풀뿌리 노동자 연대 (APWSL)사례를 중심으로 본

                                          노동자 국제연대활동의 소고 (초안)

국제연대활동가 여러분 반갑습니다. 아시아·태평양 지역 풀뿌리 노동자들의 국제연대, 민주적이고 자주적 노동조합운동과 국제노동자연대를 추구 약진하는 아시아·태평양 노동자연대(이하 APWSL)를 대표하여 한국위원회 코디네이터 인사합니다.

나는 먼저 영어를 잘 못하면서도 국제관계의 민주노총(이하 KCTU) 토론회에 나아와 그 동안의 노동자 국제연대의 역사와 경험, 앞으로 전망을 말 할 수 있어서 정말 기쁘고 감사하다. 특별하게 감사해야 할 것은 청년의 때 오랜 시간영어 학습(10년이상)을 하였지만 능통하게 회화를 못한다는 고민과 자책감에서 나를 해방시켜준 백 선생님과 산업선교 국제파트 동역자들에게 감사를 한다다. 요즘은 국제연대의 긴밀한 연대와 소통의 통로가 되어주고 있는 이주노동자들에게 감사를 표한다.

요즘은 가장 한국적인 것이 가장 국제적이라는 말이 사회 통속어가 되기도 한다. 영어회화의 여러 가지 특이한 방법들이 동원되고 변칙적인 학습방법이 시중에 화제가 되고 있다. 군사, 경제, 권력가들을 조련하듯이 원칙적인 영어를 사용하는 국제담당자들이 미국에서 교육을 받고 미국의 하수인 역할을 하게 교육된다는 말이 있다. 좀 영어가 어눌하지만 한국식 영어, 민족전통의 가치관, 풀뿌리 민중방식의 국제교류와 협력으로 기본권을 찾기 위해 투쟁하는 올바른 한국 노동자, 민중, 사람, 동지들이 필요하다.

APWSL는 노동자의 기본적인 활동과 보다 광범위한 노동조합운동에 있어서의 성적 평등과 민중들의 인권운동의 지향들을 발전시키기 위해 1982년대 16개국의 참가로 만들어진 단체이다. 한국에서는 80년대 말부터 연결이 되어 91년 한국위원회가 정식으로 활동하기 시작하였다. 많은 단체와 사람들이 참가를 하였지만, 곧 몸 살리고(반공국시) 명예 살리기(자리차지하기)는 국제운동으로 발길을 돌렸습니다. 국제노동사회의 진정한 운동의 지향점이 노동자의 계급성과 자주적인 노동조합 정신에 기초한 평등, 해방, 연대, 투쟁의 이념이었습니다. 요즘 논란이 되는 국가보안법이 활개를 치며 래드콤프렉스가 광풍처럼 몰아치는 한국사회 속에 진정한 운동(노동, 통일, 평화)을 하기는 어려운 상태이다.

요즘 APWSL-K 코디네이터와 한국노동네트웍크협의회 운영위원장의 역할을 겸임하며 최근 아시아 레이버네트웍을 만드는 일을 추진 중에 있다. 산업과 지역을 넘어 국가와 자본의 벽을 넘어 아래로부터의 소통과 연대로 새로운 대안사회가 가능하다는 희망을 만들어가는 행동입니다. 노동자들의 연대가 민중의 국제적인 총 단결의 무기로, 초국적 자본과 추악한 전쟁광들의 중심대표세력인 신자유주의 미제국주의를 몰아내고 모든 민중들이 자주적이고 평화적인 세계를 만들는 일이다. 진리는 통하여 우리의 끔에도 소원통일을 이루는 일들을 하자는 것이다.

민중들의 피와 땀과 눈물의 결정체, 전태일을 비롯한 죽음을 넘어선 수많은 노동,해방,통일의 열사들과 함께하는 결사체 민주노동조합운동? 당당하게 함께 해야 할 제3세계 노동자, 민중들과의 연대활동을 등한시 한다면 운동은 자기정체성을 잃게 되는 것 입니다. 미국의 아시아지배전략이 강화되고 한반도에는 60여년간 전쟁위협이 계속되는 현실의 구조를 벗어나는 길은 동아시아의 노동자, 민중이 연대 투쟁하는 길이다. 민주노총이 아시아, 태평양노동자연대에 함께 하는 것은 사필귀정이다. 그 동안 레드콤프렉스와 반민족적인 지도자들의 미국주도 사업방식이 독재의 시녀 노릇하던 한국노총이 참가하는 ICFTU국제조직에 KCTU 가 가입한 것은 수구, 폭력적 권력과 자본가들의 주먹을 피하려 해왔다고 한다. 그러나 UN이 미국의 잘못된 폭력전쟁을 통제 할 수 없듯이 미국과 친자본의 그 늘 속에서 살아가는 국제연대기구들은 노동자연대의 풍부한 역할을 감당 할 수 없다.

국제적으로는 미국의 우산 속에 머물고 있어서 조금은 늦게 닥친 한국IMF경제위기 이후 우리는 제국주의 주먹이 ICFTU 체게속에서 협상최우선주의로는 피할수 없음을 알았다. 어용노총이 바닥 풀뿌리 노동자를 대변할수 없는 역사가 말해주드시, 제2의 ICFTU체제들을 통하여 그 마수같은 제국의 주먹을 피한다고 생각하지 말아야 한다. 결코 역사의 도전은 피할수없음을, 피해지는 것이 아님을 알았다. 그렇다면 KCTU의 아름다운 정신답게 정면으로 맞서야 한다. 지구상 미국과 당당하게 맞서는 나라들이 몇 나라있다. 아니 이제 단체나 나라가 맞서기에는 늦었다는 설득력있는 주장도 있다. 결국 세계인 모두가 자주적이고 민중적인 운동의 자각과 혁명적인 의식화가 되어 민중들이 일어섰던(한국의 군사독재 폭군들을 물리친 민주화운동의 사례들) 풀뿌리 국제연대활동이 더욱 중요하게 필요하다. 우리는 그동안의 제3세계중심의 국제연대운동의 경험이 있다.

그 동안 등한시했던 APWSL을 토론 자리에 초정함은 민주적인 절차와 논의를 하는 민주노총의 원래취지와 정신을 살리는 것으로 생각한다. 민주노동자들의 결사항쟁 국제연대활동을 시작하려는 토론의 자리를 마련한 것 같다. 지난 5월 MAY DAY 네팔의 노동자들의 총회를 APWSL 대표단은 참가하고 돌아왔습니다. 어릴 적 사회시간에 세계의 이상적인 중립국가 체제 2국가를 배웠는데 스위스와 네팔이라는 것이다. 자본주의 사회속에 살면서 돈에 눈이 어두워서 스위스만 바라보았지, 지구의 지붕이라는 네팔은 기억 속에 잊혀지고 있었다. 한국이주노동자운동의 주류를 아루고 있는 동지들이 네팔노동자들이다. 최근 네팔을 방문하여 새롭게 사상의 자유를 체험하며 다시 생각해보았다. 남북으로 분단된 사회 속에 잃어버린 시상의 자유 반쪽을 어떻게 챃아야 하는가?

6- 70년대 박정희군사독재는 우리의 숨쉬기와 같은 자유와 평등과 평화를 구속하며 경제개발을 앞세워 노동자들을 공장에서 기계처럼 노예노동을 시켰습니다. 지금까지도 일정부분 자유를 구속하며 노동자들을 탄압하고 있습니다. 해방자 예수를 따르는 교회는 말 못하는 노동자와 민중들의 아픔을 함께하고 이 땅에 참자유와 해방의 아름다운 나라를 회복하기위한 활동으로 노동자들과 함께 살아가며 대변자가 되기도 하고 교육, 조직, 상담, 대책활동을 하였습니다. 그곳 노동자들이 모이는 교회에 국제적인 인권, 노동운동가들이 함께하며 국제담당자로 자원하여 함께 소식을 알리고 소통과 연대의 역할을 하여 국제연대의 출발점이 되었습니다.

교회는 국제연대를 통하여 하나님 나라운동의 실현을 위한 구체적인 목적을 어떻게 잘 실천하여 실현 할 것인가? 그 속에는 이중적인 선교지역의 중복을 피하기 위한 교회들의 조직이 있어서 여러 논의구조를 가지고 역할분담을 하였습니다. 한국교회협의회(KNCC), 아시아교회협의회(CCA), 세계교회협의회(WCC), 세계개혁교회연맹(WARC) 등이 노동,민중,인권,통일,환경, 평화 등등의 문제에 연대하고 있다. 70년대 산업선교는 카토릭, 감리교, 기독교, 예수교 등이 연대와 단결, 투쟁의 조직활동을 유기적으로 하였다. 도시, 농촌, 빈민이 함께 하여 산업선교를 하였습니다. 지금까지도 노동교회, 작은교회, 민중교회, 생명공동체, 평화공동체, 예수공동체 등 등의 활동은 유기적으로 계속되고 있다.

그라나 90년대 세계질서의 재편과 IMF 경제위기 이후 자본의 횡포는 대형교회만이 교회 인 것 처럼, 대공장만이 노동조합과 노동운동의 중심인 것처럼 인식되고 있다. 대형재벌들과 교회들이 우편향적 사고를 치면서 하나님나라(해방된 사회, 자유로운 사회, 노동자가 주인된세상) 운동의 본질을 흐려 놓았다. 이제는 기득권과 수구보수화의 반동으로 시청 앞에 성조기를 들고 난리법석을 치고 있다. 지금도 소공장의 비정규직과 작지만 노동교회, 민중교회들은 생명살기기, 평화운동을 위하여 어려운 몸부림의 투쟁을 계속하고 있다.

2001년 아프리카 르완다의 평화와 화해의 선교협력동역자로 1년간 다녀오면서 가장 크게 느낀 것이 있다. 폭력적인 자본들과 숫자놀음(맘몬이즘)하는 권력가들로 세계는 폭력전쟁으로 난무하여 죽여가지만 소수 정예화, 의식화, 깨어있는 자주, 평화, 주체적인 노동, 민중, 통일 운동가들의 풀뿌리 민주적인 활동으로 생명력과 운동력이 회복시키려 한다. 흩어져 있는 제3세계 노동자, 민중들은 진 흙속의 보석과 구슬이다. 이것을 민주노총의 건설과 비정규직노동자의 조직화의 방식으로 국제연대활동으 하여야한다. 아시아노동자를 조직하고 교육하고 연대하여 묶어 민중의 힘으로 모여 무기로 사용하자는 것이 새로운 희망으로 대두되고 있다. 이것이 세계사회포럼이며 반전평화운동이며 지역노동연대입니다. 인터넷정보통신운동으로 세계연대의 폭이 넓어지고 현장노동자들의 교류를 통한 일보 전진하는 노동운동이 미래사회는 풀뿌리연대가 승리한다는 예감을 확신하는 계기가 되었습니다.

본래의 APWSL운동은 풀뿌리노동자들의 현장교류방문과 연대사업을 중심으로 이루어졌고 유럽노동조합운동의 연대사업기금이 아시아노동운동의 발전기금으로 재원이 충단되었다. 그러나 최근에는 유럽으로부터의 자금지원은 종료되었다. APWSL회원국중 한국, 일본, 호주, 뉴질랜드, 말레이시아, 홍콩, 대만 등의 국가의 경제는 OECD가입 이상의 나라가 되었다.

그 동안의 APWSL의 조직활동가들은 아시아노동자연대운동의 필요성과 한국노동운동의 선도적인 활동성을 결합하여 아시아지역 노동운동이 세계 제3세계노동운동의 새로운 대안으로 마련되어지기를 바라고 있다.

한국노동운동의 역사와 투쟁성, 노동문화운동, 노동정보인권운동, 레이버미디어운동 등 등이 열악한 세계사회의 노동운동과 환경가운데 연대협력과 교류를 통하여 함께 나아가기를 원하고 있다. 한국다국적진출기업가 아시아노동사회속에 만들고 있는 문제들을 해결하기 위한 노력들과 한국내 이주노동자 취업허가제 등등의 문제를 함께 해결하기를 원하듯이 연대와 교류방문등의 추진을 이제 한국노동운동에서 자주적으로 책임성있게 나서야 할때 인 것이다.

힌국노동자도 더욱 어렵게 노동하는 다른나라와 대륙의 노동자들과 연대,협력사업을 구체적으로 하여야 한다. 멀리 가서 연대하고 회의하는 것만이 능사는 아니다. 우리가까이 주변의 이주노동자라는 국제연대의 장이 펼쳐져 있다. 풀뿌리는 밟히고 또 밟혀도 일어나는 민들레꽃처럼 생명력이 질기다. 지난 오월 네팔방문에 연대사를 한국어로 준비하였습니다. 영어는 자신이 없기도 하고 우리를 초청한 노동조합과는 APWSL 10년 교류의 나눔을 통하여 이주노동자들과 아주 긴밀한 관계가 형성되어 있었기 때문입니다. 한국말이 네팔어로 통역이 되어 다른 연사들의 요약된 영어통역보다 가깝게 청중들에게 다가갔습니다. 메이데이를 기념하기 모인 청중들은 영어보다 모국어인 네팔어가 더욱 익숙합니다. 네팔어 통역을 할 수 있었던 것은 내가 일하는 오산노동자문화센터의 여러 이주노동자 운영위원 중의 한명이 네팔동지였었다.

APWSL의 한축을 이루는 산업선교, 민중교회운동의 노동자 연대운동 사례들을 간략하게 돌아본다. 한국의 노동선교는 70년대부터 여러 형태로 일본, 호주, 핀리핀, 인도네시아, 네팔, 아프리카, 인도, 등의 나라들과 국제연대의 관계를 갖고 노동자연대를 추진하였다. APWSL의 초기 조직과정을 보면 CCA의 산업선교 활동가들이 유럽과의 연결다리를 놓았다. 한국교회의 특이한 노동연대는 핀리핀 이주노동자들을 조직하는 카사마코 조직이 90년대 중반부터 한국에서 활동하도록 노동활동가를 연대하여 보호하며 조직활동을 도왔다. 최근에는 활동가를 교환선교사로 받아서 적극적으로 활동하는 동역자로 장을 마련하고 있다.  

60여년 노동자선교를 시작한 영등포산업선교회의 국제노동자연대 교육, 훈련원 경험을 나누고 있다. 70년대 한국노동운동의 못자리역할을 감당했던 영등포산업선교회는 90년대 다국적기업의 문제들과 산재노동자문제를 함께 하였고 96년부터 아시아노동선교훈련원을 만들어서 년 3-4차례의 교육훈련을 아시아를 대상으로 실시하고 있다. 한국의 운동경험을 전달하며 아시아의 문화를 나누며 교육하는 1-3주 과정으로 한해 한차례는 이주노동자교육을 하기도 한다. 교회는 아프리카의 민중들과와 유럽노동자,민중들과 아시아의 노동자,민중의 단결하는 고리를 만들고 있다. 아시아태평양노동자연대의 초창기부터 함께하며 연대의 다리역할을 감당하였다.

   미국을 중심으로한 초국적 자본의 횡표와 폭악성으로 아파하고 죽어가는 세계사회을 살려낼 희망이 태동되었다. “아래로부터의 세상은 가능하다” 2004년 년초 뭄바이 세계사회포럼에 한국의 노동조합운동과 세계교회운동은 어떻게 참여할까 ? 궁금했는데 WCC와 WARC를 중심으로 유럽에서의 사회포럼 태동기부터 지금까지 나름대로는 적극적으로 함께 하려는 것을 보았다. 아시아노동운동의 길잡이 역할을 준비하는 이주노동자들에게 민주노총과 APWSL이 함께 참가하여 우리가 원하는 세상이 만들어 지기를 바란다.

최근에 오산이주노동자센터에는 남인도교회의 선교사가 3년간 한국의 노동선교와 연대운동을 함께 하기 위하여 독일남부지역 연합운동교회가 재정적인 지원을 하며, 예수교장로회총회를 통하여 함께 하겠다고 결정하였다. 노동자의 국제연대의 촉진을 위해서는 유기적인 관계속에 노동운동가들이 교류,방문,협력함이 필요하다. 그동안의 노동연대의 역사와 유래를 체계적으로 돌아보며 제3세계 민중중심의 노동운동이 하여야할 활동을 정리해야 한다.  

노동자 국제연대의 원칙적인 입장은 연대의 협력관계의 평등성이다. 제3세계중심의 새로운 민중교회운동은 산업선교운동과 함께 아시아지역에 발전하고 있다. 한국이주노동운동의 초창기 한국교회는 최소한의 인권차원에서 이주노동자를 맞이하였다. 

국제연대의 긴밀한 노동자네트웍크는 KCTU의 선진적인 활동과 투쟁이 아시아의 노동자들과 여러면에서 함께 해야한다. 자본은 자유롭게 흘러가는데 노동자들은 그흐름을 막지못하고 노예노동의 대물림에 안주한다면 세상은 폐망의 길로 들어서는 것이다.

지난 제4회 세계사회포럼에서 제출한 한국합섬사례의 인도네시아 지역노동조합과의 교류협력사업의 내용과 APWSL 노동자 국제연대 운동의 활동가로서 죽어간 고 이성경동지의 영문보고서 등을 참고자료로 제출하며 글을 맺는다.

자료1) 한국합섬노동조합과 인도네시아 수라바야지역 노동조합 자매결연

■ 목적 : 정치적, 역사적환경이 유사한 두나라 노동조합이 연대함으로써,노동조합운동의 전환점에 있는 인도네시아 노동운동이 정권의 탄압과 무책임,자본의 탄압에 노출된 인도네시아노동자들의 노동권을 쟁취하고 나아가신자유주의 시장 착취당하는 한국과 인도네사아는 물론 아시아 노동자의 해방을위해 나아가는 새로운 노동조합 운동을 건설해 나감을 목적으로 한다.

■ 의의 : 한국과 인도네시아는 제국주의에 의한 식민지 착취와 전쟁, 그리고군부독재의 상황속에서 살인적인 노동탄압과 경제위기를 지나오고 있다. 특히한국은 인도네시아의 4번째 교역대상국으로써 5~600여개의 한국기업에 수십만의노동자가 종사하고 있는 관계에 있다. 그러나 저임금과 비인간적대우,불법부당행위를 자행하는 한국기업에 심각히 노출된 인도네사아 노동현실은신자유주의 세계화 착취로 두 노조의 국제적인 연대와 공동투쟁은 필연이었다.이는 수하르또 군부독재 후 철저히 시장경쟁이라는 명목으로 자본의 노동탄압을조장하는 신자유주의에 대한 투쟁으로 국내단위기업의 한국합섬노조와수라바야지역 노조와의 자매결연은 세계화, 신자유주의 반대에 있어 중요한의의를 갖는다.

■ 발전방향 : 인도네시아 정권과 자본, 신자유주의적 투기자본은 정치적 안정과자본의 이익을 철저히 교환하며 인도네시아 노동자, 민중의 삶을 파탄내고 있다.그러나 인도네시아 노동자는 노조탄압과 부당노동행위속에서도 법에 하소연할 수없는 현실에 있다.한국은 이러한 현실을 함께하는 상황이기에 노동조합운동의 전환기를 맞고 있는현 시기의 인도네시아 노조와 연대함으로써 민중의 조직을 대변할 수 있는조직으로 거듭날 수 있는 연대, 지원을 지속시켜, 취약한 인도네시아 노조의조직력 약화를 시급히 탈피할 수 있는 대중조직으로 발전시켜 나간다.나아가 신자유주의 세계화속에 철저히 노출된 한국과 인도네시아는 물론 아시아노동자 민중의 삶을 위한 연대를 지속, 확대함으로써 제국주의적 자본주의,신자유주의 세계화반대를 위한 아시아 노동자 투쟁을 조직해 나간다.

▶ Objectives

Asia Pacific  Workers Solidarity  Links (APWSL) is a network of labour activists in the Asia Pacific region that  has been  formed to promote:

    ․ democratic ,independent and genuine trade unionism

    ․ international worker solidarity, especially at the grass roots level

    ․ gender  equality in  its own  work and   the wider trade  union movement

    ․ worker and other human rights

▶Organization

․ APWSL has been in existence since 1982 and is active in 16 countries in the Asia Pacific         region. APWSL national groups function in Pakistan,  India, Nepal, Bangladesh, Sri Lanka,         Thailand, Malaysia, Indonesia, Philippines, China (Hong Kong),  Taiwan, Japan,  Korea (south),     Australia and  Aotearoa  (New Zealand) and Fiji.

․ APWSL is made up of National Groups that may include membership of individual labor         activists, trade unions or other labour organizations within each country. APWSL is a             democratic organization and develops its policy and elects its regional leadership at a 3-yearly     Council Meeting.

 

▶Main Activities

․ involvement in building genuine trade unions in each country

․ support and  solidarity for the  worker struggles in  each others country

․ newsletters and information sharing of the labor movement in the Asia Pacific

․ linking with  other like-minded groups  in the  Asia Pacific and beyond.

․ In addition APWSL involves itself in specific projects such as building a network of              pro-worker unions in the Asia Pacific region, the health and safety campaign, globalization,        informal sectors.

Report on the APWSL Korea Activities of 2003

Changes of Korean as well as global situation

▶ The Korean had experienced 2002 World Cup, 'Reds' phenomenon, popular protest caused by the accident in which two Korean middle school girls died by an US armored car and presidential election in December. Through those experiences the Korean is opening the new era of the history.

․The Korean denied old political paradigm and hoped for change and reform. This desire were expressed through the popular memorial protest for the two died girls with the slogan of 'Independence' and the presidential election with major issues of liquidation of Old politics and the change of politician's generation.  The result of the presidential election showed this trend clearly. No, Muhyun, who claimed to be a reformist, won dramatically over Lee, huichang whose platform was based on conservative general trends.

․The eruption of Korean people's desire for change and reform and the young generation's active participation in politics, which led the Korean to the new stage, requires the Korean activism's substantial self change. 

▶ As the accumulation crisis of the world capital is getting worse, the world capital is on the way to the fascism and war on the 3rd world. This process is to pass the pain of crisis to the people.

․During last 20 years, the neo-liberal globalization resulted polarized of the poor and the rich, unstable and speculative economy, the destructed nature and devastated people's lives and society. Furthermore world economy is getting into the long stagnation rapidly after the stock market crisis and  1997 East Asian Financial crisis, which was the result of the accumulation crisis of the world capital.

․Facing with this accumulation crisis, the global capital is accelerating neo liberal globalization to pass the pain of crisis to the people. Especially the economic colonization process is rapidly strengtened .

․After the 9/11 terror, these attacks of the multi national capital is actualizing as military attacks on the 3rd world under the slogan of 'war on terrorism'. With the invasion of Afganistan and Iraq and the Bush's claim of  axis of evil, the tension is getting increasing. 

▶ Expecially there is increasing tension in Korean peninsula as a result of U.S North Korean policy of blocking economy and military threat. U.S has the crucial interest to keep and strengthen the tension in Northeast Asia against peace and cooperation.  Because the Cooperation of Northeast Asian nations due to the opening of North Korea will substantially decrease U.S influence in that region. Therefore the aim of U.S foreign policy for Northeast Asia is to halt cooperation process such as interchange of North and South Korea, and North Korea and Japan treaty and economic cooperation of East Asian nations. U.S is pursuing the policy to increase tension in the region. This policy is including partial military attacks on North Korea and long term economic blocking of North Korea

▶ The struggle against the Neo-liberal globalization and war is popularizing and spreading rapidly.

․People's struggle against the destruction of the human, society and nature brought by the world capital's Neo-liberal globalization is expressed as workers general strikes and various protests. Also these struggles are developing as more popular struggle accompanied with struggle against war.

․In this circumstance, the importance and necessity of the international solidarity becomes crucial for labor and social activism.

․ Furthermore,  the Korean's struggle for the peace against any U.S military attacks on North Korea is getting stronger with the situation of increasing tension in Korean peninsular by U.S stubborn North Korea policy. This struggle will be spreading and popularizing as the continuation of the memorial protest for two girls who died by an U.S armored car.

Activities of 2003

▶ Objectives;

․ The international workers solidarity becomes very important, as global resistance against globalization , Neo liberalism and war is getting spread and stronger. For the worker's solidarity in the 3rd world, East Asian workers solidarity, which had not been able to have proper recognition relatively, should be strengthened and developed. Especially the resistance against U.S military threat to Korean peninsula needs to be mobilizaed urgently.

․ Nevertheless, after APWSL Korea coordinator Lee-sungkyung started to struggle with diseases, APWSL Korea activity remained as minimized.  To answer the urgent call of solidarity and struggle against Neo liberal globalization, the nomalization and reactivation of APWSL Korea is required as soon as possible.

․In the transitional period, APWSL Korea focuses on the urgent struggle and activities for the peace. With these struggles, APWLS Korea needs Organizing drive and active Networking with members and other APWSL  national groups.

Ⅰ. Focused Activities

■ Organizing Drive

1) Organize KCTU and other affiliated unions.

APWSL Korea promoted to organize Korean Confederation of Trade Unions(KCTU)/ Korean Federation of Transportation, Public & Social Services Workers Unions/  Korean Metal Workers Federation/ Korea Federation of Chemical-Textile Workers Unions/ Korean Federation of Institution Management Trade Unions

→ Even though none of them got membership, unions agreed on how important Asian workers solidarity is in current situation. 

→ Non life insurance union seoul branch which is affiliated with KCTU became a member

2) ALWSL Korea tried to organize the migrant workers, so Philipines migrant workers organization KOSAMAKO became a member. Also Nepal migrant workers were participating APWSL Korea activities in person.

3) Regular meetings in every month.

■ Activation of Network

1) Activating of APWSL Korea's homepage and strengthening its network through it

→ we opened Homepage but it was not that much activated.

2) Publishing Newsletter for Korean workers struggle in English  for  every other months - one or twice sent it through e-mail.

3) APWSL Korea agreed with APWSL Japan to organize the discussion for the activation of APWSL network at the 4th WSF in Mumbai. Especially we agreed that to activate APWSL network, better financed National Groups(Member nations of OECD) support the other National groups.

-04/23-25: Meeting with Yamahara from APWSL Japan Osaka branch and discussed the stated above matter at Seoul

-08/30-09/07: APWSL Korea coordinator Jang, Changwoen visited Japan and had meetings with Osaka and Tokyo branches of APWSL Japan.

-11/05-07: Meeting with the participations in Asian regional trade union conference, who were also members of ALWSL Nepal, Malaysia, Hongkong, Thailand, Indonesia and Philippines.  

2 Routine activities.

1) support for multi national corporation workers struggle  and migrant workers activism.

→ Strengthening the solidarity with the workers who are suffering by the Korean corporation which have a business in other Asian nations. Also  APWSL Korea  shared the experience of other organizations who have been active in the issues of corporation watch and strengthened solidarity. 

→ Participated in Workshop 'Watch for the activity of Korean corporations in other countries.

2) Glassroot international solidaity of workers. 

→ Even though the exchange visit of Hankook Synthetics Labor Union (HKU) and Surahy regionsl union did not happen, setting up of the sisterhood of two parties were accomplished.

→ On 01/06/04,  Indonesia surabaya regional unions(SBR) and Hankook Synthetics Labor Union(HKU) in Kumi had a signing ceremony of sisterhood contract at the office of HKU. The contract is about HKU's support for cultural activity of SBR. HKU promised to support SBR financially by contributing 10 manwon (About 90 dollars) every months from October of 2003 and both parties agreed to strengthen  solidarity. 

3) Support and solidarity for workers' struggle in Asia .

→ Whenever there is a request for support and solidarity, ALWSL Korea answered positively. Especially on 10th of April,  as an international solidarity action, we had a campaign in front of Malaysian embassy for the abolition of national security law in Malaysia and release of Tian Chua.

3. Others.

1) Funeral of late Lee, Sungkyung, APWSL Korea coordinator

→ With 150 labor and social activist, who cherish comrade Lee, formed a funeral commitee and manage the funerual  as National Association of Labot Movement Organizations's funeral. All APWSL National Groups sent memorial addresses. As the first memorial ceremony is coming up APWSL Korea and other organizations and activists will found Memorial assembly for the late Lee, Sungkyung.

2) 50% of the total APWSL Korea members' dues saved and supported  APWSL Thailand's participation in the 4th WSF. 

APWSL Korea's suggestion to overcome the current difficulties of APWSL

1.  About sudden stop of Financial support

․ It seems difficult to get the financial support from the outside in the near future. Although we need to take action to get back our financial support such as visit Thailand and protest, basically we should try to be independent like APWSL Philippines‘ suggestion.

․ With this principle, we suggest to discuss the policy to support each other at first. For example, better financed National Groups( the members of OECD nations) can support the other National Groups. APWSL Korea saved the half of the total membership dues as solidarity fund and supported APWSL Thailand's participation in the 4th WSF.

2. Inner communication of  APWSL

․ Opening of APWSL homepage was halted as the financial support was stopped. Let's find the way to open our homepage without outside financial support. But the opening of the homepage itself is not that important.

․ The important point is routine networking among APWSL National Groups. Now we can use the mailing list to have effective communication. We suggest to discuss the reason for the lack of routine networking and communication.

․ About the half of APWSL national groups are participating the 4th WSF. With this chance we suggest to restore the tradition of routine interchange.

․ We suggest to discuss the possibility of  regular publication of APWSL newsletter.

3. About continuance of APWSL activities.

․ Although there is doubts about the necessity of APWSL under the changed circumstance such as activation of SIGTUR and Asian trade unions conference, we suggest to keep APWSL independent activities.

․ Fifteen years of APWSL history let us have mutual confidence which is so cherishable. This mutual confidence is crucial for the international solidarity. Also APWSL contribute for the understanding and cooperation of various organizations in the Asia Pacific region. There are a lot of things we can de with this outcome, expecially under the current situation in which the problem of multi-national corporations and migrant workers are getting serious.

․ Even though some activities of APWSL are repeating with SIGTUR and Asian regional trade unions conference, we think ALWSL and others can have mutual supplementary relationship. For example, one of objectives of APWSL is the grassroots international solidarity. We are sure that the international solidarity between leaders can develop with sustaining development of the grassroots solidarity of workers.  

․ Therefore, let's discuss the way to spread setting up of sisterhood relationship between unions as an unique solidarity activity of APWSL.  Also let's activate exchange visits among APWSL National Groups by mutual aid.

4. About the international conference of APWSL

․ Financially it is difficult to organize the independent APWSL international conference now. So we suggest to have meetings when other international conferences are held, such as SIGTUR and Asian regional trade union conference. 

An Example of Grassroot International Solidarity

▶ Hankook Synthetics Labor Union(HKU) and Indonesia Seriket buruh Regional(SBR) set up sisterhood relationship for the strengthening of cultural activism in labor movement and and solidarity. The official singning ceremony for this sisterhood was held on 01/06/2004.

1. The main contents of solidarity treaty.

․ Both parties will  practice to be a model for the democratic unionism and grassroot international solidarity through regular exchange visits. 

․ HKU will support SBR financially by contributing 10 manwon ( about 90 dollars) every month for the cultural activity of SBR, and have regular exchange vistis with SBR. 

․ APWSL Korea and APWSL Indonesia will support the interchange and cooperation of two parties to strengthen international workers solidarity and try to spread the outcome of this solidairity activity to the Asian as well as world labor activism. 

2. The progress of the grassroots solidarity activity.

․ As an activity of APWSL's grassroot solidarity, APWSL Korea visited SBR twice.

( 1st visit- 07/07/2000-07/16, 2nd visit- 09/13/2001-09/18)

․ These exchange visits had positive influence on both nations' labor activism Korean labour activist got the chance to remember their original intentions to be an labor activist by knowing  Indonesian activists' genuine passion and strong will to  organize democratic unions against miserable and difficult conditions. This remembrance led the Korean labor activist to realize the problem of bureaucracy in unions which is the tendency developed in the passage of democratization of unions.  Also it was a good turning point to break the chain of limited unionism. Indonesian labor activist got the chances to share the experiences of Korean labour activism which is advanced in some sense. By knowing the progress of regional union association, national association of unions and KCTU from the perspective of workers, Indonesian labor activists got a piece of advice to develop its own activism. Futhermore the problems of Korean labor activism were good lessons. Especially Indonesian labor activist were impressed by routine and vigorous Korean workers cultural activity.

․ As the outcome of this exchange visits, HKU a member of APWSL Korea promoted to set up the sisterhood relationship with SBR. HKU promoted this solidarity action because it wanted to extend its activity to the international solidarity to get the chance for strengthening itself from the seriousness required for this activity. So HKU suggested to suppot SBR financially due to financilly difficult condition of SBR,

․ APWSL Indonesia and Korea led and promoted this grassroots solidarity activity based on the mutual confidence.

4. The meaning of the grassroots international solidarity.

․ Setting up of the sisterhood relationship of HKU and SBR  is the model of  routine activity of grassroots international solidarity.

․ It is not one sided support, even though it is clear that HKU is the leading part for this activity due to its advantage over the SBR on the finance and established organizing power. This activity is crucial to HKU. SBR is struggling to confirm worker's basic rights which HKU almost already have had. This inspired HKU to develop itself as more democratic and independent union through exchanges visits with SBR. Therefore the grassroots international solidarity between organizations which have different experiences and are in different stages in some sense is very inspirational for both parties. From this perspective, grassroots international solidarity have the meaning different from the solidarity between mainly leaders of organizations.

․ Although the grassroots international solidarity itself is not struggle or protest, it is routine activity of international workers solidarity and will be a base for the solidarity struggle and protest. Also it will provide the chance for ordinary unionist to actually experience international solidarity which has been the activity only for leaders. Therefore the grassroots solidarity will be the turning point to strengthen the popular base for international solidarity.

․ Especially, the grassroots solidarity will be a good model for the Asia Pacific workers solidarity. Asian nations have very different historical background, tradition, also they have different experience of capitalism and activism against it. At first, the nations which have better resources should be positive to share these resources to cross this differences and develop solidarity in Asia Pacific region,. For that, exchange visits of each unions or organizations and sisterhood relationship of them will be a good example.

Suggestion to organizing 'Memorial assembly for the late Lee, Sungkyung'

It is been already a year comrade Lee left us. Last executive of National association of labor movement organization(NALMO) with the slogan of militant mass struggle and revolutionary labor activism, comrade Lee left us too early and suddenly. Without knowing that horrible disease was destroying her, she worked hard in NALMO under the very difficult condition.

Comrade Lee who had  genuine passion and not deviated will was the model for us who are working for the labor liberation as well as human liberation. Even though her health was not good , until she got the diagnosis of enteric cancer, she worked hard to hold the spirit of NALMO. Comrade Lee worked to publish weekly reports on political and social circumstances of workers. Also she worked hard as APWSL Korea and Northeast Asia regional coordinator. As the outcome of comrade Lee's last several years of effort, Hankook Synthetics Labor Union (HKU) and Seriket buruh Regional (SBR) had the signing ceremony to set up the sisterhood relationship on 6th of January 2004. Comrade Lee had  warm and genuine heart, so she never lost smile on her face. She took care of others first even though she was having severe pain after the stroke.

Global capitalism put the people into the painful abyss of the panic and war. Neo liberal globalization is destroying Korean people's lives as well as all the people of world.  The damage and misery is getting serious. However as the global capital destroys the people's lives and the nature, the resistance against them and desire for the labor liberation and human liberation is getting stronger. This is the time to remember and respect the genuine passion and not deviated will, warm and noble mind which are comrade Lee showed us as a labor activist.

Therefore, we suggest to organize 'Memorial assembly for the late Lee, Sungkyung' to tribute to the cherishable memory of comrade Lee's life and struggle.

Among national and international comrades who remembers comrade Lee, we hope to organize 200-300 members with monthly due of 2 manwon(about 20dollars). We hope to have two major projects - Every year the memorial assembly will have memorial ceremony and support 'Yul-lin-teo' which comrade Lee founded as the space for  textile workers in Daegu.
