Sorry these notes are posted late. Our meeting wasn't very successful, so nobody has felt inclined to post notes. I'm simply responding to a few requests.

We tried to meet at the Candle Light Media Center, but it was locked and nobody was there. So we went to a nearby chinese restaurant and ate during the meeting.
Originally, we hoped to talk about resdesigning the website, but nobody among us has any knowledge of HTML or PHP. Most of our time was spent explaining the history of Korea Indymedia to newcomer attendees.
We also talked about outreach. Nobody had any plans or proposals except G-raf, who offered to create some videos about Korea Indymedia to post on YouTube in hope of finding more comrades to work with.

【서울=뉴시스】김미영 기자 = 용산참사 변호인들이 담당 재판부로부터 열람·복사 방식으로 입수한 검찰의 용산참사 수사기록 미공개 분에는 경찰 수뇌부가 용산참사 진압작전이 과도했다는 점을 일부 시인한 내용이 포함된 것으로 확인됐다.
농성자들의 변론을 맡은 김형태 변호사 등 변호인단은 15일 항소심 재판부의 공개 결정에 따라 사흘에 걸쳐 열람·복사한 수사기록을 검토한 결과를 기자들에게 문답 형태로 공개했다.
법무법인 덕수에서 진행된 브리핑에서 김 변호사는 "밤새 기록을 검토해본 결과, 검찰이 그간 공개 거부 사유로 내세웠던 사생활 침해, 국가안보와는 무관한 것으로 드러났다"고 말했다.
특히 "그때 (특공대를) 투입해서 작전을 하는 것이 말하자면 무리한 진압이었다. 그리고 자기들이 그런 상황을 알았더라면 중지시켰을 것이다라는 수뇌부의 진술도 나온다"고 밝혔다.
또한 "진압대원 몇몇이 '화염병을 던지는 걸 봤는데 그 화염병으로 망루가 탄 건 아니다'라고 진술하는 등 경찰의 진술이 엇갈리고 있다"며 검찰의 발표와는 다르다는 점을 강조했다.
◇"경찰, '설득 작업 없이 무리한 진압' 인정"
미공개 기록에 따르면 김 전 청장도 "농성자들을 설득하는 절차가 없으면 나중에 문제가 된다"며 "형식적으로라도 이야기를 해야 하지 않겠냐"고 말했다는 진술이 나온다.
그러나 김 전 청장은 실제 협상에는 나서지 않았다. 용산참사 발생 하루 전, 전국철거민연합회 중앙위원회는 6자 대화를 제안했다. 경찰이 철수한다면 화염병을 투척하지 않고 대화에 임하겠다고 했다.
이같은 제안은 구청 측의 거절로 받아들여지지 않았고, 경찰은 무조건 오후 10시까지 철수하라고 요구했다.
변호인단은 "이에 대해 검찰도 '대화나 설득의 과정이 전혀 없었다는 것이 아니냐'고 추궁하고 실제로도 없었다는 결론을 내렸다"고 말했다.
또한 "앞서 1심에서도 당시 용산 정보과 형사도 '이런 참사가 날 정도인데 협상자리 없이 했다는 것이 경찰로도 너무 회한이 된다'고 말했다"고 덧붙였다.
◇"정보·장비부족으로 인한 무리한 작전 변경"
기록에 따르면 경비과장은 검찰에서 "망루구조에 대한 정보를 수집하지 못하는 등 정보 부족과 장비 부족으로 인해 현장에서 작전을 변경했다"고 진술했다.
또 "변경된 작전이 잘못됐다"며 "시간도 부족했고 보고도 못받았기 때문에 이같은 변수로 작전을 중단하지도 못했다"고 말했다.
진압장비 중 바스킷차가 전혀 지원되지 않았고 화학차도 6대 중 2대만 지원돼 작전을 전면 변경할 수 밖에 없었고, 변경된 작전마저도 잘못됐다는 것이다.
아울러 김 전 청장은 참사 발생 전날인 19일 저녁 기동본부장에게 특공대에게 "소방관 옷을 빌려 입을 수 없나"고 제안했다. 특공대에게는 이미 방염복이 지급됐으나 망루 안에 시너가 많다는 보고가 들어오자 이에 대비해 제안한 것. 그러나 실제로 이들에게 소방관 옷은 지급되지 않았다.
변호인단은 이에 대해 "농성자들은 소방관 옷은 커녕 방염복도 없는 사람들"이라며 "이는 얼마나 무리한 진압작전이 개시된 것인지 보여주는 것"이라고 지적했다.
이와 관련 경찰을 조사하던 검찰도 "경찰이 초반에 시너를 20통으로 파악했으나 실제 현장에 60통이 있었다면 작전 방식을 변경해야 하지 않았냐"고 추궁한 것으로 확인됐다.
◇"경찰, 용역과 연합 작전"
이번 기록 공개에서는 당초 1심과는 다른 정황도 나왔다.
용역업체직원들이 농성자들의 농성을 막기 위해 소방호수로 물을 뿌렸을 때 경찰들이 용역을 농성자들로부터 막아줬다는 것이다.
이는 1심 재판에 증인으로 나오지 않은 용역업체 직원의 진술로, 변호인단은 이 직원을 향후 항소심 재판에 증인으로 세울 예정이다.

Giraffe: I sent a Drupal book to the listserv and everyone should study it and learn how to make our own Korea Indymedia website theme to make the website look better. We can also search the internet for tutorials about how to make our own themes.
Andrew and Jeff: Let’s post on some forums, social networking sites and try to find new members that already have tech skills and can help out with the website. Maybe we can make poster too?

Giraffe: I’m hoping we can get together in groups to cover actions. We can go to demonstrations and other actions and interview people, take photos, take notes and then write good news stories about things happening. News content usually is better when groups of people produce it collectively.

Andrew: contacting english teachers and teacher’s clubs and letting them know about indymedia can be helpful.
Jeff: We need to do re-outreach to our original core members that created korea indymedia together but are no longer involved. We should try to get more general people to use indymedia but it’s not really happening naturally. We might need to do some PR work. For some reason, our comrades in the rhea candle light media center and other struggle spots, organizations, etc. aren’t using korea indymedia. For some reason, many people don’t seem to think that korea indymedia is something we need. We could try to make korea indymedia more relevant to activists who are already doing media work in places like the candle light media center, let people know how to use it and find out why they’re not already using it much.
Giraffe: Tabling might be helpful, but time-consuming and maybe inefficient. Workshops could also be helpful – organizing workshops on Indymedia, introducing Korea Indymedia, sharing skills and information about media content production. Contacting JinboNet activists and making a better relationship with them could also help a lot.
Andrew: Perhaps putting our content on other websites with links to the korea indymedia website could be helpful in getting more attention.
