. This fact has a narrower and a wider import. Its more limited import is expressed in the connection of logic with symbols. Those who are concerned with "symbolic logic" do not always recognize the need for giving an account of the reference and function of symbols. While the relations of symbols to one another is important, symbols as such must be finally understood in terms of the function which symbolization serves. The fact that all languages (which include much more than speech) consist of symbols, does not of itself settle the nature of symbolism as that is used in inquiry. But, upon any naturalistic basis, it assuredly forms the point of departure for the logical theory of symbols. Any theory of logic has to take some stand on the question whether symbols are ready-made clothing for meanings that subsist independently, or whether they are necessary conditions for the existence of meanings in terms often used, whether language is the dress of "thought" or is something without which "thought" cannot be.

The wider import is found in the fact that every inquiry grows out of a background of culture and takes effect in greater or less modification of the conditions out of which it arises. Merely physical contacts with physical surroundings occur. But in every interaction that involves intelligent direction, the physical environment is part of a more inclusive social or cultural environment. Just as logical texts usually remark incidentally that reflection grows out of the presence of a problem and then proceed as if this fact had no further interest for the theory of reflection, so they observe that science itself is culturally conditioned and then dismiss the fact from further consideration.6) This wider aspect of the matter is connected with what was termed the narrower. Language in its widest sense that is, including all means of communication such as, for example, monuments, rituals, and formalized arts is the medium in which culture exists and through which it is transmitted. Phenomena that are not recorded cannot be even discussed. Language is the record that perpetuates occurrences and renders them amenable to public consideration. On the other hand, ideas or meanings that exist only in symbols that are not communicable are fantastic beyond imagination. The naturalistic conception of logic, which underlies the position here taken, is thus cultural naturalism. Neither inquiry nor the most abstractly formal set of symbols can escape from the cultural matrix in which they live, move and have their being.

6. Logic is autonomous. The position taken implies the ultimacy of inquiry in determination of the formal conditions of inquiry. Logic as inquiry into inquiry is, if you please, a circular process; it does not depend upon anything extraneous to inquiry. The force of this proposition may perhaps be most readily understood by noting what it precludes. It precludes the determination and selection of logical first principles by an a priori intuitional act, even when the intuition in question is said to be that of Intellectus Purus. It precludes resting logic upon metaphysical and epistemological assumptions and pre suppositions. The latter are to be determined, if at all, by means of what is disclosed as the outcome of inquiry; they are not to be shoved under inquiry as its "foundation." On the epistemological side, it precludes, as was noted earlier in another connection, the assumption of a prior ready-made definition of knowledge which determines the character of inquiry. Knowledge is to be defined in terms of inquiry, not vice-versa, both in particular and universally.

The autonomy of logic also precludes the idea that its "foundations" are psychological. It is not necessary to reach conclusions about sensations, sense-data, ideas and thought, or mental faculties generally, as material that preconditions logic. On the contrary, just as the specific meaning of these matters is determined in specific inquiries, so generally their relation to the logic of inquiry is determined by discovering the relation that the subject-matters to which these names are given bear to the effective conduct of inquiry as such. The point may be illustrated by reference to "thought." It would have been possible in the preceding pages to use the term "reflective thought" where the word "inquiry" has been used. But if that word had been used, it is certain that some readers would have supposed that "reflective thought" designated something already sufficiently known so that "inquiry" was equated to a preexisting definition of thought. The opposite view is implied in the position taken. We do not know what meaning is to be assigned to "reflective thought" except in terms of what is discovered by inquiry into inquiry; at least we do not know what it means for the purposes of logic. Personally, I doubt whether there exists anything that may be called thought as a strictly psychical existence. But it is not necessary to go into that question here. For even if there be such a thing, it does not determine the meaning of "thought" for logic.

Either the word "thought" has no business at all in logic or else it is a synonym of "inquiry" and its meaning is determined by what we find out about inquiry. The latter would seem to be the reasonable alternative. These statements do not mean that a sound psychology may not be of decided advantage to logical theory. For history demonstrates that unsound psychology has done great damage. But its general relation to logic is found in the light that it, as a branch of inquiry, may throw upon what is involved in inquiry. Its generic relation to logic is similar to that of physics or biology. Specifically, for reasons that will appear in subsequent chapters, its findings stand closer to logical theory than do those of the other sciences. Occasional reference to psychological subject-matter is inevitable in any case; for, as will be shown later, some logical positions that pride themselves upon their complete indifference to psychological considerations in fact rest upon psychological notions that have become so current, so embedded in intellectual tradition, that they are accepted uncritically as if they were self-evident.

The remaining chapters of Part One are preparatory to the later and more detailed outline of what is implied in the propositions (1) that logical theory is the systematic formulation of controlled inquiry, and (2) that logical forms accrue in and because of control that yields conclusions which are warrantably assemble. Were the general point of view even moderately represented in current theory these chapters would not be needed. In the present state of logical discussion they seem to me to be necessary. Chapters II and III consider the naturalistic background of the theory, one upon its biological side, the other upon the cultural. Chapters IV and V endeavor to state the need and importance of a revision of logical theory in the direction that has been set forth.

5) “작용적”이란 단어는 “기구적”(器具的)이라는 단어에 의해 가리켜진 것의 대용물이 아니다. 그것은 탐구의 주체 문제가 탐구의 끝에 대한 수단으로 그것에서 그리고 그것에 의해 만들어지는 방식, 한정된 존재상의 상황의 설립을 표현한다. 일반적 용어로서, “기구적”은 수단-결과의 관계를 나타낸다, 반면에 논리학적 형식의 해석에 대한 기초적 범주로서, “작용적”은 주체 문제가 그것에 의해 (1) 수단으로 역할하도록 (2) 탐구의 끝인 객관적 변형에 영향을 주는 데에서 그 자체로 수단으로 실제로 역할하도록 꼭 맞게 만들어지는 조건을 나타낸다.
