Victory meet at Khulla Manch: SPA leaders express full commitment to constituent assembly elections

Hundreds of thousands thronged the Khulla Manch at Tundikhel, Kathmandu, on Thursday to celebrate the seven-party alliance (SPA) called “victory mass meet” of the pro-democracy movement for “total democracy” in the country.

Top leaders of the alliance, thousands of SPA activists holding the flags of their parties, government employees and the general public took out rallies from various parts of the Kathmandu Valley to converge at the historic Khulla Manch.

The top brass leaders of the SPA addressed the mass meeting expressing their full commitment to constituent assembly elections. However, Nepali Congress (NC) President Girija Prasad Koirala was absent because of ill-health.

Back in 1990, the political parties had organized a huge gathering at the same venue after the restoration of democracy. The restoration of multi-party democracy and end of the party-less Panchayat system, were the principle demands of the 1990 popular mass movement.

The people had fought for 30 long years before the Panchayat system- introduced by King Mahendra, father of King Gyanendra, by bulldozing a 17-month-old elected parliament in 1960- crumbled in the face of the popular mass movement of 1990, known as Janaandolan-I.

However, today’s demands were different. While the SPA leaders stressed the need for drafting a new constitution, terming the 1990 Constitution “incomplete” in providing people’s rights, today’s victory meet clearly echoed the demand of unconditional constituent assembly elections.

“The chief demand of the present mass movement is an announcement of constituent assembly elections,” said UML General Secretary Madhav Kumar Nepal, addressing the mass gathering.

“I want to caution those who attempt to step back from constituent assembly elections,” he added.

Nepal also claimed that the SPA was ready to come back to the streets if the House of Representatives failed to address the demand of constituent assembly elections.

“This movement is aimed at bringing the regime that has stomped on the backs of the Nepali people for the last 237 years, to an end,” Nepal said, adding, “The King is left with no other option but to accept the people’s decision.”

The huge mass cheered the SPA leaders with big applause every time they talked about constituent assembly elections.

Cautioning that the king could no more be trusted, president of the Nepali Congress-Democratic (NC-D), Sher Bahadur Deuba said there was no alternative to constituent assembly.

Repeating the phrase “constituent assembly” several times, Deuba said, “We will hold an election to the constituent assembly at any cost.”

“No one has understood this king better than me,” Deuba, who was sacked by the king twice (first on October 4, 2002 and then on February 1, 2005), warned, “He (king) can again lure us.”

Areas around the vicinity of the Khulla Manch- Ghantaghar, New Road Gate, Ratna Park, Purano Bus Park etc- were completely packed with people.

Banners put up by the participants reminded the politicians not to compromise on democracy and an unconditional election to the constituent assembly.

Chairman of Jana Morcha Nepal, Amik Serchan said that it did not matter to the people whether the King accepted the outcome of the unconditional election to the constituent assembly.

Bharat Bimal Yadav of Nepal Sadbhawana Party (Anandidevi) said, “This certainly is the people’s victory but not the end of the people’s movement.” He added that the modalities of the movement had changed.

Narayan Man Bijukchhe, chairman of the Majdoor Kisan Party, cautioned the people to remain alert against the activities of the “regressive elements.”

Chairman of Bam Morcha Nepal, Prabhu Narayan Chaudhari was of the view that an inclusive democracy should be established in the country. He added that the state should be restructured.

Representatives of various professional organizations said that the political parties should move ahead without deviating from the people’s aspirations.

“If any party or parliamentarian stands against the constituent assembly elections, people will decide on what action will be taken against them,” said Sambhu Thapa, president of Nepal Bar Association.

Participants angry over Koirala’s absence

The participants of the mass meet reacted angrily to NC President Koirala’s absence at the programme.

The angry mass asked NC Vice-president Sushil Koirala, who was about to address the meet, to leave the stage and call G.P. Koirala. The crowd also pelted stones at the stage protesting his absence.

The infuriated mass was calmed only after UML Genera Secretary Madhav Kumar Nepal unveiled that Koirala was ill and was attended by two doctors at his residence. “84-year-old leader Koirala has already been administered two saline water bottles and is taking rest at his residence,” said Nepal.

Nepal also re-assured the people regarding Koirala’s commitment for unconditional constituent assembly elections.

Koirala has already been appointed to the post of Prime Minister by the king.. BUT NOT BY THE PEOPLE!!!  And only the people have the right..., no Chr.!

POWER TO THE PEOPLE!

PEOPLE'S POWER WINS !
The democratic movement celebrated the first real victory
4.25 protests changed to street parties..

..but many don't believe that Gyanendra's(G) offers are leading to a real demorcratic society. Also the CPN-M, who is in a coalition with the SPA is saying that G's offer isn't enough and rejected the deal(CNN, 4.25).

Maoists demand unconditional constituent assembly elections ..eKantipur..

Maoists reject Nepal king's offer ..Al Jazeera..

But first of all yesterday ten of thousands people filled the streets of Kathmandu and turned the protest to celebration... after 19 days of General Strike, many days under curfew and at least 15 people killed by the "security" forces. But even during the celebrations the riot cops clashed with the people.

Actually the last developments in Nepal are a real victory for the people's movement... mainly for it, because only the activities of a majority of the "ordinary" people made this victory possible. Without the people's activity the SPA had no chances.

And this is the main positive result of the recent struggle: the people were/are able to get the experience that only they had/have the power to change something.

But now the people's movement will be confronted with the next serious struggle: the struggle for a(real) democratic republic. And even in the near future they will be able to achieve this aim... the class struggle will continue without any reduction until they achieve a society of political, social... equality!

Top SPA leaders to spearhead Tuesday's demonstration in capital

The agitating seven-party alliance (SPA) on Sunday decided to stage a "huge" political showdown, which will be led by the top brass leaders of the alliance, in the capital on Tuesday.

The SPA also claimed that over two million people will participate in the Ring Road-centred demonstration.

This is the first demonstration to be held under the leadership of the top SPA leaders since the alliance-called nationwide general strike began on April 6.

A meeting of the SPA's People's Movement Central Coordination Committee held in the capital today decided that Nepali Congress President Girija Prasad Koirala will spearhead the demonstration from Maharajgunj, CPN-UML General Secretary Madhav Kumar Nepal will lead from Kalanki and NC-D President Sher Bahadur Deuba  from Gongabu.

Likewise, President of Jana Morcha Nepal, Amik Serchan will lead the demonstration from Satdobato, Nepal Majdoor Kisan Party's president Narayan Man Bijukchhe from Koteshwor, Bharat Bimal Yadav, vice-chairman of Nepal Sadbhawana Party (Anandidevi), from Sita Paila and Bishnu Bahadur Manandhar, president of Samyukta Bam Morcha will lead from Chabahil.

In spite of the government-clamped curfew, the SPA had successfully staged its Ring Road picketing programme.

The SPA also appealed to all to participate in Tuesday's demonstrations.

Meanwhile, at least three protesters were injured when security men opened fire on a demonstration against the royal proclamation at Koteshwor, Kathmandu Sunday afternoon.

The injured were taken to hospital for treatment.

The situation at Koteshwor turned tense after the firing on what was largely a peaceful demonstration.

Peaceful demonstrations were also held at Samakhusi. Hundreds of pro-democracy demonstrators assembled at the Samakhusi chowk defying the curfew orders. A huge rally from Gongabu joined the demonstration there.

Large numbers of Royal Nepalese Army soldiers, Armed Police Force and Nepal Police personnel were deployed at Samakhusi but they did not intervene.

Demonstrations were also held in Patan's Mangalbazaar, Lubhu, Harisiddhi, Imadol, Godawari, Lamatar and Dhapakhel.

Bhaktapur's Kaushaltar, Kamalbinayak, Sallaghari, Suryabinayak, Dudhpokhari also witnessed peaceful demonstrations today.

There was heavy presence of security men on the major streets of Kathmandu.

In Dharan, thousands of activists affiliated to different women’s organisations took out a huge rally holding kitchen utensils and brooms, calling on the seven parties to continue with the general strike.

Official work at all government offices and state-owned enterprises in Dharan Municipality came to a halt as the employees continued their agitation, expressing solidarity with the ongoing general strike. They protested chanting slogans against the royal proclamation calling it “irrelevant and useless”.

Our Chitwan correspondent reported that a rally of thousands led by women was taken out in Narayangadh. The rally which began from the Shahid Chowk of Narayangadh marched through Chaubiskothi, District Police Office road, Bypass Road and Pulchowk. Thousands of villagers from the surrounding areas participated in the rally.

Similarly, students took out a rally ridiculing the royal proclamation in Dhankuta district headquarters. Blindfolding their eyes and plugging their ears with cotton swabs, they took out a “laughing rally” passing through different areas of the bazaar.

"WE WON A BATTLE, BUT NOT THE WAR"

..a demonstrator said before yesterday after Gyanendra's announcement to give the power back to the political parties(Berliner Zeitung, 4.22).

Yesterday, 4.22, about 200,000 protesters took the streets of Kathmandu... and demanded real democracy, just a republic instead of the kingdom.
RNA(Royal Nepalese Army) and police, heavy armed and especially in the near of the royal palace many tanks were deployed on the streets.

According to CNN for foreign journalists yesterday it was very difficult to make their jobs, because everywhere police and other so called security staff prevented them even from getting out of their hotels...

Hmm.. yesterday night I had the meeting with some of the German, maoist, supporters of the struggle in Nepal. But unfortunately they have no other informations as I post here every day.. They just are very busy to prepare the REVOLUTIONARY MAYDAY in Berlin.. perhaps as the the pre.play of the revolution in Germany, Europe, THE WORLD... who knows..

OK, here the latest news from the Nepalese and intl. bourgeois media...

SPA rejects Kings offer, vow to continue agitation

Stating that the Friday’s royal address didn’t address the goal and agenda of the pro-democracy movement, the seven-party alliance (SPA) on Saturday flatly rejected King Gyanendra’s offer for premiership.

The meeting of the SPA held at the residence of Nepali Congress President Girija Prasad Koirala this afternoon also vowed to intensify the peaceful mass movement.

The parties said that reinstatement of House of Representatives, formation of an all-party government, talks with the Maoist rebels and election to a constituent election with the Maoists’ consent are the ways to resolve the current crisis facing the country.

“The King’s proclamation did not address the parties’ roadmap and the aspirations of the people ...it does not make any sense to join the government,” the SPA said in a statement issued after the meeting.

Meanwhile, a delegation of the envoys of the European Union met the senior leaders of the alliance during the meeting of the SPA.

The EU has already welcomed the royal address and expressed hope that it would open the path to a peaceful process in Nepal.

Earlier this morning, the separate meetings of the NC and CPN-UML had rejected the King’s offer and had decided to continue the pro-democracy movement.

The NC said that the king’s proclamation had totally ignored the seven parties’ roadmap to opt for constituent election through reinstatement of the dissolved House of Representatives, for the establishment of Loktantra, as aspired by the people.

Appealing to the international community, who have welcomed the King’s address, to support the people’s movement, the NC urged the security personnel not to use force to crackdown on peaceful demonstrations.

Rejecting the king's offer, the meeting of the CPN-UML said the royal address has rejected the demands of the seven-party alliance and the understanding reached with the Maoist rebels and has completely ignored the aspirations of the people.

Issuing a statement following the meeting, Madhav Kumar Nepal, general secretary of the party said, "We disapprove the royal proclamation and appeal to all to intensify the peaceful movement aimed at defeating autocratic monarchy and restoring complete democracy.”

Nepal also said the movement will continue until complete sovereignty of people is restored and the foundation for constituent assembly election is ensured.

Tens of thousands of protesters defy curfew in Capital, dozens hurt

Tens of thousands of people have come to the street in Kathmandu from various areas defying the curfew imposed by the government Saturday afternoon.

Thousands of people from Gongabu shouting king's offer as a sham, marched towards the inner city areas, eyewitnesses said.

Demonstrators from Kalanki merged into the rally and went through Samakhushi, Thamel, Thahiti, Ason and Bhotahity.

Police rained baton charge and tear gas to disperse the protesters that left at least 3 dozens injured. Scores of others were hurt in a stampede while escaping from the police.

Meanwhile, the Royal Palace was heavily guarded by armed soldiers and police to keep the protesters at bay.

Earlier, the protesters burnt tyres, fell woodlogs on the road bringing the traffic to a complete standstill.

The protesters shouted "King's address is a sham," "Leaders don't compromise with the king," and "We want complete democracy."

Reports said that the protesters are also marching from Chabahil.

THE 16th DAY OF GENERAL STRIKE..
..ONCE AGAIN PEOPLE'S POWER TOOK THE STREETS..
..AND WON THE FIRST BATTLE!!

After Thursday's main clashes between more than 120,000 protesters and the repression forces, the regime yesterday declared again a curfew, but once again, according to BBC World, hundred thousand protesters took the streets of Kathmandu and other cities of Nepal. In Kathmandu police stations and tax offices were stormed and burned down.

4.20, RNA and the police killed at least 4 people and injured critically hundreds more

But even the repression forces were threatening with mass murder..

..the demonstrators resisted....

In the afternoon Gyanendra was forced to give a announcement: the country will return to democracy and elections will be held as soon as possible.

BUT(perhaps) TO LITTLE, TO LATE!!

According to a interview in BBC World with a political analyst, specialiced on Nepal: "The monarchy is finished. The king have to give up all the power and go to exile to India."

And still in the early night hours thousands of demonstrators were on the streets of Kathmandu demanding the definitive end of the monarchy.

Btw... perhaps you remember, just some days ago I quoted a demonstator. He said in a general manner "two weeks of general strike and struggle - and the king will give up"...

Here comes the latest news from the Nepalese and intl. bourgeois news agencies..

eKantipur..

Day 16 of general strike: Demonstrators continue to defy curfew in capital, nationwide demos

Defying the government-clamped daylong curfew, thousands of protesters have gathered on the Ring Road and massive pro-democracy demonstrations continue in all the three districts of the Kathmandu Valley and outside on Friday, the 16th consecutive day of the nationwide general strike called by seven-party alliance (SPA).

Locals from the Newar community in Bangemuda, Ason, Thaiti, Kilagal, Mahabouddha, Tyod, and Maddhyabaneshwor demonstrated by playing drums and kitchen utensils this afternoon.

A peaceful rally was taken out in Kalanki, where at least three protesters were killed in police firing yesterday. Security personnel were seen observing much restraint there today.

At least a protester was injured in police firing at Purano Baneshwor today. Mohan Raj Khan was injured when the police opened fire at the peaceful demonstration.

Defying the curfew orders thousands of demonstrators entered the Ring Road area chanting slogans in favour of republicanism. “Over ten thousand demonstrators have assembled at Kalanki Chowk chanting slogans and singing and dancing to pro-democracy songs,” INSEC representative Rupesh Nepal told ekantipur over the phone, “So fare there has been no intervention from the security men though there is huge security presence including Royal Nepalese Army soldiers with anti-mine vehicles.”

The demonstrators also demanded that the bodies of the deceased during yesterday’s demonstrations be made public and handed over to them. Some three dozen policemen had forcibly taken the bodies three protesters killed in Kalanki by breaking the locks of the Kathmandu Model Hospital, yesterday.

Thousands of demonstrators of pro-democracy rally took out a rally at Gongabu defying the curfew orders. Demonstrators at Nepaltar also burnt an effigy of the “regression.”

Likewise, in defiance of the government ban and curfew orders, thousands of political activists took to the streets at Kotewshwor.

At least four protesters were injured when police baton-charged a pro-democracy demonstration at Gyaneshwor. Protesting against the police action, locals and the demonstrators took out an anti-government rally. They also burnt an effigy of “regression.”

In Patan, local residents of Tangal staged anti-government demonstrations. A separate rally in Lalitpur passed through the major parts of the city.

In Kirtipur, expressing solidarity with the ongoing agitation, separate rallies were taken out by the physically challenged people and women.

The Loktantrik Sarokar Sanjal, Bhaktapur, organised a protest rally from Bhaktapur Durbar Square to Kamalbinayak.

Nationwide demonstrations

The pro-democracy movement has intensified in other parts of the country with thousands of people hitting the streets demanding the restoration of Loktantra.

In Morang, people from the Santhal, Rajbansi, Mandal and other ethnic communities staged demonstrations.

In Ilam, a protest rally was organized by various professional organizations with significant participation from government employees.

Elderly people took out an anti-government rally organized by various religious organizations in Sunsari and Morang.

In Itahari, academics, businessmen and transport workers took to the streets demanding establishment of complete democracy in the country. They also urged the SPA leadership not to stop the movement on petty compromise.

In Dhading, demonstrations were held Adamghat and Dhadingbesi in protest of the arrest of 18 academics by the government yesterday.

UML leaders Gautam, Khanal arrested from TIA

Police have arrested CPN-UML leaders Bam Dev Gautam and Jhala Nath Khanal at the Tribhuvan International Airport (TIA), Friday afternoon.

They were arrested as soon as they landed at the TIA on a flight from New Delhi.

"Police at the TIA arrested the leaders at around 3 in the afternoon today, as soon as they arrived," an official at the UML Headquarters at Balkhu told ekantipur.

"They (police) have kept comrade Gautam at the TIA while comrade Khanal has been brought to the Paharagan at Tripureshwor," he added.

Both Gautam and Khanal had been staying in the Indian capital New Delhi for the last two and a half months.

The two leaders had reportedly gone to Delhi to facilitate the finalisation and signing of the Second Memorandum of Understanding reached between the seven-party alliance (SPA) and the Maoist rebels that was made public by the rebels and the SPA on March 19 through separate statements.

Royal Proclamation incomplete, ambiguous; conspiracy to diffuse movement: SPA, civil society leaders

Seven-party alliance (SPA) and civil society leaders have termed Friday's Royal Proclamation as being “incomplete and ambiguous” and "a conspiracy to diffuse the ongoing people's movement.” The general strike and mass demonstrations will continue effectively, they say.

Nepali Congress-Democratic (NC) President and former prime minister, Sher Bahadur Deuba has said that there was no room to be optimistic about the King’s Proclamation. He also said the royal proclamation had “many ambiguities.”

He added that the SPA would discuss the proclamation and he would remain firm on the decision taken by the SPA. “To me, the nation and democracy are important,” Deuba said, “I will not go beyond the (SPA’s) roadmap.”

Saying that there was nothing new about the king returning the executive power to the people, Deuba, who was sacked twice by the king in the past, said, “I was given the right to use the right under Article 35 after my reinstatement (to the post of Prime minister), there is nothing new in the royal proclamation.”

He also expressed doubts over the king honestly implementing “what has been said in the royal proclamation.”

“The Constitution does not give the king the right to sack the Prime Minister, but he (king) did, Deuba said, “The king has not been honest when it comes to using the articles of the Constitution; he has misused them time and again.”

Nepali Congress (NC) General Secretary Ram Chandra Paudel, who was released from nearly three-month-long government detention yesterday, said the royal proclamation has completely failed to address "the wish for an absolute change the parties and the people have expressed through the ongoing movement."

"An official reaction of the SPA is yet to come, but I personally think that the royal proclamation has addressed neither the people's aspirations nor the SPA's common roadmap," he said talking to ekantipur, some two hours after the King's televised addressed was aired through state-owned Nepal Television, Friday evening.

"In fact, I see it as a conspiracy to diffuse the movement," he said, adding, "The king has tried to confuse the movement, but the peaceful movement will now become more intense."

Paudel also informed that the NC's Central Working Committee will hold a meeting on Saturday to discuss the developments in the aftermath of the royal proclamation.

"The King's address has not positively and clearly addressed the roadmap and objective of the SPA's peaceful movement," said NC spokesperson Krishna Sitaula, "The nationwide movement will continue."

“It (royal proclamation) is incomplete. The people want Constituent Assembly,” said NC-D spokes person Dr. Minendra Rijal. He also said it was not for the king to tell how the country’s politics should move ahead once he said he returned the executive power to the people.

“Once the king the says he has returned the executive power to the people, it’s for the people and their representatives- the political parties- to decided the course of the country’s politics, Rijal said, adding, “But the king has asked to recommend the name of Prime minister.”

“The peaceful, non-violent, and disciplined people’s movement will continue,” he added.

Similarly, the civil society leaders who are being detained at the Armed Police Force battalion at Duwakot said the royal proclamation was “deceptive.” They even sloganeered against the royal proclamation inside the APF battalion.

15 civil society leaders and rights activists including former speaker of parliament Daman Nath Dhungana, former Supreme Court justice Laxman Aryal, human rights defenders Padma Ratna Tuladhar, Dr Madhu Ghimire and journalist Kanak Mani Dixit are detained there.

4.20 - THE DAY OF MASS REVOLT..
..And the beginning of the third week of General Strike

Already yesterday the regime in Kathmandu imposed a curfew for 18 hours,
but later they extanded it until today 3 am to prevent mass rallies and demos,
planned for yesterday against the monarchy.

Yesterday, according to CNN, the entire center of Kathmandu was a "ghost town".
All the streets were complete emty except large units of the "Royal Nepalese Army"
(RNA) and the riot police.

But on the outskirts of the city, especially on the ring road around the capital
at least, according to the "security" forces, "115,000 protesters defied the curfew",
CNN TV reported.

According to BBC World's correspondent, all the demonstrations and rallies of the
pro-democracy movement were complete peaceful... But the repression forces of the regime killed at least 3 protesters and injured many others critically.

If you were able to see the pictures, documentaries on BBC or CNN you could see that the
protesters, even they were threaten with mass murder by the regime, were not afraid to
take the streets. One female demonstrator said: "Here you can see the real democracy, the people's demorcracy, just on grass root basis.. And this is the future of Nepal!"

Please remember that the CPN-M, the People's Liberation Army, the People's Militias and
Commitees are ruling around 80% of the country, of course also armed.. But until now
they don't, even they have the power, use their(armed) power to take over the capital.
Till now the entire movement, even they are confronted with huge and deadly repression forces of the regime, is acting complete peacefully! But how long more...

Today in the night I will have a meeting and interview with a group which is strongly supporting the CPN-M... So perhaps on Sat./Sun. more about it.

Here the latest news..

18-hour curfew in Kathmandu, Lalitpur

The royal government has imposed an 18-hour-long curfew within the Ring Road areas of Kathmandu and Lalitpur districts with effect from early Thursday morning.

The move to clamp down the curfew comes at a time when the agitating seven-party alliance (SPA) is set to stage a “huge” capital-centred political showdown tomorrow.

The 2am-8pm curfew tomorrow is set to disrupt the SPA’s planned Ring Road picketing programme. However, Kathmandu and other parts of the country have witnessed huge pro-democracy demonstrations by the SPA defying curfew orders in the recent past.

Demonstrations continue

With significant number of public participation, pro-democracy rallies and demonstrations continued across the country on the 14th consecutive day on Wednesday.

The SPA-called nationwide indefinite general strike, which has crippled the normal life for the last two weeks, however, didn’t disrupt the national polio campaign today.

Demonstrations were held in Patan today. Protesters from various parts of Patan converged at Mangalbazaar and marched through different parts of the city chanting pro-democracy slogans. The procession with significant number of participants also called on the locals to join the SPA’s protest demonstrations and participate in the Ring Road picketing programme slated for Thursday.

Demanding the restoration of complete democracy, protesters staged demonstrations at Jorpati, Naikap, Budhanilakantha, Balaju, Gongabu, Naya Baneshwor and Banasthali, among other places. Today’s demonstrations, however, remained peaceful compared to the previous days.

A torch rally was taken out from Budhanilkantha and concluded at Galfutar. Likewise, a rally taken out from Banasthali converged into a corner meet at Gongabu, New Bus Park.

Civil servants demonstrated for another day today demanding complete democracy.

Employees of the Home Ministry and Nepal Rastra Bank staged demonstrations today as well and said they will continue with their protest programmes until the civil servants who are under government detention were released.

Employees of the Office of the Auditor General also demonstrated against the government since early this morning.

Employees of the Kathmandu District Court, Nepal Oil Corporation, Transport Department, Nepal Agricultural Research Council, Department of Industry, state-run banks, Nepal Stock Exchange, Butwal Power Company, and other government offices, staged anti-government and pro-democracy demonstrations today.

Similar demonstrations were staged by the employees of Nepal Telecom, and all the employees of Higher School Education Board and Education Department. They halted their work Employees of Kathmandu Metropolis Office also staged an hour-long demonstration today.

Likewise, Drinking Water and Storage Management Department, Veterinary Department, Parliament Secretariat, Irrigation Department and Nepal Television and Radio Nepal employees staged pro-democracy demonstrations in front of their offices.

In Dharan, all teachers and students of the BP Koirala Institute of Health Sciences brought official work to a halt this morning. They also staged a corner meet in the premises of the Institute.

In Dang, SPA supporters took out a pro-democracy rally which passed through major parts of Ghorahi, the district headquarters. Likewise, police in Dailekh arrested two teachers and three students from a peaceful demonstration staged in the district headquarters.
