N. Korea's "National Defence Commission" - i.e. DPRK's ministry of WAR(^^) - released today(via KCNA) the following statement:
The U.S. and the south Korean puppet regime should take a bold decision of taking the following practical measures if they want to shirk the historical responsibility for the prevailing grave situation on the Korean Peninsula and evade sledge-hammer retaliatory blows of the army and people of the DPRK and if they truly stand for dialogue and negotiations:
First, they should immediately stop all their provocative acts against the DPRK and apologize for all of them.
As the first phase, they should take measures of retracting the UN Security Council's "resolutions on sanctions" cooked up under absurd pretexts.
They should bear in mind that doing so would be a token of good will towards the DPRK.
The south Korean puppet forces should promptly halt all anti-DPRK rackets being kicked up by them, linking their own mishaps such as the Cheonan warship sinking incident and the "March 20 hacking case" to the north.
Second, they should give formal assurances before the world that they would not stage again such nuclear war drills to threaten or blackmail the DPRK.
Dialogue can never go with war actions.
Frequent nuclear war maneuvers will only strain the situation and totally block the way of dialogue.
The army and people of the DPRK will not be taken in by sophism that the nuclear war drills being staged under its very nose are annual and defensive military actions for defending the U.S. and guaranteeing the security of south Korea.
Third, they should make a decision to withdraw all nuclear war means from south Korea and its vicinity and give up their attempt to reintroduce them as their immediate duty.
They should bear in mind that the denuclearization of the Korean Peninsula can begin with the pullout of the nuclear war means introduced by the U.S. and this may lead to the global denuclearization.
The chief of Chongwadae should not forget that the prospect of south Korea may be rosy when the DPRK's nukes are considered as a property common to the nation but south Korea is bound to go to ruin when it remains under the U.S. nuclear umbrella.
The situation on the peninsula is directly linked with peace and security in Northeast Asia and the rest of the world.
The army and people of the DPRK together with the world peace-loving people who sympathize with justice and value conscience will closely follow the future behavior of the U.S. and its followers.

"Attack Websites to Liberate North Korean Citizens"
Anonymous Korea, the South Korean branch of an international group of hackers who call themselves Anonymous, released a list of South Koreans who subscribed to a North Korean propaganda website, Uriminjok-kkiri (among our people).
On April 8, The Kyunghyang Shinmun interviewed a member (Twitter ID @Anonsi) of Anonymous Korea. In the interview, the hacker said, "The attacks on North Korea and Israel were carried out to liberate the citizens of North Korea and to retaliate for the numerous casualties due to Israel's raid on Gaza."
Recently, Anonymous hacked into and attacked Israeli and North Korean websites causing the sites to crash. The hacker we interviewed acknowledged, "The forewarning that we will attack North Korean websites this coming June 25 is true." Earlier, Anonymous had announced they might attack North Korean nuclear facilities as well as their government websites on June 25.
Q. Does a group called Anonymous actually exist or is it just a name commonly used by hackers?
A. It's an actual group. It's just not a formal organization. It's a group of like-minded people. We are anonymous. We maintain our anonymity and hack according to our purpose.
Q. Do you hack individually or collaborate?
A. Sometimes we work separately. When we collaborate, we divide [the roles] into hackers and those who engage in tango down (crashing a certain website) attacks.
Q. Why did you target North Korea and Israel for the latest attack?
A. We are not the United Nations. We only act according to our beliefs. We wanted to urge North Korea to free its citizens and to cease further provocations, and Kim Jong-un to step down. As for Israel, it was in retaliation for the countless casualties who suffered from the raids on Gaza.
Q. Some are concerned that hacking into North Korean websites can trigger regional warfare or an all-out war.
A. The results will be the same, even if we don't do what we do.
Q. Unlike a typical online attack by hackers, you disclosed your identity after the attack on North Korea. Why?
A. Anonymous originally discloses its identity. Most of the [hacking] operations are carried out in public.
Q. What do you think about North Korea's technical capability in online hacking and defense?
A. I'm not sure since I haven't tested them directly, but considering their security status, I don't think they're that powerful.
Q. How did you proceed with the latest attack?
A. On March 30, we ventured to tango down 5 websites. Then we hacked into the sites. One of the major websites was the Uriminjokkkiri website, which praises Kim Jong-un and promotes propaganda targeting South Koreans.
Q. Hacking is illegal. Do you think there is a positive aspect to hacking?
A. Like the recent North Korean operation, we hack for a bigger cause. It's hacktivism (a movement in which people hack or incapacitate a target server computer or develop such technologies for a sociopolitical cause). If North Korea cannot engage in provocations and if the North Korean citizens can be free due to our actions, this can be an example of hacktivism.
Q. Some view Anonymous as an ideological or political group.
A. We hack according to our ways and beliefs, so we don't care about evaluation or criticism from the public. We pursue freedom, peace, the right to know, and the freedom of expression.
Q. What are your future plans? You said you would launch an online attack on North Korea this coming June 25.
A. We will not stop #Op NorthKorea and #Op FreeKorea. And we are preparing #Op KoreanWar this June. If North Korea engages in provocations, we can launch additional attacks any time. We will continue our attack until we get what we demand and achieve our goal.

The DPRK's Law on the Kumsusan Palace of the Sun was adopted.
The ordinance of the DPRK Supreme People's Assembly on it was promulgated Monday.
The Kumsusan Palace of the Sun where President Kim Il Sung and leader Kim Jong Il lie in state is the eternal temple of the sun of the whole Korean nation.
The ordinance says that the SPA decides to adopt this law to eternally preserve and glorify forever the Kumsusan Palace of the Sun as a grand edifice for the immortality of the leaders symbolic of Kim Il Sung's and Kim Jong Il's Korea.
On the same day KCNA published the following detailed story:
Deputy Kim Yong Nam, president of the Presidium of the Supreme People's Assembly of the DPRK, made a report on the amendment and supplement to some contents of the Socialist Constitution of the DPRK and the law on the Kumsusan Palace of the Sun.
According to the report, the draft amendment and supplement to the Socialist Constitution and the law on the Kumsusan Palace of the Sun to be submitted to the session for discussion will legalize the plan and intention of the Workers' Party of Korea to fix by law the shining achievements made in accomplishing the cause of perpetuating the memory of the leaders and complete it on a new higher stage.
To be supplemented to the preface of the Socialist Constitution is the sentence which says that the Kumsusan Palace of the Sun where President Kim Il Sung and leader Kim Jong Il lie in state is a grand edifice for the immortality of the leaders, a symbol of the dignity of the whole Korean nation and its eternal sacred temple.
The law on the Kumsusan Palace of the Sun specifies that its noble mission is to preserve and glorify forever the palace, which is the supreme temple of Juche, as the eternal temple of the sun of the entire Korean nation.
The law stipulates that Kim Il Sung and Kim Jong Il will be held in high esteem forever as in their lifetime at the Kumsusan Palace of the Sun and that it is the obligation of all the Koreans to regard the Palace as a symbol of dignity and a great pride of the nation.
It also specifies the state duty to spruce up the Palace in a sublime and perfect way with the state, all-people and nationwide efforts and devotedly safeguard the Palace in every way so that no one can violate.
Also stipulated in the law are matters for carrying out the work of eternally preserving the Palace as the most important state work with consistency, organizing the committee for the eternal preservation of the Palace and preserving for photos, train coaches, cars, boat and other relics and orders which represent the noble lives of the great Generalissimos.
Orders were also set so that Korean people, overseas Koreans and foreigners can pay respects to the great Generalissimos at the Kumsusan Palace of the Sun.
Also mentioned in the law are the matters of establishment of special sanctuary of the Palace for its protection and management as well as the management of buildings in the premise of the palace, park, arboretum, outdoor lighting and lighting facilities and orders concerning the operation of the plaza and the park of the Palace.
It was specified in the law that electricity, facilities, materials and other supplies needed for the Palace shall be planned separately and be provided without fail on a top priority basis. The law also set the duty to be fulfilled by relevant institutions to strictly supervise and control on a regular basis the work for safeguarding, eternally preserving and providing the conditions for the management and operation of the Palace.
The reporter said that the law on the Kumsusan Palace of the Sun is the unique code for the immortality of the leaders, adding that it is the biggest honor for the army and people of the DPRK to have the legal weapon for the immortality of the leaders.
The adoption of the law will serve as a historic occasion for defending and further glorifying the idea on perpetuating the memory of the leaders clarified by the dear respected Kim Jong Un, he stressed.
The reporter said that the Presidium of the Supreme People's Assembly of the DPRK submits the draft amendment and supplement to the Socialist Constitution and the draft law on the Kumsusan Palace of the Sun to the SPA session for discussion according to Article 95 of the Socialist Constitution.

North-South Relations Have Been Put at State of War: Special Statement of DPRK
The government, political parties and organizations of the DPRK released the following special statement on Mar. 30:
The moves of the U.S. imperialists to violate the sovereignty of the DPRK and encroach upon its supreme interests have entered an extremely grave phase. Under this situation, the dear respected Marshal Kim Jong Un, brilliant commander of Mt. Paektu, convened an urgent operation meeting on the performance of duty of the Strategic Rocket Force of the Korean People's Army for firepower strike and finally examined and ratified a plan for firepower strike.
The important decision made by him is the declaration of a do-or-die battle to provide an epochal occasion for putting an end to the history of the long-standing showdown with the U.S. and opening a new era. It is also a last warning of justice served to the U.S., south Korean group and other anti-reunification hostile forces. The decision reflects the strong will of the army and people of the DPRK to annihilate the enemies.
Now the heroic service personnel and all other people of the DPRK are full of surging anger at the U.S. imperialists' reckless war provocation moves, and the strong will to turn out as one in the death-defying battle with the enemies and achieve a final victory of the great war for national reunification true to the important decision made by Kim Jong Un.
The Supreme Command of the KPA in its previous statement solemnly declared at home and abroad the will of the army and people of the DPRK to take decisive military counteraction to defend the sovereignty of the country and the dignity of its supreme leadership as regards the war moves of the U.S. and south Korean puppets that have reached the most extreme phase.
Not content with letting B-52 make sorties into the sky over south Korea in succession despite the repeated warnings of the DPRK, the U.S. made B-2A stealth strategic bomber and other ultra-modern strategic strike means fly from the U.S. mainland to south Korea to stage a bombing drill targeting the DPRK. This is an unpardonable and heinous provocation and an open challenge.
By taking advantage of the U.S. reckless campaign for a nuclear war against the DPRK, the south Korean puppets vociferated about "preemptive attack" and "strong counteraction" and even "strike at the commanding forces", openly revealing the attempt to destroy monuments symbolic of the dignity of the DPRK's supreme leadership.
This clearly shows that the U.S. brigandish ambition for aggression and the puppets' attempt to invade the DPRK have gone beyond the limit and their threats have entered the reckless phase of an actual war from the phase of threat and blackmail.
The prevailing grim situation more clearly proves that the Supreme Command of the KPA was just when it made the judgment and decision to decisively settle accounts with the U.S. imperialists and south Korean puppets by dint of the arms of Songun, because time when words could work has passed.
Now they are openly claiming that the B-2A stealth strategic bombers' drill of dropping nuclear bombs was "not to irritate the north" but "the defensive one". The U.S. also says the drill is "to defend the interests of its ally". However, it is nothing but a lame pretext to cover up its aggressive nature, evade the denunciation at home and abroad and escape from the DPRK's retaliatory blows.
The era when the U.S. resorted to the policy of strength by brandishing nuclear weapons has gone.
It is the resolute answer of the DPRK and its steadfast stand to counter the nuclear blackmail of the U.S. imperialists with merciless nuclear attack and their war of aggression with just all-out war.
They should clearly know that in the era of Marshal Kim Jong Un, the greatest-ever commander, all things are different from what they used to be in the past.
The hostile forces will clearly realize the iron will, matchless grit and extraordinary mettle of the brilliant commander of Mt. Paektu that the earth cannot exist without Songun Korea.
Time has come to stage a do-or-die final battle.
The government, political parties and organizations of the DPRK solemnly declare as follows reflecting the final decision made by Kim Jong Un at the operation meeting of the KPA Supreme Command and the unanimous will of all service personnel and people of the DPRK who are waiting for a final order from him.
1.From this moment, the north-south relations will be put at the state of war and all the issues arising between the north and the south will be dealt with according to the wartime regulations.
The state of neither peace nor war has ended on the Korean Peninsula.
Now that the revolutionary armed forces of the DPRK have entered into an actual military action, the inter-Korean relations have naturally entered the state of war. Accordingly, the DPRK will immediately punish any slightest provocation hurting its dignity and sovereignty with resolute and merciless physical actions without any prior notice.
2. If the U.S. and the south Korean puppet group perpetrate a military provocation for igniting a war against the DPRK in any area including the five islands in the West Sea of Korea or in the area along the Military Demarcation Line, it will not be limited to a local war, but develop into an all-out war, a nuclear war.
It is self-evident that any military conflict on the Korean Peninsula is bound to lead to an all-out war, a nuclear war now that even U.S. nuclear strategic bombers in its military bases in the Pacific including Hawaii and Guam and in its mainland are flying into the sky above south Korea to participate in the madcap DPRK-targeted nuclear war moves.
The first strike of the revolutionary armed forces of the DPRK will blow up the U.S. bases for aggression in its mainland and in the Pacific operational theatres including Hawaii and Guam and reduce not only its military bases in south Korea but the puppets' ruling institutions including Chongwadae and puppet army's bases to ashes at once, to say nothing of the aggressors and the provokers.
3. The DPRK will never miss the golden chance to win a final victory in a great war for national reunification.
This war will not be a three day-war but it will be a blitz war through which the KPA will occupy all areas of south Korea including Jeju Island at one strike, not giving the U.S. and the puppet warmongers time to come to their senses, and a three-dimensional war to be fought in the air, land and seas and on the front line and in the rear.
This sacred war of justice will be a nation-wide, all-people resistance involving all Koreans in the north and the south and overseas in which the traitors to the nation including heinous confrontation maniacs, warmongers and human scum will be mercilessly swept away.
No force on earth can break the will of the service personnel and people of the DPRK all out in the just great war for national reunification and of all other Koreans and overpower their might.
Holding in high esteem the peerlessly great men of Mt. Paektu, the Korean people will give vent to the pent-up grudge and realize their cherished desire and thus bring a bright day of national reunification and build the best power on this land without fail.

A grim situation on the eve of a war has been created on the Korean Peninsula.
The U.S. imperialists and other hostile forces are staging mad-cap Key Resolve and Foal Eagle nuclear war exercises in the sky, land and sea with the involvement of huge U.S. aggression forces, south Korean puppet forces and ultra-modern nuclear war means amid the "sanctions" racket against the DPRK that have reached the height.
Due to the U.S. and south Korean puppet forces' reckless provocation and war moves, the situation on the Korean Peninsula has gone beyond the controllable level and the worst physical conflict has now become unavoidable.
Never has there been such a time as now when the Korean Peninsula has faced such a great danger of nuclear war.
Under the prevailing situation the army and people of the DPRK turned out in an all-out action to annihilate the enemies.
The all-out action represents a battle of justice for defending the dignity and sovereignty of the nation.
The U.S. and its followers provoked the DPRK over its successful launch of satellite Kwangmyongsong 3-2, pride and happiness of Koreans. This was an intolerable insult and hideous challenge to the dignity and sovereignty of the nation.
The provocation was a striking manifestation of the hostile policy toward the DPRK and a war act against it.
They assert that the DPRK is banned from launching satellite even though it is a right recognized by international law and that the DPRK is not entitled to have access to nukes even though they brandish nukes at their will. This is the height of brigandish action aimed to check the DPRK's advance for prosperity and force it to disarm in the
end.
Words and truth do no work on the U.S., chieftain of aggression and war.
The army and people of the DPRK are full of the spirit of annihilating the enemies and are ready to counter the war of aggression with a great and just war forreunification of the country, and the provocation of a nuclear war with a stronger nuclear retaliatory strike. It is their unequivocal answer to the warmongers. This is also a final conclusion drawn by the DPRK in the century-old confrontation with the U.S.
The DPRK has built invincible revolutionary strength, tightening their belts, under the great banner of Songun and finally emerged as a world-level space power and a nuclear weapons state. This was an expression of the national self-esteem based on the historical lesson.
The Korean nation has nobody to be afraid of in the world and no one in the world can provoke the nation.
The all-out action declared by the DPRK is a sacred and patriotic one for setting right the wrong world order by which injustice prevails over justice, and for fighting against the arch enemy.
In the final battle the DPRK will win national reunification, the cherished desire of the nation, and lose only the military demarcation line.
All the Koreans should turn out in the patriotic nationwide action and fulfill their noble mission and historic responsibilities as a member of the nation.

Today's all-out action is a showdown between all the Koreans and the U.S., one for defending the dignity and sovereignty of the nation.
There can be no separation between the north, the south and abroad and no distinction between ideology, ism, class, strata and age and sex in this sacred battle of the

Now is the time for all those with the blood and soul of the Korean nation to unite as one and take part in a patriotic action to defend the destiny of the nation.
All the Koreans should strongly reject and foil the U.S. and pro-U.S. traitors' moves for a war of aggression.
Those in south Korea and different parts of the world should raise the flame of patriotic resistance against the U.S.
The U.S. imperialist aggression forces, root cause of all misfortune and pains, should be driven out of south Korea and the cause of a war be removed as a whole.
The nation can neither be safe nor escape from a disaster of war as long as the pro-U.S. group of traitors is allowed to lord it over in south Korea.

"Amid the historically unprecedented outbreak of anti-North Korea protests by Chinese citizens following the North Korean third nuclear test, both state-run media and policy experts are releasing an uncensored flood of criticism against Beijing’s North Korean policy...", today's Hankyoreh wrote.
But - as far as I know - the most aggressive piece, regarding the Sino-NK relationship has been published already two weeks ago in Huanqiu Shibao (环球时报/環球時報, the Chinese version of Global Times). Qiao Xinsheng, Director of the Social Development Research Center at Zhongnan University of Economics and Law(中南财经政法大学/Wuhan), wrote the following editorial:
North Korea is not China’s Firewall
Of the many ideas and suggestions put forth of late surrounding the issue of bilateral relations between China and North Korea, far too many have been specious.
Some scholars believe that the historical relationship between China and North Korea must be thoroughly liquidated, and that China does not need to keep North Korea as its own strategic ally. However, there are also some scholars who believe that North Korea serves as a firewall on the Korean Peninsula; there is, in other words, still a need for its existence in preventing the disintegration of the Korean Peninsula and preserving its own absolutely important strategic balancing role [for] China in Northeast Asia.
I believe that, since North Korea is an independent country, well then, North Korea has the right to choose its own development path.
Under whatever conditions, China is not obligated to regard the DPRK as a strategic firewall, because, in fact, there is no way that North Korea can offer China sufficient strategic protection. Quite the contrary, North Korea brazenly and unscrupulously undertook provocative behaviors which have already seriously damaged China’s international image.
If it is not possible to settle the problem conclusively (literally, solve the problem at one final stroke), well then, China will be placed in a very passive position within the strategic balance in Northeast Asia.
North Korea is not China’s firewall. The friendly relations between China and South Korea have already determined that China does not fear the U.S. military presence in the Korean Peninsula. More importantly, by no means should China be worried that the unification of the Korean peninsula will bring it massive harm.
Peace and stability in Northeast Asia and on the peninsula would be absolutely beneficial to China’s long-term development. If North Korea persists in its obstinate isolation and continues to create trouble on the Korean peninsula, well then, China has no choice but to seek thorough solutions.
Some scholars believe that the state of the game between China and America in northeast Asia is very clear: In their view, China should win North Korea over to its side with the purpose of continuously opposing and complicating America’s strategic alliances in northeast and southeast Asia. But there are also scholars who believe that 1) America’s global presence is an indisputable fact, that 2) America’s deployments in northeast Asia are an important component of its global array, and that 3) America won’t change its military deployments in northeast Asia simply because North Korea is standing on China’s side.
I believe that the continuous worsening of the North Korean issue has provided America with an excuse for strengthening its military presence in northeast Asia. If the North Korean nuclear issue can’t be thoroughly solved and if normalization on the Korean peninsula cannot be achieved, America’s military presence in northeast Asia will continue. China and America maintain a strategic partnership, and although there are huge differences between the two, China isn’t seeking military or economic benefits [interests]. Therefore, no direct confrontation should occur, on the Korean peninsula, between China and America.
As the swords have been drawn and the crossbows are bent between America and North Korea, and as America is trying to use all kinds of tools to topple North Korean regime, there is no need for China to harness itself to the Korean chariot.
China is making full use of diplomatic channels to state its position, but at the same time, it should maintain a genuinely neutral position on the Korean issue, or, in other words: China isn’t North Korea’s protective umbrella, and has no desire to play a military role in the resolution of the Korean peninsula’s issues.
China doesn’t participate in warfare limited to the Korean peninsula. This in itself is an important political, military and diplomatic attitude. China hopes that all parties on the Korean peninsula thoroughly understand that reliance on growing provocations, the final results will be self-inflicted.
China appears to be unable to solve the Korean denuclearization issue. North Korea’s willful actions actually put it into an impossible position. North Korea seeks equal diplomatic talks with America, while America just doesn’t want to do business with North Korea’s current regime. If America advances a resolution for sanctions against North Korea in the UN Security Council, including a clause about use of force, China’s best choice should be to “abstain.” In other words: in a military contention between North Korea and America, China won’t be able to help North Korea, and of course, it can’t help America. Both of these countries can’t be sufficiently trusted.
In its game with America, North Korea has already lost all its chips, and the US is using North Korea to play into its hands. This [low-level] regional war between North Korea and America [could expand to] create a humanitarian disaster in northeast Asia. As the Korean peninsula’s neighbor, China should work with the international community to do its utmost to solve the problem. Of course, to truly solve the political, economic and unification issues on the Korean peninsula, I’m afraid South Korea will have to do more.
I have pointed out before that since North Korea has chosen its own path of development, it should pay the price for it by itself. South Korea’s president-elect is facing a complicated situation, and she must act decisively in making her choices. If she opposes American airstrikes [on North Korea], this may leave leeway for peaceful talks on the Korean peninsula. But if she supports American airstrikes, the Korean peninsula will sink into a very grave disaster. South Korea’s attitude is very important, but the final power of decision lies with America.
One can put it this way: North Korea has “broken the glass”, and the initiative in how to take the next steps in dealing with it is in American hands. If the UN Security Council passes a resolution about military sanctions against North Korea, the DPRK can only sit and wait for the calamities to come.
