Student protesters clash with police in Rennes


Protests spread across France today as thousands of students marched against controversial government reforms intended to reduce unemployment among young people.

University and high school students clashed with police in several cities as they demanded the repeal of a new law proposed by the prime minister, Dominique de Villepin, to give employers greater flexibility to sack young workers within their first two years of work.

Fearing the new contract erodes coveted employment protections, students renewed their protests today with marches in Paris, Marseille, Grenoble, Rennes and Bordeaux.

 

In Rennes, students wearing flowers and carrying the rainbow flag of peace lay down in front of police carrying riot shields and wearing full armour and helmets. About 100 students burst into the city hall and refused to leave. The university has been closed for six weeks as students boycott classes in protest. The university at Toulouse closed its doors after clashes between students who wanted to shut the school in protest and those who wanted to keep it open.

"You can't live with a knife at your throat," said 21-year-old film student Sophie Cojan, a student protesting at the Place d'Italie in southern Paris.

"Villepin, you're toast - the students are in the streets!" the students chanted.

Mr de Villepin proposed the idea as a way to help underprivileged youths find jobs following riots in poor urban areas across the country last October and November. According to the OECD's latest figures, unemployment among under-25s in France is 23%, compared with 11% in the UK, 12% in Germany and a European Union average of 16.5%.

Under current law, employers face a stringent test when they terminate contracts and risk fines, or being forced to make fixed-term contracts permanent if they fail to adequately justify the redundancy.

The new contract allows employers to take on workers aged under 26 who have not worked for six months on a two-year deal. The test for making the employee redundant during that period is less tough than under the existing law, but remains reasonably stringent, according to the Paris-based employment lawyer Florence Dupont.

"If young people don't want this system then it has no chance of reducing unemployment," she said.

The prime minister has refused to withdraw the jobs measure, but was today seeking ways to make it more palatable. Mr de Villepin's office said he was to meet tonight with university presidents, who have urged negotiations to end the standoff.

The employment minister, Gerard Larcher, defended the government's decision not to consult unions before devising the law, saying it was hurrying to respond to unemployment problems exposed by last year's riots.

A message to Hamas

 

Jericho raid could signal beginning of the end for Hamas government

The IDF operation in Jericho Tuesday was a pointed message: Don't break agreements with us, or you'll pay in spades. The message was intended for the extremists in Hamas.

 

Israel's show of military strength at the Jericho prison – an operation completely in broad daylight and spotlight of the international media – was a pointed message to the leaders of Hamas: Don't play with fire.

 

Don't even think about breaking existing agreements, like you threatened to do with the guys who killed Rehavam Zeevi. Because the minute you do, we'll be in your house to deliver a quick, sharp dose of preventive medicine. We've got the military might and the intelligence information to do it, and we have become fanatics about keeping agreements. We have especially become fanatics about Hamas.           

 

From this perspective, the operation in Jericho has broad diplomatic implications. It made a clear statement that the world stands by Israel, or at least won't stand in Israel's way when it uses military force to respond to violations of agreements.

 

Many (not all) Hamas leaders lean towards canceling the agreements the previous Palestinian government made with Israel. From the outset they viewed these agreements as traitorous against Islam, the Palestinians, the Arabs, and the right of return.

 

Now, the Jericho operation has given them an extremely unpleasant choice: If Hamas rips up the agreements signed by the Fatah government it will simply be unable to rule. The tanks that rolled into Jericho could easily do so to Ramallah to shut down Palestinian matters of state.

 

Getting the message

 

This aggressive message will penetrate deep. It already has. The Hamas leadership is comprised of men who know well how to interpret Israeli moves. They interpret and they fear.

 

Hamas decided to stop terror attacks when it became clear that left with no other options, Israel would go so far as to assassinate Sheikh Yassin on a wet winter's day, without worrying about setting the entire Middle East on fire, as many experts predicted would happen. But the fire never broke out.

 

The operation at the Jericho jail will strengthen, therefore, the moderate forces in Hamas and the Palestinian Authority and will weaken the extremists. For this reason, the move will strengthen Mahmoud Abbas.

  

What will Abbas say now to Hamas? "Look, guys," he'll say, "what did you achieve by speaking about releasing Ze'evi's killers? I'll tell you what you achieved: Our security forces have been humiliated, Israel's chalked up a military and PR victory, and you've exposed all our weaknesses for the world to see.

 

"Oh yeah," Abbas will tell Hamas, "I almost forgot one other thing: Where the hell were you when the Jews were blowing up Jericho?"

 

The IDF move in Jericho proved Ehud Olmert's administrative abilities. He solved a multi-faceted, complex and complicated crisis. He made it possible for the IDF to go all the way with the tactics of pressure; for this he needed strong nerves.

 

Many things that could have happened, didn't. Israeli prime ministers have gotten mired down in the mud by far less complicated military operations.

 

Memories of terror

 

Israeli residents continue to live with memories of the intifada, when any Israeli action brought another wave of terror. But since then, reality has changed. Terror organizations now have limited ability to operate; they are only able to enlist limited numbers of suicide candidates. There is no longer a nation behind them ready to sacrifice itself as it once was.

 

Reports in the international media about the operation itself were restrained and balanced. Western governments reacted with understanding, even with sympathy.

 

And Arab governments? As usual, they fled the scene. They gave no support to Hamas. This message, too, was received in Gaza and Ramallah.

 

The folks who came out with their hands up from the prison in Jericho could well have signaled the beginning of the end of the Hamas government, before it has even been established.

Israel's raid of the Jericho prison is an "unforgivable crime" and an insult to the Palestinian people, Palestinian Authority Chairman Mahmoud Abbas said during a tour of the demolished complex Wednesday.

 

Abbas cut short his Europe trip and rushed back to the West Bank in response to the raid. Later Wednesday, Abbas was to tour Jericho's hospital to visit those wounded in Tuesday's fighting.

 

Abbas added, "Unfortunately this operation had no aims but to humiliate the Palestinian Authority and attain internal profits for Israel,” apparently referring to Israel’s election race. “This operation was illegal. We offered to take responsibility and replace the monitors, but they refused,” he said.  

 

“We cannot sit back and accept these actions. We are in touch with the United Nations Secretary General (Kofi Annan) and the leaders of Arab countries to see what can be done. The Palestinian fury is justified. The detention of (Ahmed) Saadat and his men in Israeli prison is illegal,” Abbas said.

 

The PA chairman also addressed the kidnap of over a dozen foreign aid workers, teachers and journalists in the West Bank and Gaza Strip yesterday by Palestinian gunmen. “The foreign citizens are our guests, and therefore I call on all the organizations not to harm them, because they are our guests and our brother and they came here to help us. When I see these ruins and our hundreds of brothers that were kidnapped and taken to Israeli prison, I see this as a crime. This is a grave blow to the Palestinian Authority,” Abbas said.

 

Addressing charges that the Palestinians violated the agreement on the conditions of the confinement of a number of terrorists, Abbas said, “The wardens sent us weekly reports telling of minor violations. One prisoner brought a cell phone into the prison, another hosted a journalist, and a third brought his family in to visit. We dealt with all of the incidents. It is true, the (British and American) monitors warned a week ago that they would leave, but they did not specify when. Even the British foreign minister admitted yesterday they didn’t inform us, so we should not be reprimanded for this.

 

“The world needs to know that we are upholding the agreements and the Israelis are not.”

 

'Israel has restored your honor'

 

Abbas insisted that Israel was aware of the British plan to abandon the jail. “The Israeli army entered with tanks just minutes after the foreign wardens left, so this operation was obviously planned in advance,” he said.

 

Nasr al-Kidwa, Palestinian Minister of Foreign Affairs, also fiercely censured Israel’s military operation at the Jericho prison yesterday and called on Israel to return the prisoners to the Palestinian Authority, including Ahmed Saadat, who masterminded the murder of Israeli Tourism Minister Rehavam Zeevi in 2001.

 

“Any further action, including trying the prisoners in an Israeli court, will be a flagrant violation of the international agreements and will lead to more severe problems,” al-Kidwa wrote in a statement.

 

For his part, Acting Prime Minister Ehud Olmert praised the success of the operation. Speaking following a meeting with a senior police chief, Olmert said, “Rehavam Zeevi, Israel has restored your honor with the operation we carried out yesterday.” 

 

Olmert reiterated that the timing of the operation was determined by the United States and British decision to withdraw their wardens Tuesday. Olmert noted there was no chance Zeevi’s murderers would go free or wouldn’t stand trial in Israel. 

 

Is the PA crumbling?

 

Meanwhile, dozens of Fatah activists throughout the West Bank demanded Wednesday that Abbas announce the dismantlement of the PA following Israel's operation in the Jericho prison Tuesday. Senior Fatah members - including top lawmakers, district mayors, and members of the Palestinian National Council - signed a letter to Abbas Wednesday, saying: "You must demand of the international community to take responsibility for Israel's conduct and for the rights of the Palestinian people."

 

In the letter, the Fatah activists say that after the humiliation of the Palestinian security forces Tuesday witnessed by the whole world, and their inability to fulfill their jobs or keep the prisoners in the prisons, and considering Israel's cooperation with the United Stated, the diplomatic process has hit a dead end.

 

"Therefore, we demand the PA announce its dismantlement as quickly as possible, owing to the absence of any hope of dealing with the occupation, and considering the American and British stances, and the complete hopelessness of attaining Saadat's release, we see the dismantlement of the PA as the only solution," the Fatah activists wrote.

Israel captures jailed Palestinian militant 

 

Palestinian militants held in a Jericho prison surrendered tonight after a raid by Israeli troops that sparked widespread unrest and kidnappings of westerners in Gaza and the West Bank.

Those who surrendered included the main target of the raid - Ahmed Saadat, the head of the radical Popular Front for the Liberation of Palestine - who was being held in the West Bank for ordering the assassination of an Israeli minister.

The surrender came after a gun battle in which at least three people were killed. Dozens of Palestinian police officers have also surrendered to Israeli forces.

Earlier nine foreign nationals, including a US citizen, three Europeans and two Australians, were seized in apparent retaliation. Western banks were attacked in Gaza city, and the British Council offices set alight.

The attacks appeared to have been sparked by the withdrawal this morning of British human rights monitors from the Jericho jail, a move which preceded the Israeli raid by around half an hour.

Israeli troops entered the jail demanding the surrender of six prisoners wanted by Israel, five of them in connection with the assassination of the country's tourism minister, Rehavam Zeevi, four years ago. A gun battle ensued in which two Palestinian guards and a prisoner were killed.

By mid-afternoon, more than 150 prisoners and guards had surrendered, but around 30 prisoners were thought to remain inside. They had said they would rather die than surrender.

The events triggered a wave of violence and kidnapping in Gaza city. Two French women working for Médecins du Monde were taken hostage, a French foreign ministry spokesman said.

Gunmen kidnapped two Australian teachers employed at a US school in the city, security officials said, and a Korean national and a Swiss Red Cross worker were also reported to have been taken hostage.

Gunmen stormed the Gaza city offices of the German television network ARD, a Palestinian journalist working for the network said. University officials in the West Bank town of Jenin said a US teacher had been taken hostage. He was later released.

Foreigners from at least four countries took refuge at the Palestinian security headquarters in Gaza City.

In Jericho, tank shells were fired at the prison and bulldozers tore down some of the building's walls. Children threw stones at the Israeli soldiers and burning tyres were put in the roads.

Troops were later heard calling for all the prisoners and guards to come out. Dozens of inmates and guards emerged and were ordered to strip to their underwear, but the wanted men did not appear to be among them.

The raid on the jail was the most high-profile Israeli incursion into a Palestinian town in months and came just two weeks ahead of Israel's national elections.

British and US observers had been monitoring the prison since 2002, charged with ensuring that the treatment of inmates conformed to internationally accepted human rights standards, a Foreign Office spokesman said.

"The three British monitors were withdrawn around 0730 GMT today," the spokesman said.

"We decided we were no longer able to ensure their safety. On March 8, we wrote to [the Palestinian president Mahmoud] Abbas and pointed this out, and that unless the situation improved we would withdraw them."

The foreign secretary, Jack Straw, told the Commons this afternoon that the British and US governments had been aware the Israelis might try to take control of the prison, and that demonstrations in Gaza City were possible.

He also said British Council staff had been withdrawn in case of demonstrations in Gaza City, and that all monitors and staff were safe.

Shortly after the raid began, some 300 demonstrators, including dozens of gunmen, marched on the British Council building in Gaza City. After a brief battle with the gunmen, police protecting the building left, and the building and the cars of people who worked there were set alight.

Gunmen also broke into the European commission building and stormed the offices of Amideast, a private organisation that provides English classes and testing services.

"We don't want to see any Americans here," one of the gunmen shouted when Palestinian police approached the Amideast office.

The Foreign Office warned British nationals to stay away from the West Bank. Britons are already advised against travelling to Gaza.

Sir David Green, director general of the British Council, said the building had been "very badly damaged".

"Mid-morning Gaza time a group of masked gunmen came into the building and started firing shots in our information centre," he told the BBC. "We called military operations and within three minutes a large group from the presidential guard arrived to take charge of the situation and, in fact, get the situation under control."

Among the six targets of the prison raid was Ahmed Saadat, head of the Popular Front for the Liberation of Palestine, a radical PLO faction. Saadat was elected to the Palestinian legislature in January.

Palestinians condemned the prison raid as a campaign stunt for the coming Israeli elections, and Mr Abbas blamed the US and British governments for it.

"President Abbas strongly condemns this Israeli attack and holds the American and British sides fully responsible for any harm that befalls Saadat and his colleagues," the Palestinian leader's office said.

In addition, to the five PFLP prisoners, Israel was also demanding the surrender of Fuad Shobaki, the alleged planner of an illegal weapons shipment to the Palestinian Authority several years ago.

· Israel's acting prime minister, Ehud Olmert, today told residents of one of the largest West Bank settlements that their town would eventually become part of Israel. He told a campaign rally in Ariel that the settlement would be within his planned permanent borders for Israel.

Jericho Drama ends: Six murderers of former Tourism Minister Zeevi turn themselves in after nine-hour IDF siege; troops surrounded jail earlier Tuesday, three Palestinians killed in operation

 

Prison siege over: Popular Front Secretary General Ahmad Saadat and five other terrorists involved in the murder of former Tourism Minister Rehavam Zeevi turned themselves in Tuesday evening following a nine-hour IDF siege.

 

Saadat and his men left the prison with their hands up and were handed over to IDF soldiers along with other detainees.

 

According to Palestinian reports, the prisoners surrendered as part of an international agreement whose details are unknown at this time.

 

In a briefing with reporters following the operation, IDF Central Command Head Yair Naveh said that once prisoners realized "our determination is indeed absolute and we're going through with this, they came out, and I'm glad (it happened) with a minimum number of casualties."

 

There was no coordination between Israel, Britain and the United States for the capture of the terrorists, Naveh told reporters. “We’ve been preparing for weeks, since the Palestinians said hey planned to release Saadat, so we were on high alert. The British sent a letter to the PA a few weeks ago addressing the matter. As soon as we saw (the British and Americans) left, we went in,” he said.

 

'Terror wave possible'

 

Responding to a question about the possibility of a terror wave in response to the Jericho operation, Naveh said: "We may experience a certain wave. I hope the fact we ended this incident with minimal casualties will end the wave."

 

"We're talking about the detainment of murderers, as we do every night in Nablus, Hebron, and Ramallah," the IDF official added. "In this regard there's no difference."

 

The IDF said Tuesday evening that about 60 prisoners remained in the prison, more than originally believed, including the murderers of Zeevi, whose impending release prompted the IDF operation. The army said 202 detainees left the prison voluntarily and 76 of them were released following an interrogation after it turned out they were not terror activists. 

 

Earlier, senior IDF officials, including Army Chief Dan Halutz, met to discuss the possibility of storming the Jericho prison where the top detainees were barricaded.

 

Several structures around the prison have been razed by army bulldozers and parts of the outer wall surrounding the compound have been knocked down. As a result, the army was carefully considering whether storming the prison would be the right move in light of the structure's dilapidated state.

 

Army officers were concerned the prison building could collapse in the event of a raid. The six Zeevi killers did not respond to army calls to surrender and were apparently huddled together at one of the prison's corners, before finally turning themselves in.

 

Abbas: We'll keep detainees in jail

 

After launching a large-scale operation at the Jericho prison in the West Bank Tuesday morning, IDF troops continued to surround the site throughout the afternoon, demanding the surrender of Secretary General of the PFLP Ahmad Saadat as well as other top fugitives involved in the murder of Zeevi.

 

At one point, Palestinian Authority Chairman Mahmoud Abbas pledged that top prisoners will remain jailed in Jericho as long as Israel withdraws from the prison compound. In talks with Knesset Members Yossi Beilin and Ahmed Tibi, Abbas called on Israel to move out of the prison in order to prevent more bloodshed, in return for an "unequivocal promise that the group of prisoners found under international monitoring will remain in jail under Palestinian supervision, even if foreign prison guards do not return."

 

Abbas also promised to arrange a new agreement for foreign supervision of the prisoners. Following the talk, Beilin called on Acting Prime Minister Ehud Olmert to immediately comply with Abbas' request "in order not to waste precious time and human lives."

 

'Surrender or die'

 

Troops took over the prison compound in an operation involving the use of shells, machine guns, and gun fire. Two Palestinians were killed in early stages of the operation and several prisoners were hurt. Another wounded Palestinian later succumbed to his wounds at a Jerusalem hospital, the army said. Meanwhile, an IDF chopper fired a missile at protesters near the jail. No injuries were reported in the missile strike. 

 

A senior officer at the site said earlier there is no dialogue between the troops and prisoners still barricaded at the compound.

 

"We are not engaged in negotiations with those in the prison. Either they get out or they die," the officer said.

 

 

Hamas warns Israel

 

In the early afternoon hours, IDF bulldozers razed another one of the walls surrounding the Mukata compound in order to pressure the fugitives to turn themselves in.

 

While troops surrounded the prison, Saadat found time to hold a chat with Hamas political leader Khaled Mashaal in a live broadcast on al-Jazeera. 

 

Mashaal opened the conversation saying, “This is a crime against the Palestinian people. International observers that have imprisoned Palestinian fighters – including Ahmad Saadat - in recent years, escaped at this moment of truth. We condemn Israel for this crime, charge them with full responsibility and warn them not to wound the fighters Ahmad Saadat, Fuad Shubaki or any of the other prisoners.”

 

While periodic gunfire and chaos could be heard in the background, Mashaal addressed Saadat personally: “I send my regards to my brother-in-arms. Hamas has promised, from the moment it was charged with establishing the government, to work for Saadat’s release and the release of other prisoners in the Jericho prison. I am calling on my brother to be patient and trust in god. A strong people – in the territories and outside of them – is behind you."

 

"The strength of our people will not let the Zionists commit this crime. There will be a great Palestinian and Arab response to this act. When I heard about this, I called Mahmoud Abbas and we started contacting allies in the Arab and international communities to apply pressures to stop this Israeli crime.”

 

After listening to Mashaal’s message, Saadat responded emotionally, “I bless the words of brother Khaled Mashaal. I am always proud of his brave positions, which support the resistance and I thank him for his encouraging message. This attack is just one of the many that our people suffer every day. Our nation has struggled with the occupation for dozens of years. We, as fighters, are fighting the occupation.”

 

Mashaal used the opportunity to call on “the masses to assemble in front of the Jericho prison.” In addition, he requested the international community to interfere, and specifically addressed Russian President Vladimir Putin, with whom he met in recent weeks. When he was asked how the Hamas would respond if Saadat were killed by the IDF, he said, “The resistance is legitimate whether he is killed or not.”

SPA-Maoist talks on, outcomes within four days: Khanal

A Seven Party Alliance (SPA) leader involved in secret negotiations with Maoist rebels in New Delhi said on Sunday that the alliance leaders are hopeful about positive outcomes of the talks, which would be made public in about four days' time.

"Let me not disclose the technicalities of the talks and the persons involved, but all I can say is that talks are going in the positive direction," CPN-UML leader Jhala Nath Khanal said. "Both sides are currently working to uphold the 12-point understanding the SPA and the CPN-Maoist reached in November."

He added that the SPA negotiators have also urged the rebels to withdraw indefinite blockade and Nepal Bandh and declare ceasefire to pave the way for peaceful movement for the restoration of democracy. However, the Maoist leadership, whose high command is understood to be discussing the proposals, has not responded yet.

Khanal, who was flanked by UML heavyweight Bam Dev Gautam and leader Pramesh Hamal at the Nepal Center, Yusuf Sarai, Sunday morning, also said the mission of the SPA was to find a "consensual and peaceful exit to the conflict bedevilling the nation". "We are working very hard, and the outcomes should be there in the next three-four days," he said.

Gautam, who is also suffering from back pain, didn't want to comment on the ongoing negotiations, but concurred with Khanal.

Beside the three UML leaders, other SPA negotiators who are currently in Delhi include: Nepali Congress leaders Krishna Sitaula, Mahantha Thakur and Jana Morcha Nepal leader Amik Sherchan. CPN-Ekta Kendra Masal leader Narayan Kaji Shrestha 'Prakash' is also reported to be here.

It was not immediately clear who all are representing the CPN-Maoist in the negotiations, but unconfirmed reports suggested Maoist negotiators included Dr Baburam Bhattarai, Krishna Bahadur Mahara and Top Bahadur Rayamajhi. Given that most of the SPA leaders are scattered and are shying away from media interviews, the talks appear to be going on over the telephone and "otherwise" as well.

Govt warns journalists reporting on Maoists

Home Minister Kamal Thapa on Sunday warned of action against journalists reporting on the effects of Maoist activities and disseminating Maoist information.

“The government will treat anyone publishing and writing news about the Maoists as their accomplices and will deal with them accordingly,” Thapa said at a programme here in Birgunj.

The home minister also accused that “the media has not realized the limit of its responsibilities”.

“The media persons, as aware citizens, should not disseminate any news that creates panic and terror in society,” Thapa said.

The Home Minister accompanied by other ministers including Finance Minister Dr Roop Jyoti and Industry Commerce and Supplies Minister Buddhi Man Tamang had reached Birgunj to assess the problems faced by the business community due to general strikes and appeal to them to “help the government by operating industries and transport services during the Maoist-called blockades and bandhas.”

When local businessmen and industrialists told the ministers that the current load-shedding had made it difficult for them to run their industries, State Minister Rupjyoti, blamed the previous governments for the same and asked them to use generators for power supply.

Ya, what I did last week...

Between last Sun. and Tuesday I saw the Black Sea, Persian Gulf, Pakistan, China, Tibet, Gobi and the Yellow Sea, yaeh, right 황해!! And all this two times!

So, now you have to guess what I did... and with which result...

 

And to make it worse... meanwhile my friend, harrharr, I used to live together with him since about 6 month, kicked me out of the flat! Wow, what a funny surprise!!!

 

So now at first I have to find a new flat and later... I just dont know...

 

IT SEEMS THAT THE LIFE IS JUST A HUGE TRASH BAG!!! harrharr...
