Jerusalem: the strangulation of the Arab Palestinian city

Jerusalem is the heart of the Palestinian state and is the focal point for the three monotheistic religions. Since 57 years Jerusalem has been suffering from the Israeli occupation which aimed at Israelizing the city; erasing its Arabic culture and history and evacuating the city from its Arab inhabitants. The paper at hand touches briefly on the historic conditions that played role in the formation of the current Jerusalem landscape, then will discuss the unilateral Israeli actions that preceded in the eastern part of the city after the 1967 war and the current Israeli plans in the city.On November 1947, the United Nations General assembly Resolution No. 181, endorsed the partition of Mandate Palestine into two states, an Arab (Palestinian) state and a Jewish one, see map 1.
The Jews who owned only 6% of the land were allocated 55.5% of the land, while the Arabs who owned 94 % of the land were allocated only 44.5% of the land. Jerusalem under this partition plan was to be a Corpus Seperatum; that is a separate body run by an international administration, see Map 2a and Map 2b.
The boundaries of this Corpus Seperatum reached till beyond Bethlehem in the south and till Shu'fat in the north and had an area of 186 km2. The Arabs at that time rejected the plan as it ignored the rights of the majority of the Arab Palestinian inhabitants. However, the 1948 war broke out and Israel took control of 78% of mandate Palestine, destroyed around 419 Palestinian villages and around 900,000 Palestinians became refugees. Jerusalem was divided into two separate entities: An Israeli West Jerusalem and an Arab East Jerusalem, see map 3.
On the 6th of June 1967, Israel launched a war that ended in the Israeli occupation of the rest of mandate Palestine, the Syrian Golan Heights and the Egyptian Sinai Peninsula. Soon after the occupation, the Israeli government expanded east Jerusalem municipal boundaries and increased the municipal area in east Jerusalem from 6.5 km2 to 71 km2 to include areas from 28 surrounding Palestinian villages. On the 11th of June 1967, the Israeli government annexed Jerusalem to the Israeli state. When the Israeli government redrew the municipal boundaries it included as much empty land as possible and excluded the highly populated Palestinian neighborhoods, see map 3. As a result the Palestinians in Jerusalem made up 25.8% of the population.1- Impediments to Palestinian development in JerusalemSince 38 years, Israel had not hesitated from implementing its colonization project in the West Bank, especially in and around Jerusalem. Additionally the Israeli government imposed restrictions on the Palestinian development in Jerusalem from all aspects: the economic development, the physical and urban development the social development and the human development. Following are the procedures the Israeli government pursued to reinforce the impediments to the physical and urban development:
- Land confiscation
- Impose restrictions on land use
- Constructing Israeli settlements and bypass roads
- Segregate Jerusalem from the rest of the occupied Palestinian territory
1.1: Land confiscationMore than 32% of the lands inside the municipal boundary in east Jerusalem were confiscated. Jewish settlements were constructed on these lands.1.2: Restrictions on land useThe Israeli government has imposed planning and zoning restrictions in East Jerusalem and enforced impediments on land use. Israel formulated policies that restricted land development and construction. These policies had the aim of imposing the Jewish supremacy in the city and undermining the Palestinian presence in it. The processes of obtaining building permits became long, tedious, expensive and disadvantages Palestinian residents of East Jerusalem. Buildings constructed without permits are usually demolished by Israeli authorities.Following are some of the policies that were adopted by the government in East Jerusalem:
Confiscating the Palestinian land; nearly one third of the lands in east Jerusalem were confiscated to construct Jewish settlements. Decreasing the area zoned as residential in the Palestinian neighborhoods in the city. Imposing restrictions on the volume of construction and the floor area ratios. The Palestinian areas lacked a town planning scheme or zoning plans, were only 38% of the remaining two thirds had an approved zoning plan. House demolition under the pretext of having no building permits or for security reasons. According to a study conducted by ARIJ, a total of 629 Palestinian houses have been demolished in Jerusalem during the last ten years. 13% of the areas were zoned as green areas where construction is prohibited. The green areas will be released to build Jewish settlements as was the case with Reches Shu'fat and Abu Ghneim (Har Homa) settlements, see photo 1.

Services and infrastructure lacked in the Palestinian neighborhoods resulting in under serviced and unhealthy living environment, the pressure on Jerusalem's land and natural resources has been devastating as well.
In the year 1945 the biggest five villages in the Jerusalem governorate were within the municipal boundary, while in the year 1995 the biggest villages were outside the municipal boundary; that is, the Israeli policies in Jerusalem have managed to reduce the urban growth within the city and forced it to the city's fringes. An example would be Al-Ram village that lies just on the outskirts of the municipal boundary whose population increased by 84 times during the fifty years.1.3: Constructing Israeli settlements and bypass roadsIsrael planned to strangulate the Holy city with Israeli settlements and highways, thus decrease the possibility of Palestinian development in the city and limit the prospects for East Jerusalem to be the capital of the future Palestinian state. Illegal Israeli settlements are being built in East Jerusalem in order to increase the Jewish Israeli population, maintain the demographic majority of Jewish Israelis within the municipal boundaries and strengthen the Israeli sovereignty over East Jerusalem, see map 4.
The Israeli government had constructed settlement blocks that grow towards each other circumventing the Palestinian neighborhoods and isolating the Palestinian city from the rest of the West Bank. The first Israeli colonization activity in Jerusalem was soon after the 1967 war where the Israeli bulldozers entered the old city and demolished a whole neighborhood to expand the Jewish neighborhood from 7 dunums to 130 dunums. Furthermore, Israel was able throughout the past 38 years to get hold of 78[i] Palestinian properties in the old city outside the Jewish quarter. Today there are 16 Israeli settlements inside the municipal boundary, these are:

The range of these colonizing activities is far greater than the unilateral Israeli declared borders of Jerusalem. Behind these activities is the Israeli intention to widen the area of Jerusalem and to envelop further lands of the West Bank into its domain. An examination of the Israeli colonizing activities in and around Jerusalem reveals the gradual application of Israel's 'Greater Jerusalem' scheme, which includes the Giv'at Ze'ev block, Ma'ale Adumim block and the Gosh Etzion block.1.4: Settlement expansionsBetween August 2002 and August 2004, Israel constructed around 32,632 new housing units in 58 settlements in the West Bank. The bulk of this Israeli construction occurred in settlements in the East Jerusalem and Bethlehem regions in the region known as the 'Greater Jerusalem,' which includes the Ma'ale Adumim block, Gosh Etzion Block, Givaat Zeev and Giv'at Binyamin blocks. Approximately 15,400 units (47%) were added to Jerusalem settlements and nearly 10,500 units (32%) were constructed in the Bethlehem settlements. The largest expansion projects occurred in the following five settlements (most of them are within 'Greater Jerusalem' region):
- Ma'ale Adumim (Jerusalem): 5,712 new housing units
- Betar Illit (Bethlehem): 4,832 new housing units
- Har Homa (Bethlehem): 3,692 new housing units
- Har Adar (Jerusalem): 2,832 new housing units
- Giv'at Binyamin or Adam (Jerusalem): 1,536 new housing units
Current Israeli plans call for continued settlement expansion in the West Bank, particularly within the "Greater Jerusalem" area. A report released by the Israeli daily Yedoit Aharonot on February 25, 2005 revealed that the Israeli government has planned at least 6, 391 new housing units as part of Israel Lands Administration (ILA) settlement plans for 2005. A list of settlements and expansion plans printed in the article, however, places the planned expansion at 7,891 units. Furthermore the ILA plan for 2005 includes also the consolidation of 120 illegal outposts in the West Bank, 'for which planning and contractual arrangements' will be made [i]. Table 3 details these proposed expansions:

The expansion of these settlements consolidates Israeli control over the area, see map 6.The largest expansion project currently planned, however, is the E1 expansion project adjacent to the sprawling Ma'ale Adumim settlement in East Jerusalem. The E1 Plan calls for the largest single settlement construction project in recent history. Bulldozers begun to clear Palestinian land north of the large Israeli settlement of Ma'ale Adumim in December 2004 but it was only on February 28 that the Israeli government announced its intention of building at least 3,500 new housing units on the site. The E1 Plan intends to appropriate approximately 12,500 dunums (125 km2) of Palestinian lands belonging to the Palestinian villages of Al-Tur, 'Anata, Al Eizaryieh, Abu Dis, Al Essawyieh and Hizma, see map 7.Ma'ale Adumim is the largest Israeli settlement in the Occupied Palestinian Territory with a population of approximately 30,000 and more than 22,000 dunums (220 km2) of expropriated Palestinian lands (of which only about 3,000 dunums (3 km2) constitute the built up area. The E1 Plan will increase this area by more than 50% and will link Ma'ale Adumim to other settlements in East Jerusalem including Pisgat Ze'ev, Pisgat Omer, Neve Yaacov and French Hill.The new expansion plays a crucial role in Israel's goal of isolating Jerusalem from the rest of the West Bank and encircling the Palestinian neighborhoods of East Jerusalem with Jewish settlements. The E1 expansion also drives a deep wedge through the center of the West Bank, cutting of the northern Districts from the south and allowing Israel to control Palestinian movement between the disconnected cantons. Paired with already existing settlements in the Jerusalem region, the E1 plan also makes a geographically contiguous and viable Palestinian State impossible.The Segregation Wall around Jerusalem (the so called Jerusalem envelope)The segregation wall around Jerusalem is planned to extend for 190 km, extending from the settlement of Har Adar, encompassing the Giva'at Ze'ev settlement block, slicing between Palestinian communities, extending eastwards and encompassing the Ma'ale Adumim settlement block, and stretching toward the south and encompassing the Gosh Etzion settlement block. 40 kilometers of the Segregation Wall were completed by mid 2005, 40 km are under construction while 110 km are planned sections, of which 40 km are for the Ma'ale Adumim settlement block envelope. The segregation wall will isolate 230km2 (4% of the total area of the west bank). The isolated area includes 30 km2 of Palestinian built-up area, 50 km2 of Israeli settlements built-up area while 65% of the isolated area in Jerusalem is an open area. The Jerusalem envelope will segregate 45% of the Jerusalem Governorate area and 13% of the Bethlehem Governorate area. There will be around 230,000 Palestinians in Jerusalem that will be cut from the rest of the West Bank and will be segregated by the Wall, see map 8.The wall aims in East Jerusalem, as in the rest of the West Bank, to appropriate as much Palestinian land as possible and sever the traditional connection between Jerusalem and the rest of the West Bank. The route of the Wall reinforces the settlement blocks and appropriates additional lands for the settlement expansions and other development projects.Policies to drive the Palestinian outside of JerusalemMeanwhile, Palestinian Jerusalemites have witnessed a set of discriminatory measures gradually adopted and codified in the legal and bureaucratic policies of the Israeli government. Israel has used these measures to limit the natural growth of Jerusalem's Palestinian population and force them to move out of the city. Some of these policies include: restriction of residency rights and discriminatory tax systems.In addition to the governmental policies, the various Jewish organizations, operating in Jerusalem, have played a critical role in increasing and strengthening the Jewish existence in the city. Over the years, these Jewish organizations have raised tens of millions of dollars from wealthy Jews to reinforce the Jewish presence in the heart of East Jerusalem, especially inside the old city and in the area known as the Holy Basin; among the projects:
The Project for the Restoration of Jerusalem which was founded in 1977 with the help of Canadian millionaire Mark Belzberg, and Prime Minister Netanyahu.
In 1989, the Ateret Kohanim Jewish Organization attained St. John's Hospice in the Christian Quarter which had belonged to the Greek Orthodox Church.
The Construction of a Jewish neighborhood in Ras al-Amud in Jerusalem administered by Yossi Kaufman, Head of Ateret Kohanim Yeshiva and the Jerusalem Municipality who approved the plan to build 132 apartments on the 15-dunam site in 1998).
ELAD foundation was established in 1986 with the aim of constructing what is called 'city of David' in the place that is home to the Silwan residents for hundreds of years. At least 10 houses in Wadi Hilweh were taken by force by Israeli settlers (were 25 families are currently living[1], additionally a Talmudic center and a visitor's center -that is responsible for conducting tours along the old cisterns and tunnels that lie beneath Silwan- were founded.Additionally, residents of East Jerusalem are also subject to increased taxation. Israeli authorities collect an 'Arnona tax' on both residential and business spaces based on building, office and apartment size. The Arnona tax in Jerusalem is regressive and does not take into consideration differences in income level, family size or other factors. The tax falls most heavily on Jerusalem's Palestinian population, including residents of the Old City. Those who are unable to pay the taxes face punitive measures such as fines, imprisonment and/or seizure of property.ConclusionMeasures leading to major demographic shifts have been staged by Israel in order to create an exclusive Jewish population in East Jerusalem. Strategies have been adopted to restrict the natural expansion of the city's Palestinian communities. The Israeli government has not stopped its unilateral practices in Jerusalem by which it creates de facto realities on the ground. These de facto realities are clearly affecting the outcome of the negotiations on the final status of Jerusalem, in Israel's favor, an action that is in total violation to United Nations' resolutions, particularly 298, 465 and 242, as well as standing Palestinian-Israeli Oslo Agreements.An examination of the current Israeli activities in and around East Jerusalem reveals a systematic plan which aims at Israelizing and strangulating the Palestinian city and separating it from the West Bank. The intensity and multi-location of these activities shows the Israeli persistence to change the physical and demographic structure of Jerusalem before proceeding with the stalled negotiations on Jerusalem.

무슬림 공동체 노린 이스라엘의 집중폭격 “야만의 보복”

베이루트 일간 <데일리스타> 발행인이자 편집자인 한나 안바르는 “이번 공격을 보면 이스라엘의 야만성이 잘 드러난다”고 말했다. 세계 전쟁사를 훑어봐도 전쟁에서 한 공동체만 집중타격을 하는 경우는 흔치 않다. 물론, 전혀 없진 않다. 1982년 레바논을 침략한 이스라엘이 팔레스타인 난민을 집중적으로 공격·학살한 사실이 있다.
열나흘째 접어든 이스라엘의 베이루트 공습은 남부 무슬림 지역만을 반복적으로 타격하고 있다. 그동안 이스라엘 정부 당국자들은 “헤즈볼라가 주민을 볼모로 잡고 있다”고 말하기도 했고, 또 어떤 때는 “주민들이 헤즈볼라를 지원하고 있다”고도 했다. 어느 쪽이 됐든, 이스라엘은 자신들의 ‘시민 공격’이 정당하다고 주장하는 것이다.
이스라엘은 남부 무슬림 주거지역을 공습하고도 어떤 군사적 목표를 달성했는지 제대로 밝힌 적이 없다. 구체적으로 군사적 타격목표가 무엇인지도 밝히지 않았다. 그저 “헤즈볼라의 토대를 궤멸시킨다”는 말만 되풀이했을 뿐이다.
시아파 무슬림들이 살아가는 베이루트 남부는 거의 같은 지점이 매일 공습을 받고 있다. 더 파괴시킬 것도 없을 정도다. 이곳은 구멍가게를 비롯한 각종 가게들이 1층에 있고, 그 위층에는 주민들이 사는 전형적인 상업·주거 지역들이다. 이번 이스라엘 공습으로 날아가 버리긴 했지만, 그 지역 안에 헤즈볼라라는 정치단체 사무실이 있었고, 헤즈볼라 방송사 <알마나르>도 있었다.
몇 해 전, 헤즈볼라를 취재하면서 남부 무슬림 지역을 들여다보았던 기억을 되살리면, 이스라엘이 밝힌 헤즈볼라 방송사와 헤즈볼라 본부 파괴라는 건 아무런 의미가 없다. 일반건물 지하에 차린 간단한 스튜디오와 편집실을 거쳐 위성으로 송출하는 시스템을 지녔던 <알마나르>는 대규모 지상파 방송사와 달리 움직이는 ‘게릴라 방송’이 가능하기 때문이다. 그래서, 지금도 <알마나르>는 온전히 방송을 하는 중이다. 헤즈볼라 본부라는 것도 의미가 없기는 마찬가지다. 도로 앞쪽 문보다는 편안한 뒤쪽 주차장 ‘뒷문’으로 드나들었던 그 건물은 그저 일반 사무실에 지나지 않는다. 늘 이스라엘의 공격목표였던 헤즈볼라가 ‘떼죽음’을 당할 수도 있는 본부 같은 걸 꾸리겠는가.
그렇게 해서, 열나흘째 이어지는 이스라엘의 베이루트 남부지역 공습은 헤즈볼라 궤멸과는 거리가 먼 ‘시민 보복’임이 드러나고 있다. 이스라엘의 말대로 베이루트 남부지역은 헤즈볼라 거점임이 분명하다. 또 주민들이 모두 헤즈볼라를 지원하고 있는 것도 틀림없는 사실이다. 그리고 그 주민들이 현재 레바논 정치판에 헤즈볼라(신의 당) 출신 국회의원 14명과 장관 2명을 배출시킨 동력이었다. 말하자면, 남부지역 주민들이 헤즈볼라를 레바논에서 합법적인 정치조직으로 키워낸 장본인이란 뜻이다.
이스라엘 폭격으로 삶터가 날아가 버린 주민 모하마드 라슈드(52)의 말을 들어보자. “헤즈볼라는 우리 삶의 전부다. 희망이기도 하고. 헤즈볼라가 아니었다면 누가 이스라엘 침략자들을 몰아냈겠는가? 누가 우리 아이들 교육에 관심을 가졌겠는가?”
남부지역에서 누구를 붙들고 물어봐도 헤즈볼라를 ‘테러리스트’라고 부르는 이들은 없다. 실제로 헤즈볼라는 대이스라엘 투쟁뿐만 아니라, 정부가 하지 못하는 교육·의료·복지 같은 대민사업을 통해 남부지역 무슬림 공동체의 심장 노릇을 해 왔다.
레바논 언론 가운데 거의 유일하게 헤즈볼라를 비판해 왔고, 할 수 있는 <데일리스타>의 편집자 한나 안바르 같은 이들도 “헤즈볼라는 테러리스트 집단이 아니다”라며 이스라엘-미국의 논리만을 쫓는 일방적인 국제사회의 시각을 강력하게 부정했다.
베이루트 남부지역 무슬림 주민들은 ‘테러리스트’로 낙인찍힌 헤즈볼라와 한동네에 살고 있다는 사실 때문에 14일째 이어지는 고단한 보복공습의 날을 맞고 있다. 비록 오늘은 폭음 없는 조용한 하루를 보냈지만, 내일은 또 알 수가 없다. 그래서, 시민들은 콘돌리자 라이스 미국 국무장관이 매일 베이루트를 방문했으면 좋겠다고 한다. 라이스 덕분에 이스라엘이 공습을 하루 멈췄는지 알 수는 없지만, 어쨌든.

팔레스타인 현지시간 29일 오후 3시, 팔레스타인 의회 의원이며 무바다라(Mubadara)당 총재인 무스타파 바르구티를 만나기로 했다. 2006년 6월 하마스와 파타 간의 분쟁이 시작된 이후 지금까지 바르구티는 내분을 종식시키고 통합정부를 구성하기 위해서 협상안을 만들고 협상을 주선하는 등 중요한 역할을 해 왔다. 무바라당 부총재인 칼리드 사이피가 동예루살렘에 위치한 크리스마스호텔에서 라말라로 필자를 안내했다.
바르구티를 만나기에 앞서 우선 하마스와 파타의 즉각적인 휴전을 요구하는 공동 기자회견에 참가했다. 라말라에 있는 한 호텔에서 정오에 열린 회견은 무바다라당이 주도한 것으로 총재인 바르구티를 비롯해 타이시르 타미미 이슬람 최고 법정 최고 판사와 아탈라 한나 그리스 정교 최고지도자 등이 참가했다.
필자가 '대부분의 세계 미디어들은 하마스가 이스라엘과 대화를 거부하고 이스라엘을 인정하지 않는다고 주장한다'고 말하자 바르구티는 "하마스를 포함한 팔레스타인의 모든 파벌들은 이스라엘과의 협상을 원한다. 그러나 이 협상은 1990년대의 오슬로 협상이나 2003년 '로드맵' 같이 이스라엘과 팔레스타인이 일대일로 하는 협상이 아니라 국제사회가 참가하는 다자협상이 되어야 한다. 하마스를 포함하는 팔레스타인의 모든 파벌들은 1967년 전쟁 이전의 경계를 국경으로 팔레스타인 땅 전역의 22%, 즉 동예루살렘과 서안지구, 가자지구에 팔레스타인 독립국가를 건설하는 것이 목표"라고 강조했다.
이스라엘은 이미 1991년 국제사회가 참가하는 다자협상인 마드리드 협상을 거부했다. 그 대신 이스라엘은 1993년 팔레스타인 협상팀을 자치정부 전직 수반이었던 야세르 아라파트와 현직 수반인 마흐무드 압바스로 교체시키면서 양측의 일대일 협상인 오슬로협상을 시작했다.
바르구티 총재는 이스라엘이 거부한 다자협상의 팔레스타인 협상단 중 한 사람이었다. 그는 '앞으로도 이스라엘은 다자협상을 원하지 않을 것'이라는 필자의 지적에 "그렇다면 해결 방안은 도대체 무엇이냐"고 되물었다.
이에 필자가 "팔레스타인땅 22%에 국가 건설을 요구하는 '두 국가 안'보다는 차라리 이스라엘 내에서 이스라엘인들과 동등한 시민권을 요구하는 게 더 낫지 않느냐"고 답하자 그는 "사실 그게 더 나을 수도 있다. 인구수에서 팔레스타인인들은 이스라엘인들과 거의 동등하다. 그러나 지금 모든 팔레스타인 사람들은 두 국가 안에 완전히 동의하고 있기 때문에 그런 논의를 할 수 있는 단계는 아니다"고 답했다.
실제로 주변국에 거주하는 난민까지 포함하면 팔레스타인의 인구는 현재 이스라엘 인구의 거의 2배다. 따라서 시민권 부여에 대한 논의는 팔레스타인인들보다는 이스라엘인들이 거부할 가능성이 훨씬 크고 따라서 양 측 누구도 시민권에 대한 논의를 시작하지 않았다.
멈추지 않는 내분의 총성
마흐무드 자흐라 팔레스타인 외부 장관 29일 저녁 파타와 하마스가 공격을 멈추고 납치된 모든 대원들을 상호 석방하기로 합의했다고 발표했다. 파타와 하마스도 각각 이 사실을 확인했다.
그러나 동예루살렘 국제문제 연구소(PASSIA)의 소장 마흐디 압둘 하디는 30일 "하마스와 파타의 휴전협상이 진행되고 있지만, 오늘 아침 다시 서로 공격하고 있다"고 전했다. 파타와 하마스 지도부는 휴전을 위해 계속 노력하고 있지만, 파타가 하위 파벌들을 완전히 통제하지 못하기 때문이다.
차가운 겨울 비가 내리는 30일에는 무바다라, PFLP, DFLP가 공동으로 주도하는 연합 시위가 라말라 중심가에서 또 열렸다. 이날 시위에는 170명 정도의 사람들이 모였다. 팔레스타인 주민들은 각 정당 혹은 시민단체가 주도하는 거리 시위를 거의 매일 하고 있다.
그 와중에 이스라엘은 팔레스타인 지역을 때때로 공격하고, 동예루살렘과 서안 지역에서는 이스라엘 정착촌을 확장하는 사업을 중단없이 계속하고 있다. 내우외환에 직면한 팔레스타인인들의 처지를 상징하듯 비 내리는 팔레스타인의 공기는 싸늘하고 추웠다.

<기고> 이스라엘 점령 40주년 팔레스타인을 가다(2)
28일 일요일 동예루살렘의 거리는 어두웠다. 동예루살렘의 아랍인 지역 건물들은 40여 년 전 그 모습 그대로다. 이스라엘이 건축 허가를 내주지 않기 때문이다. 거리에 외국인들의 모습은 거의 보이지 않는다. 필자가 묵고 있는 크리스마스 호텔에도 투숙하는 사람이 없는 듯하다. 이 호텔은 점심과 저녁에 지역 주민들이 이용하는 음식점으로 운영되는 것 같다. 사람들의 옷차림이나 무표정한 얼굴에는 점령지 주민으로서 살아가는 고통이 고스란히 담긴 듯 했다.
아침 식사 후 이슬람교, 기독교, 유대교의 성지인 예루살렘 구 도시로 향했다. 한국 기독교인들의 성지 순례 코스로에 반드시 포함되는 곳이. 구 도시는 아랍인들이 비잔틴 제국을 격퇴한 7세기 이후 1967년까지 아랍 무슬림들이 장악하고 있었다. 그러나 1967년 전쟁으로 이스라엘이 이 지역을 점령하면서 토착 팔레스타인인들을 대거 추방하고 유대교 성지(통곡의 벽)를 위한 광장을 만들었다.
따라서 현재 이 지역은 이스라엘-팔레스타인 분쟁에서 가장 뜨거운 감자로 떠오르고 있는 지역이다. 이스라엘인들도 팔레스타인인들도 구 도시를 포함한 동예루살렘만큼은 절대로 양보하지 않겠다는 태도다.
이스라엘은 구 도시를 둘러싸는 벽의 일부(알 아크사 모스크의 서쪽 벽, 혹은 통곡의 벽)가 다윗과 솔로몬의 성전이 있었다는 사실을 증명한다고 주장한다. 따라서 이 벽은 이스라엘이 팔레스타인 땅에 건설된 가장 중요한 근거를 제공한다. 많은 이스라엘인들이 이 벽에 기대어 기도를 하고 있었고, 이 벽 앞의 광장에서는 이스라엘 군인들이 훈련을 하고 있었다.
이크라마 사브리는 이번 달에 무프티 직에서 물러났다. 1994년부터 2006년까지 그는 팔레스타인 자치정부가 임명한 팔레스타인 종교 최고지도자였고 파타가 주도했던 팔레스타인 자치정부를 위해 일했다. 그러나 2007년 1월 팔레스타인 수반인 마흐무드 압바스가 무프티와 알아크사 모스크의 이맘을 무함마드 후세인(Mohammed Hussein)으로 교체시켰다. 그가 파타와 하마스의 분쟁에서 파타를 지지하지 않는다는 게 교체의 이유였다. 사실 그는 개인적으로 2006년 1월 의회 선거에서 하마스에게 투표했다. 그러나 팔레스타인 최고 종교지도자로서 심각한 분쟁 와중에서 어느 한 파벌을 지지할 수 없다는 것이 그의 입장이다.
이크라마 사브리는 나에게 신문 자료를 보여주며 "지난주부터 이스라엘이 예루살렘 구 도시 아랍 지역, 알 아크사 모스크에서 30m도 못 미치는 지역에 유대 교회당인 시나고그를 짓기 위해 아랍인들이 거주하는 주택을 부수고 있다. 그러나 이스라엘은 구 도시에 대한 권리가 없다"고 말했다.
그는 또 "예루살렘 출신이며, 하마스 정당에 속한 의회 의원들인 무함마드 아부 티르(Muhamed Abu Tir), 칼리드 아라페(Khaled Arafe), 무함마드 투타(Muhamed Tutah), 무함마드 아톤(Muhamed Aton) 등이 2006년 6월 6일 이스라엘 감옥에 투옥됐다. 이스라엘은 이들에게 예루살렘 영주권을 포기하면 출옥시키겠다고 제안했다. 그러나 이들은 이스라엘의 제안을 거부했다. 그러나 이스라엘은 파타 출신의 의회 의원들에게는 이러한 요구를 하지 않는다"고 말했다.
이로 미루어 볼 때 이스라엘은 예루살렘의 주권을 공고히 하고, 친 이스라엘적인 팔레스타인 인물들에게 힘을 실어주는 데 정책을 집중하고 있음을 알 수 있다. 이러한 정책은 집권당인 하마스를 약화시키고 파타를 강화시키면서 팔레스타인인들을 내전 상태로 몰아가기 위한 것으로 보였다.
이크라마 사브리는 "현재 내전 상태가 고통스럽다. 오늘 가자에서 파타 대원들이 하마스 대원들을 납치했고, 이에 대한 보복으로 나블루스에서는 하마스 대원들이 파타 대원을 납치했다. 통합정부가 하루 빨리 구성되어야만 한다. 그러나 그 날이 언제일지는 아무도 모른다"고 덧붙였다. 그의 인자하던 표정은 필자와 이야기하는 내내 어두웠다.
그는 라말라 근처에 집을 갖고 있지만, 예루살렘을 떠날 수 없다고 했다. 그는 예루살렘에 살기 위해 600달러의 월세를 지불하고 있다. 예루살렘에 살지 않으면 거주권을 박탈당하기 때문이다. 이처럼 예루살렘에 거주하는 모든 팔레스타인인들은 예외 없이 거주권 박탈이라는 이스라엘의 위협에 시달리면서 하루하루 생활해나가고 있다.

<기고> 이스라엘 점령 40주년 팔레스타인을 가다
팔레스타인 전문가인 홍미정 한국외대 연구교수(프레시안 기획위원)가 팔레스타인 땅 동예루살렘과 요르단강 서안지구를 돌아보며 글을 보내왔다. 지난 25일로 이슬람 정치군사조직인 하마스가 총선에서 승리한 지 1주년이 된 팔레스타인에서는 지난 해 하반기부터 구 집권세력(파타)과 하마스의 갈등이 계속 이어지고 있다. 두 세력은 연립정부 구성을 논의하는 와중에도 물리적인 충돌을 벌이고 있는데, 지난 25일 밤 서안지구의 한 파타 무장 단체는 팔레스타인 주재 캐나다 대표부를 공격하기도 했다. 파타의 공격으로 파손된 대표부 건물을 돌아 본 홍 교수는 팔레스타인인들과의 대화를 통해 파타 출신인 마흐무드 압바스 팔레스타인 자치정부 수반에 대한 민심의 이반이 상당한 정도로 진행되고 있음을 확인했다. 하지만 파타와 하마스의 갈등은 팔레스타인인들의 일상을 짓누르고 있는 여러 요인들의 일부에 지나지 않았다. 홍 교수는 팔레스타인인들의 거주와 이동을 제한하고 내부의 분열을 조장하는 이스라엘의 점령 정책이 팔레스타인 사태의 본질임을 다시 한 번 확인했다. 이스라엘의 예루살렘 점령 40주년이 된 2007년 겨울, 동예루살렘과 서안지구의 라말라ㆍ라블루스에서 본 팔레스타인인들의 삶은 과연 어떤 것인지 홍 교수의 시선을 따라가본다. <편집자>
26일 금요일 이른 아침 예루살렘의 거리는 한산했다. 라말라를 거쳐 나블루스까지 가서 알 나자 공립대학 정치학 교수인 사타르 카셈을 만날 계획이었다. 18번 미니버스를 타고 동예루살렘 구 도시 근처에서 라말라 중심부까지 가는 데는 30분도 채 걸리지 않았다.
예루살렘과 라말라를 가르는 갈란디아 검문소는 양편으로 8미터 높이의 전자 감시탑이 보강된 분리장벽에 연결되어 있었고, 중무장한 이스라엘 군인들이 지키고 있었다. 그런데 이상하게도 이 버스는 이스라엘군의 검색 없이 검문소를 통과했다. 도보로 검문소를 통과해서 라말라로 들어가는 사람들은 보이지 않았다.
이것은 1990년대 검문소가 생긴 이후 처음 있는 일이다. 지난 겨울까지만 해도 갈란디아 검문소에서는 예외 없이 모두 내려 걸어서 검문소를 통과해야 했고, 이스라엘 군인들의 검문을 받아야만 했다. 그런데 3개월 전 파타와 하마스 간의 분쟁이 격화되면서부터 검문소 상황이 많이 편리해졌다고 한다.
"압바스는 이스라엘과 미국에 협력하고 있다"
라말라의 중심 거리에는 마흐무드 압바스 팔레스타인 자치정부 수반의 사진들 대신 대형 광고 현수막들이 펄럭이고 있었다. 압바스의 대형 사진 현수막들은 지난 겨울까지만 해도 야세르 아라파트 전 수반의 사진과 함께 라말라 거리 곳곳에 걸려 있었다.
지나가는 사람들한테 이유를 물었더니 팔레스타인 주민들이 더 이상 압바스를 지지하지 않기 때문이라고 했다. 압바스가 이스라엘과 미국의 팔레스타인 정책에 협력하고 있다고 입을 모았다.
미니버스에 탄 승객들은 16명 정도였다. 이들 중 60세 이상 2명을 제외한 나머지 사람들이 검색대를 모두 통과하는 데 1시간 이상 걸렸다. 금요일 저녁 이동 인구가 별로 없는 시간이기 때문에 그나마 시간이 덜 걸린 것이다. 결국 라말라에서 예루살렘으로 돌아오는 데는 1시간 40분 정도가 걸렸다. 아침 보다 1시간 10분이 더 걸린 것이다.
이러한 이스라엘의 검문소 정책은 주민들의 이동 방향에 따라 완전히 이중적인 태도를 취했다. 예루살렘에서 서안 내부로 들어가는 것과, 서안 깊숙한 지역으로부터 밖으로, 특히 예루살렘으로 나오는 팔레스타인인에 대한 통제는 전혀 달랐다.
이러한 이스라엘의 검문소 정책은 점령지 내부, 특히 서안 깊숙한 지역으로의 이주를 유도하면서 예루살렘에 거주하는 팔레스타인 인구를 줄이려는 정책에서 비롯된 것으로 보인다. 이러한 정책은 실은 1967년 이스라엘의 동예루살렘 점령 이후 계속됐고, 1990년대 이스라엘-팔레스타인 협상 이후 더 강화되어 온 것이었다.
