One day earlier(11.28) Korea Times reported that KCTU(*) said up to 300,000 union members will stage a partial walk out...

And y'day(11.30) - finally - KCTU reported(via facebook): Today 220,000 workers joined our nation wide strike...

The Ministry of Employment and Labor puts the number of people who participated in the strike at 70,000...(source: asia one, 12.1)
