물사유화저지 공동행동에 대한 국제연대 메세지

We, from the Freedom from Debt Coalition-Philippines, express our solidarity to the people of South Korea who firmly opposes privatization of water services

One of the oldest and largest water systems in the Philippines, the Metropolitan Waterworks and Sewerage System, was privatized way back 1997, which was dubbed by the World Bank as the "biggest water privatization scheme in the world."The Philippine government has declared itself merely unable to operate in improving the water system in the Philippines, specifically in MWSS, because it was ridden into its $800-million debt from international financing institutions (IFIs), and claimed that a water crisis was in the offing. These were used to promote and eventually implement participation of private sector in the management and operations of MWSS.

 

Thus, with the help of the Philippine Congress, an enabling law to make the water privatization scheme legally acceptable was implemented in the face of the National Water Crisis Act.

 

We do understand that right now, in South Korea, a law to justify and legalize privatization which is said is aimed at "fostering water supply"is now pending for approval by the South Korean parliament. This law can be deceiving, for this could justify water privatization in unimaginable extents. Furthermore, this could be private companies’ chance to rake business opportunities to cultivate their profit-driven interests, just like what happened in the Philippines and in other countries.

 

We are now seeing the consequences of having the water services in the Philippines privatizes. We are suffering from very high rates, which have increased for up to almost 800 percent since it was privatized. The private companies, in terms of expanding their coverage and establishing direct piped connections to households, only prioritize communities which they deem "profitable" and which they feel they could ammass a big return on their investments. Worse, these private companies are shielded from their accountability to the public because they have been declared by the government as "mere agents and contractors."

 

We here in the Philippines will always be one with the advocates of South Korea and all other parts of the world in the campaign to oppose and stop water privatization. Water privatization violates the notion that water should be a public service, not a source of private profit. We believe that water is life –and aiming to ammass big profits in something that is vital to human survival is unjust and violates human right to water.

Dear Comrades,

 

It is really frustrating to know that your government is trying to privatize the water resource, the very basic right of the people, ignoring its obligations and commitments to the people of Korea. In this context, we support the just struggles of the people of Korea in their struggles for asserting their rights. We also like to urge the Korean government to comply with her international commitments and national obligations to respect the rights of the people, and do not be influenced by the mere market players of the private sectors operating under the influence of neo-liberal economic policies. History is the witness that the Governments and leaders that fail to respect the aspirations of the people they represent vanish sooner or later. We, the people of Nepal are also struggling agaisnt the anti-people policies of privatizing the essential services including water and power, with some successes. We believe people united will be the winners. This is what we have been able to show the world during our popular movement, known as People's Movement II, in April 2006. We, the people of Nepal, have knelled down the autocratic king, and now are already in the process of building peace through the election of constituent assembly, state restructuring and setting up a democratic republican government. Our best wishes are with the people of Korea and the comrades leading the struggles agaisnt the anti people policies of the Korean government, starting on 21st of March 2008, on the occasion of World Water Day.

1. 세계적인 물산업 사유화(민영화)의 문제

 

UN이 정한 올해 세계 물의 날 기조는 “물과 위생(Sanitation Matters)"이다. UN 보고에 따르면 세계적으로 21억 명이 적당한 위생 시설 없이 생활하고 있으며, 이들은 끔직한 물 위생 시설로 인해 매년 20초당 한 명 꼴로 죽어나가고 있다.

 

더욱 큰 문제는 물과 위생 문제가 더욱 심각해져 가고 있다는 것이다. 세계은행(World Bank), 국제통화기금(IMF), 아시아개발은행(ADB) 등 국제 금융 기관들은 물 사유화와 국제적 물 기업들의 참여를 전제조건으로 하여 지난 10년간 아시아, 남아메리카, 아프리카의 많은 나라에 상수도 시설 및 위생 시설 자금을 지원하였지만, 그 결과는 물 값의 폭등과 물 위생의 하락이었을 뿐이었다.

 

인도네시아의 자카르타 시에서는 수도가 온데오와 RWE-템즈에 위탁된 2001년 이후 매년 요금이 30% 이상 상승하였다. 남아공에서는 1994년 수도 시설을 수에즈에 넘긴 이후 2년간 수요 요금이 600% 인상되었고, 이후 천만명 이상이 물 공급 중단을 겪었으며, 심지어 이천만 명 이상이 물을 찾아 고향을 떠나야 했다. 아르헨티나의 사례는 더욱 극단적이다. 다국적 물기업인 수에즈와 비벤디가 물산업을 담당한 이후 80% 이상의 요금 인상이 이루어진 것은 물론, 요금 체납자에 대한 즉각적 공급 중단으로 도시 빈민 대부분이 단수를 겪었다. 또한 이들 물기업들은 수익성을 이유로 관할 하수량의 12%만 처리, 중요한 상수도원이었었던 리오데라플라타강을 심각하게 오염시켰고, 참다 못한 아르헨티나 정부가 상수도를 재국유화하려 하자 정부를 국제투자분쟁중재센터에 제소하였다.

 

물 산업 민영화에 따른 문제점은 이제 국제기구들 스스로가 인정할 정도로 심각해졌다. 2006년 3월의 4차 세계 물포럼에서 UN이 명시적으로 물 민영화 정책의 실패를 선언하였고, 최근에는 초국적 물기업들이 존재하는 EU 역시 물 민영화 정책의 문제점에 대해 심각하게 논의하고 있는 상황이다.

 

2. 시민들의 물에 대한 권리를 박탈하는 환경부의 상수도 정책

 

하지만 환경부는 민영화의 문제에 대해 지적하고 있는 세계적 흐름에도 불구하고 오히려 물 민영화 정책을 적극적으로 밀어붙이려 하고 있다. 정부는 사실상의 물 민영화 정책인 ‘물산업 육성방안’을 2006년 발표한데 이어, 2008년 이를 추진할 ‘물산업지원법’ 입법안을 내놓았다. 정부는 이미 수년 전부터 상수도 민영화를 추진해왔는데, 이 번 법안은 이러한 시도를 공식화하고 강화하는 작업이라 할 수 있다.

 

물산업지원법안은 법안의 4조, 7조, 13조 18조 조항에서 볼 수 있듯이 국가와 지자체의 책무를 공공적 상수도의 제공이 아닌 물 민영화로 규정하고 있으며, 수도사업구조개편의 방향을 위탁과 민영화로 한정하고 강제하고 있다. 또한 법안은 수도 요금 합리화 방안까지를 포함하고 있어 수도를 인수한 기업의 이윤 보장을 위한 대대적 요금 인상까지 적극적으로 고려하고 있다.

 

우리나라는 이미 전국 164개 지자체가 공급하는 상수도 가운데 11개가 수자원공사에 의해 위탁운영되고 있고 38개가 위탁 기본협약을 맺은 상태다. 민영화를 하면 기존의 재정은 재정대로 들고, 기업의 수익을 보장해주기 위해 수도요금 인상이 불가피하다. 기업이 운영하게 되니 감시와 통제도 힘들어진다. 해외에서도 민영화의 폐해는 수없이 경험되었고 국내에서도 민영화에 대한 반대와 공적인 투자와 운영을 요구하는 운동이 지속되었으나, 정부는 이러한 상황을 무시하고 무리하게 민영화를 확대하려는 것이다. 민영화를 위해 기업에 조세감면까지 하는 것(제23조)은 법안이 무엇을 목표로 하는지 똑똑히 보여준다.

 

또한 정부의 물 민영화 정책이 비단 한국 국민들만의 고통으로 끝나지 않는다. 물산업지원법안은 11조, 13조 등에서 물산업의 해외진출을 위해 막대한 국가적 투자를 명시하고 있다. 즉 국내 물 민영화를 통해 성장한 물 기업을 아시아, 아프리카 등에 진출시켜 해당 국가의 물 민영화 수혜자로 만들겠다는 것이다. 앞에서 지적하였듯이 아시아와 아프리카의 많은 시민들이 물 민영화 정책으로 인해 고통 받고 있는 지금, 정부의 물 산업 해외진출 전략은 세계적인 물로 인한 고통을 증가시키는 것에 다름 아니다.

 

이 밖에도 분쟁해결과정의 피해를 시민에게 떠넘기는 중재 조항(20조), 가장 열악한 농어촌 지역의 상하수도에 대한 지원과 투자 방안 미흡, 주민 참여 방안 부재 등 정부의 물산업지원법안은 오직 자본의 이윤에 대한 관심만을 반영하고 있다.

 

3. 환경부의 자가당착적 세계 물의 날 행사!

정부의 반환경적, 반시민적 물 정책을 규탄한다.

 

환경부가 배포한 세계 물의날 행사 보도자료에 의하면 정부는 이번 행사를 통해 물의 소중함을 다시 국민들에게 일깨우고 지속가능한 물, 안전한 물을 지켜나갈 것을 다짐할 예정이다. 바로 물산업의 육성 정책을 바탕으로 말이다.

하지만 이는 자가당착적 태도라 아니할 수 없다. 물 민영화는 이미 세계적으로 모든 면에서 실패한 정책이며, 이로 인한 시민들의 고통 또한 널리 알려져 있다. 오직 이윤만이 자신의 존재 이유인 기업이 상수도에서 수익을 얻기 위해서는 상수도 설비 투자를 제한하고 물 값을 올리는 수밖에 없다. 그리고 이로 인한 결과는 시민들의 물에 대한 접근 제약과 더불어 시설 노후화와 환경 오염으로 인한 심각한 위생문제이다.

 

정부는 물 값 상승, 환경 파괴, 위생 문제 등을 야기할 물산업지원법안을 즉각 폐기하고, 이미 11개 지자체가 민간위탁한 상수도 시설 역시 다시 공공성을 강화하는 방향으로 되돌려야 한다. 정부가 이러한 시민들의 요구를 무시하고 물산업지원법안을 강행 추진해 나갈 경우, 우리는 모든 지혜와 힘을 모아 단호하게 투쟁해 나갈 것이다.

 

물값 상승, 환경 파괴 물산업지원법안 즉각 폐기하라!
