○ 개요 : 신자유주의 세계화 반대를 넘어 사회변혁을 촉진하는 세계화운동으로서의 대안미디어의 역할과 과제를 점검한다. 영역별로 나누어 집중토론을 진행하는데 첫째, 신자유주의 세계화반대투쟁 속에서의 대안미디어의 과제 둘째, 제국주의 자본 종속에 맞선 대안 방송 셋째, 인터넷과 뉴미디어를 중심으로 한 대안언론의 과제를 주제별로 나누어 접근해 본다. 이 속에서 각 영역별/과제별 매체가 지향하고 있는 바와 상호 연대의 과제를 짚어 본다.

<<참세상 국제포럼 취지>>
○ 신자유주의 세계화 반대 운동의 세계적 확산과 사회변혁의 촉진
- 1994년 멕시코 사파티스타 농민군이 북미자유무역협정(NAFTA) 발효에 따른 봉기 이후, 신자유주의 세계화에 대한 국제적인 반대운동이 본격화 되었다. 이후 1999년 시애틀에서 WTO 각료회의에 맞서 전 세계 민중들의 집단적인 저항이 발생하면서 신자유주의 세계화 반대 운동은 국제인 명성을 획득하게 되었다.
- 이러한 신자유주의 세계화 반대 운동은 세계사회포럼의 형성, 국제적인 반전운동, 지구적인 금융통제를 넘어서 사회변혁을 촉진하는 대안적 운동으로 성장하고 있다. 지구적, 일국적, 지역적 수준에서 대안적 사회운동이 활성화되고 있으며, 중남미에서는 국가단위의 새로운 사회변혁들을 이끌어 내고 있다.
- 한편, 한국에서 신자유주의 세계화 반대 운동은 꾸준히 성장해 왔지만, 김대중, 노무현 정부에 이어 신자유주의 세계화 정책을 지속시켜 왔다. 이에 따라 광범위한 시장개방정책이 촉진되고 있으며, 최근 한미FTA 협상 개시에 따라 사회적 갈등과 출동이 예상되고 있다.
○ 신자유주의 세계화 반대 운동의 동력, 대안 미디어의 성장
- 이러한 신자유주의 세계화 반대 운동, 사회변혁적 운동의 성장과 발전에는 주류 언론에 맞서 풀뿌리 중심의 자생적이고 독립적인 대안 미디어의 역할이 매우 컸다. 시애틀에서는 독립미디어센터가 자발적으로 구성되고 신자유주의 세계화 반대 운동을 전 세계에 알렸으며, 국가별, 대륙별로 주류언론과는 다른 생생한 삶의 목소리를 전달하고 있는 많은 대안 매체들이 발생하였다.
- 신자유주의 세계화가 경제적인 문제를 넘어 정치 군사적인 문제로 나아가면서 코소보, 이라크전 등 전쟁 국면으로 나아감에 따라 종교, 언어권별로 미국과 서방언론과는 다른 제 3세계의 대안 방송과 언론들이 발달하게 되었다.
○ 뉴미디어의 발달과 대안 언론의 확장
- 인터넷 및 뉴미디어의 발달과 함께 다양한 양식의 대안 매체들이 발생하고 있다. 신문, 방송 등 올드미디어 영역은 물론 인터넷과 뉴미디어 영역에서도 대안적 영역과 공간이 확장되고 있다.
- 세계사회포럼의 형성, 전쟁과 빈곤에 맞선 지구인들의 평화호소에 힘입어 세계 민중의 국제연대의 가능성이 어느 때 보다 높아지고 있다. 이에 발맞춰 대안 언론도 국제적인 연대 속에서 대안의 세계화, 변혁의 세계화로 나아가기 위한 언론의 과제를 모색하고 각 대륙별 진보언론의 현황을 살펴보고자 한다.
Znet은 영어를 기반으로 한 가장 대표적인 진보언론이다. 미국내외의 진보적인 지식인들이 필진으로 참여하고 있으며, 매주 30만명의 사람들이 이용하고 있다. 또한 Zmagazine 이라는 월간지를 발행하고 있다. 마이클 앨버트 씨는 Znet의 공동 설립자이자 현재 편집자로 일하고 있다. 그는 한국에 번역 출판된 『ParEcon: Life after Capitalism (파레콘: 자본주의 이후, 인류의 삶)』의 저자이며, 참여경제학 (Participatory Economics; ParEcon) 개념을 발전시킨 장본인이기도 하다.
□ 카를로스 마르티네스, Rebelion 편집장 (www.rebelion.org)
리벨리온은 1996년 9월에 생긴 인터넷 신문이며, 스페인어로 된 첫 대안언론이다. 리벨리온은 남아메리카 및 스페인 좌파를 주요 대상으로 하고 있다. 두 지역을 주 대상으로 하지만, 최근 팔레스타인과 이라크 쪽으로도 기고자 및 기사를 확대해가고 있다. 스페인어권의 진보적 지식인들을 물론 노엄 촘스키, 제임스 페트라스 등 영어권의 진보적 지식인들이 고정필진으로 참여하고 있다. 현재 매달 평균 65만명이 방문하고 있으며, 히팅수는 매달 평균350만 가량이다. 카를로스 마르티네스(Carlos Martinez)는 변호사이자 리벨리온 공동편집장 중 한 명이다. 현재 문화 및 정보공유(free information) 분야를 맡고 있으며, 이 분야에 종종 기고하기도 한다.
□ 오이완, Inmedia 공동편집자 (www.inmediahk.net, 홍콩)
Inmedia는 주류언론에 의해 주변화 되는 사회적 소수자들의 목소리를 대변하고 홍콩의 민주주의 확산을 위해 시민기자를 지원하는 활동을 전개하고 있다. 이를 위해 시민기자들이 참여하는 인터넷 신문을 운영하고, 방송 영역의 퍼블릭 액세스의 확장과 정보공유 운동 및 사회적 소수자들을 위한 정보접근권 향상을 위해 노력하고 있다. 현재, 320명의 칼럼리스트와 등록된 이용자가 2200명이고 하루 5000여명이 방문하고 있으며, 영문뉴스도 제공하고 있다. 오이완(Oiwan Lam) 씨는 홍콩에서 언론운동을 하고 있다.
□ IndyMedia Center(www.indymedia.org, IMC)
1999년 시애틀에서 열린 WTO 각료회의 반대투쟁 과정에서 형성된 독립미디어운동진영이 제작한 홈페이지에서부터 출발하게 되었다. 신자유주의 반대 및 전쟁반대 국제 공동 행동의 발전과 맞물려서 현재 60여 개국 130개 이상으로 확산된 IMC는, 컨텐츠의 제작과 배급과 공유를 초점에 맞춘 미디어 운동 국제 네트워크의 연대틀을 형성해 가고 있다.
□ teleSUR (www.telesurtv.net, 중남미 위성방송)
베네수엘라를 비롯한 라틴아메리카(중남미) 국가들이 해당지역 뉴스를 독점해 온 미국과 유럽의 국제뉴스 방송에 맞서, 자체 시각으로 중남미의 뉴스를 보도할 목적으로 2005년 7월 24일 첫 방송을 시작하였다. 텔레수르는 '남쪽의 텔레비전'이라는 뜻이다. 중남미 국가들이 뉴스정보의 주권을 되찾을 목적으로 설립한 방송국이라는 점에서 '중남미의 알자지라'로 불린다.

Background
w Global Expansion of Anti-globalization Movements and Acceleration of Social Transformation
The Zapatistas uprising against the NAFTA in 1994 gave new impetus to a global movement against neoliberal globalization. The 1999 battle against the WTO in Seattle gave further justification to this movement through the collective resistance of the people against the WTO regime.
This ‘anti-globalization’ movement, with the development of the World Social Forum process, the global anti-war movement and international control of finance capital, is now growing into a movement for an alternative world with increasingly clearer view against capitalism and imperialism, and aiming for social transformation. Movements for alternatives are growing on local, national and regional levels, as can be seen in the spread of left governments in Latin America, which is showing new forms of social transformation on a national level.
On the other hand, in Korea, the movement against neoliberal globalization has grown, however, at the same time, the Noh Moo Hyun government is furthering neoliberal policies. The government’s policies are oriented towards further marketization and liberalization – as manifested by the recent announcement to start negotiating for a free trade agreement with US, which is expected to be challenged by movements.
w Growth of Alternative Media as Dynamics of Movements for Alternatives and Social Transformation
The role of autonomous independent alternative grassroots media, as against mainstream media, was very important in the growth of the anti-globalization movement. In Seattle, an IMC was set up to tell the entire world what was happening, and many alternative media developed in many countries and continents to convey the live voices of the people.
As neoliberal globalization expands beyond economic issues to politico-military issues such as wars in Kosovo and Iraq, many alternative media also developed in the third world according to religion, language or culture, independently from western media.
w Development of New Media and Expansion of Alternative Media
The development of internet and new media has led to development of variety of alternative media. Spaces for alternative media are opening up not only in the area of ‘old media’ such as newspapers and broadcasting, but also in the field of ‘new media’ based on the internet.
The formation of the WSF process, the global resistance against war and poverty, and the call for alternatives show that an alternative globalization is possible, necessary and imminent. Accordingly, alternative media must also strengthen international solidarity as part of the larger movement towards an alternative globalization – or globalizing of social transformation. It is too this end that this international forum seeks to share experiences of various forms of alternative media from different parts of the world, as well as trigger an in-depth analysis into tasks of media in order to promote ‘globalizing of social transformation’.

In-depth Discussion: Globalizing Social Transformation and Alternative Media
These workshops will focus on the role and tasks of alternative media as part of global movement against neoliberal globalization and imperialism and for social transformation. The first part will focus on tasks of alternative media during specific struggles against neoliberal globalization, the second on alternative broadcasting against imperialism and capital, and third session on tasks of alternative media in the context of development in internet and so-called ‘new media’. The workshops will look into development and objectives according to the difference forms of media and prospects for cross-cutting solidarity among them.

Introduction to People’s Media Chamsaesang
A new Korean People’s Media, ‘Chamsaesang’ (which means ‘true world’), took off on 1st May 2005, as an alternative media for the Korean left movement.
Neoliberal attack of capital is sweeping across the entire world. The Korean ruling class is pushing forth various neoliberal policies. As a result, livelihood of workers and people is under threat while social impoverishment is becoming increasingly worse. However, it is also true that the resistance and struggles of the people are also continuing.
Chamsaesang is a new media aiming to manifest the true lives and struggles of the people and to contribute to building an alternative society. The media department of Jinbonet (Korea's independent ICT network) became independent and transformed into the new people's media together with labour, social and media movements.
There is a need for a new people’s media at the moment in Korea, for various reasons:
w Impact of internet news service is growing, while progressive media is becoming politically diverse;
w Social contradiction is growing due to onset of neoliberal globalization, leading to a growing need for creation of alternative discourse;
w There is a need for a media that can play the role as planner, coordinator and formulator of solidarity for the people’s movement;
w Intervention into mainstream, institutionalized media is important as well as formulation of strategy for an alternative media movement;
w An infrastructure of media activists who can contribute to movements needs to be established.
Thus, Chamsaesang aims to become a media that:
w is independent from capital;
w can develop and disseminate alternative discourse;
w can play the role of day to day media as well as political media for people’s struggles;
w expands the public sphere against institutionalized, mainstream media;
w expands the networking of people dedicated to social change.
Furthermore, Chamsaesang is a media of workers, peasants, the poor, women, disabled persons, migrant workers, youths and social minorities. It will be financed by membership fees and social, public support, and will maintain financial independence. It will stay guard against neoliberalist and ultranationalist ideologies, and instead will strive to become a left media that is based on the lives, struggles, culture and alternative discourse of people as social agents.
