The country`s northern region in Seoul-city has been underdeveloped compared to the Gangnam southern region. 

I think, because the administration and the ruling party’s bias policy attach importance to a large enterprise & upper classes over 10%, treat a popular society inhospitably may be happened by unbalanced city development.

Generally, the upper classes over 10% in South-Korea are habitable in Gangnam southeastern Seoul-City by financial abilities.
