The Civil Society Organizations Network in Korea - which represents around 500 organizations including People’s Solidarity for Participatory Democracy, the Korean Federation for Environmental Movement, and Korean Women’s Association United - provided the police with plans to hold a demonstration and a march at Seoul Plaza on Dec. 5.
These groups are stepping up to defend the freedom to assemble and demonstrate, after the police banned the Korea Farmers’ League from holding a second large rally.
On Dec. 2, civic groups, religious figures, and lawmakers from the National Assembly held a joint press conference at the Franciscan Education Center in central Seoul in support of holding a peaceful nationwide rally on Dec. 5. “With the government banning rallies not only by the Korea Farmers’ League but also by the Pan-National Countermeasures Committee for the Recovery of the Farmer and Worker for Life and Peace Baek Nam-gi and the Denunciation of State Violence, civic groups have submitted a petition for an assembly in the name of this network in order to play a more active role,” said Yeom Hyeong-cheol, chair of the network’s operating committee during the press conference.
On Dec. 1, the group submitted its plans for the assembly to the Seoul Metropolitan Police Agency on Dec. 1, using the name of “nationwide assembly” rather than the “second popular rally” in a bid to motivate more people to join. The group expects that about 5,000 people will participate in the protest and march.

In the late afternoon(KST) Yonhap News Agency reported the following: Police said Thursday that they have decided to prohibit civic groups from staging a massive rally in downtown Seoul this weekend, as it appears to be led by the same groups who were in charge of last month's violent protest...
On Tuesday, the Civil Society Organizations Network in Korea, an association of 490 liberal civic groups across the country, notified police that it will hold a massive rally at the public plaza in front of the Seoul City Hall and march through the heart of the city to Daehangno Street on Saturday.
"We'll not permit the rally since it seems to be an extension of the Nov. 14 rally, which turned violent," a police official said...
Police earlier denied a plan for another rally this weekend reported by a farmers' association that led the Nov. 14 rally, along with the Korean Confederation of Trade Unions (KCTU), a militant umbrella labor union, and a progressive teachers' union.
The police official said the two rallies are actually the same one, with most of the rally organizers also the same...
A short while later Korea Times reported that "A court has ruled against a police move to ban a rally planned for Saturday in central Seoul by civic, labor and farmers groups that held a massive anti-government demonstration on Nov. 14. The Seoul Administrative Court said Thursday that it had accepted the request from the groups to annul the police ban on their second rally..."
The South Korean government has gone ahead with a ban on a rally scheduled for Dec. 5, despite the organizers’ promise that the event would be peaceful. A temple association for the Jogye Temple in Seoul, where Han Sang-gyun, the 53-year-old chairman of the Korean Confederation of Trade Unions (KCTU), has taken refuge since leading an illegal rally on Nov. 14, said Tuesday that it had decided to let him stay until Sunday, but urged him to leave as soon as possible. The KCTU welcomed the decision by the The Jogye Order of Korean Buddhism Lay Buddist Association and promised at a press conference to decide Han’s fate as soon as possible. Lee Young-ju, the secretary general of the KCTU, said members would carefully consider the decision and work hard to successfully hold its second mass rally, scheduled for Saturday. At the end of the press conference, Han looked out the window and pledged to lead the peaceful demonstration in support of workers’ rights...(source: JoongAng Ilbo, 12.2)

Last Tuesday(11.24) in Seoul's Yeouido: KCTU held a press conference to denounce the authorities' retrogressive revision of labor law and oppressive rule. Speakers criticized the authorities' dictatorial acts of wantonly abusing the people's right to existence and human rights by brutally suppressing the participants in rallies/demos and unilaterally carrying out the retrogressive revision of labor law. Choe Jeong-jin, KCTU's vice-chairman, accused the "Saenuri Party" of going to unilaterally railroad the bill on retrogressive revision of labor law through the "National Assembly". He called for staging the second "All-out People's Action"day on December 5 to prevent the retrogressive revision of labor law and force the PGH administration to step down...
From then on the S. Korean 'authorities' are trying to escalete the situation...

Dobeop and asked the monk to mediate with the government concerning issues such as the peaceful hosting of a second rally and help establish a dialogue between the gov't and labor representatives... The reply by the "authorities": We're not interrested (in any dialog with KCTU)!

According to the conservative/reactionary newspaper Dong-A Ilbo(11.18), Han - the former union head of Ssangyong Motor under the Korean Metal Workers’ Union - is facing an arrest warrant for failing to appear in court four times on the charge of staging illegal protests on Labor Day this year...

Y'day(11.21) in the S. Korean capital city Seoul: Police have raided the headquarters of the Korean Confederation of Trade Unions (KCTU) as part of an investigation into acts of violence committed during the huge anti-government rally that the umbrella union organized on Nov. 14. It was the first time that police have raided the headquarters since the confederation was established in 1995. Nearly 700 officers from the Seoul Metropolitan Police Agency (SMPA) and several police stations within central Seoul removed computers, documents, books and other material from the headquarters and offices of seven affiliated unions... One day earlier(11.20) Kyunghyang Shinmun wrote the following: The government and ruling party have revealed their intentions to create a new "authoritarian" state in the wake of the multiple terrorist attacks in Paris... The ruling party highlighted the demonstrations at Gwanghwamun, Seoul on November 14 calling them an act of violence and terror, asking the government to root out the source. As if according to prior arrangement, the police have launched a massive investigation. The ruling party is also promoting old "security" bills such as the Terrorism Prevention Act and the ban on masks... Saenuri Party leader Kim Moo-sung said at a meeting of the party's supreme council on November 19, "Just as the entire world has taken action to eradicate IS hiding behind masks, we should also root out illegal demonstrations hiding behind masks and end this vicious cycle of lawless chaos."
