지하조직의 해산

1. 다시 블로그: 블로그에서 노는 시간이 많다는 것은 책상앞에 앉아있기는 하되 해야 할 일을 하지 않고 있다는 증거입니다. 이번달 포스팅은 이것으로 마무리를 해야겠습니다.

2. 도쿄의 가을: 오늘 도쿄의 날씨는 아주 환상적입니다. 오랜만에 비가 없는 주말, 산책길 얇은 초가을 점퍼의 하늘거리는 촉감이 흡사 날개를 느끼게 합니다.

3. 뉴스와 사진: 이번주 일본에서 뉴스거리가 되었던 사진 몇장을 포스팅합니다. 제가 찍은 것은 아니고 신문에서 퍼온 것들입니다.

 

N1: 탄광노동조합의 해산 - 2차대전후 최대의 '지하노동조직'으로서 일본의 노동조합운동을 이끌었던 탄광노동조합. 석탄산업 최대의 노동조합이었던 [일본탄광노동조합(日本炭鉱労働組合 : 炭労)]이 지난 19일, 삿포로(北海道釧路市)에서 폐막된 확대임시대회에서 해산을 결의해, 54년의 역사를 마감했습니다. 주지하다시피 '광산노동조합'은 산업화초기 각국 노동조합운동의 견인차(けん引車)역할을 해 왔습니다만 해당산업의 국가산업내 역할, 위상의 변화에 따라 세력을 많이 잃어 왔습니다. 이제 그 '청산'을 보면서 역사를 생각합니다.  사진은 대회후의 [반혼식返魂式)에서 흰글씨로 炭労라고 쓰여진 붉은 깃발을 태우고 있는 장면입니다.

 

N2: 환율비상: 지금 달러대비 원화가치의 상승으로 한국경제가 통채로 들썩거리고 있습니다. 수출경쟁력 때문입니다. 일본도 매한가지 입니다. 지난 83년 11월 나카소네총리와 미 대통령 레이건사이에 체결된 금융자유화협정으로 엔의 달러종속성이 심각해졌다는 사실이 다시한번 도마위에 오르고 있습니다. 이라크전쟁과 감세등으로 미국 정부의 재정적자가 점점 더 심각해 지고 있는 상황이 사태의 전망을 더욱 어둡게 하고 있습니다. 재정 적자폭을 줄이려는 미국이 각국 통화의 평가절상을 강력하고 요구하고 있는 상황이기 때문입니다.  한달여 전 아래 사진의 수치는 111.**였습니다. 현재 수치는 4년 7개월만의 최고치입니다.

 

N3: 기요미즈테라의 가을: 일본에서 고요(단풍)로 유명한 곳이 바로 교토입니다. 주위에 산이 많고, 그곳에 수령이 오래된 나무들이 우거져 있는데다, 분지형 지형으로 인근 타지역에 비해 평균 기온이 낮아 단풍의 색채가 뛰어나다고 합니다. 거기에 제대로 보존되어 있는 역사적 건축물들이 매우 '자연스럽게' 조화를 이루고 있습니다. 아래는 제가 지난번 포스팅한 교토여행기에 있었던 기요미즈테라(청수사)라는 곳입니다.

 

N4. 부쉬의 키스: 짜증나지만 관심을 갖게 만드는 미국무장관에 콘디(콘돌리자 라이스)가 임명되었습니다. 부쉬와 가족적 유대를 과시하고 있다고는 합니다만 언론앞에서 보여준 아래의 애정표시가 미국내 도하 언론의 표적이 되고 있습니다. '유럽에서나 볼 수 있었던 것을 보수적인 미국에서... 게다가 극단적 원리주의를 표방하는 텍사스계 보수파 기독교도인 부쉬가...' 아무튼 두사람의 표정에 속이 편치 않습니다.

 

N5. 위의 두 사람(N4.)들이 저지른 일입니다.

일본이 움직인다

일본 자민당(自民党)의 헌법조사회(憲法調査会)가 여러차례의 논란에 끝에 마련한 일본국 '헌법개정초안대강의 소안'(憲法改正草案大綱の素案)이 엇그제 공개되었습니다. 많은 쟁점들을 내포하고 있습니다만 그 가운데 인터내셔날한 차원에서 주목되는 핵심내용 세가지 조항만을 간추려 보겠습니다. 아래 붙어있는 번호는 헌법소안의 실제내용과 아무런 연관이 없는 자의적 숫자임을 알려드리니 오해 없으시기 바랍니다.

 

1. 천황은 일본국의 원수(皇は日本国の元首)이며, 황위는 황통에 속하는 자가 세습한다(여성의 황위 승계가능). 국민은 국가독립과 안전을 수호할 책무를 지닌다.

 

2. 수상은 국가긴급사태(国家緊急事態)라고 인정되는 경우, 포고(布告)로서 (국민의) 기본적 권리 및 자유를 제한 할 수 있다.

 

3. 개별적 또는 집단적 자위권 행사를위해 필요한 최소한의 전력을 保持하는 조직으로서 자위군을 설치한다(個別的または集団的自衛権行使のための必要最小限度の戦力を保持する組織として自衛軍設置). 무력사용을 수반하는 활동을 포함하는 국제공헌활동도 임무로 한다(国際貢献活動, 武力行使を伴う活動を含む).

 

코멘트:

1. 비교적 최근에 일본에서 천황의 존재가 정치적 차원에서 중요하게 부각되었던 경우는 제 생각에 두번 정도입니다. (1) 첫번째가 메이지유신 때입니다. 메이지유신의 핵심슬로건은 손노조이(尊王攘夷), 즉 '왕정을 복구하고 오랑캐를 추방하라'는 것이었습니다. 그것은 외세로부터 자국을 보호하고 천황과 쇼군의 더블통치속에 있었던 10세기로 복귀하자는 것이었죠. 아무튼 그래서 명목상의 존재에 불과하던 천황이 중요하게 된겁니다. 지금 일본에서 '일제드라마'로 가장 인기를 얻고 있는 NHK의 '신센구미(新鮮組)'는 바로 당시를 배경으로 하고 있습니다. (2) 두번째는 2차대전기입니다. 객관적 전력상 열세가 뻔했던 일본이 대미 '도발'을 감행한 동력은 무었이었을까? 당시 毎日新聞에는 다음과 같은 기사가 실렸습니다. "만일 우리가 숫자를 두려워했다면 전쟁은 일어나지도 않았을 것이다'. 또한 광신적 군국주의자였던 황도파의 수령 아라키 사다오(荒木貞夫)는 정훈용 찌라시에 "일본의 참된 사명은 황도(천황중심의 사상: 복숭아가 아님)를 사해에 널리 홍포하고 선양하는데 있다. 힘의 부족은 우리가 개의할 바 아니다"라고 썼다고 합니다. 신의 바람, 카미카제는 황도를 실천한 대표선수들이었습니다. 아무튼 전쟁 수행의 중요한 동력이 '천황'이었음은 분명합니다. 그리고 패전후 천황은 쭉~ 죽어지냈습니다. 전범이었으니까요. 물론 헌법에도 당연히 관련조항들이 없었죠. 그런데 자민당이 지금 그 천황을 다시 불러내려 하고 있습니다. 헌법위로...

2. 두번째의 '국가긴급사태' 관련 조항은 국민의 '기본권 제한'에 관련된 조항으로 일본내에서 거센 논란을 불러 일으키고 있는 부분입니다. 정치적 좌파들은 물론이고 중도파들까지 한마디씩 거들고 있습니다. 아무튼 자민당의 오만방자를 엿볼 수 있는 '성문'입니다. 이러한 국민기본권 제한의 좋은 예가 대한민국의 '국가보안법'입니다. 우리나라의 국가보안법은 항상적 '국가긴급사태'를 가정하고 있다는 점에서 이러한 기본권 제한의 극단적 경우라고 할 수 있죠. '극단에 있다'는 것은 '쪽팔리다'는 것과 종이한장 차이입니다.

3. 짐작하시겠지만 군대(현 자위대)의 자격과 역할을 규정하는 위의 3항은 일본 헌법개정 논의의 최대핵심입니다. 일본의 진보적 월간지 '세카이'는 '헌법9조'문제를 거의 매호에서 다루고 있습니다. 유력 일간지들의 중요한 '정식' 메뉴가운데 하나도 바로 이 문제입니다. 아울러 지난 7월의 중참의원 총선에서도 '국민연금', '이라크 파병'과 함께 '헌법개정'은 3대 핵심 쟁점들 가운데 중요한 한가지였습니다. 분위기를 보니까 여론은 대강 기존조항 유지파인 '반무장파'가 오십, 개정파인 '재무장파'가 오십인 듯 한데, 후자의 '개정후 재무장파'간에는 다양한 이견들이 존재하고 있습니다. 유력신문들 가운데 아사히와 마이니찌는 개정반대파쪽으로, 그리고 요미우리와 산케이는 개정찬성파로 분류되는 듯 합니다. 물론 다양한 견해의 복합들이 존재합니다. 이런 와중에 자민당이 '자위대'의 '자위군'으로의 자격변화와 '무장 및 무력사용'을 허용하는 '역할의 조정'을 행심으로 하는 '헌법개정안 시안'을 들고 나왔습니다. 일본국 주변과 내부의 여러가지 정치경제적 조건과 환경이 변화했다는 것이 주요한 근거이며, 국제 사회내에서의 적절한 역할 또한 시리어스하게 강조하고 있습니다. 유엔안보리 상임이사국이 되려는 집요한 노력의 이면에 이러한 상황인식의 변화가 내재해 있습니다. 별 중요한 내용도 아니었던 지난 시절의 한국내 우라늄 농축실험 뉴스를 도쿄에 핵폭탄 떨어진 것처럼 호들갑떨며 보도했던 이유도 사실은 이러저러한 맥락에 연결이 됩니다.

 

아무튼 천황의 재등장과 국민자유권의 제한 그리고 군의 재무장과 무력사용의 합헌화. 뭔가 그림이 좀 그려지지 않습니까? 아직은 만화같지만...  아참! 이번 자민당의 '헌법개정안 소안'은 자민당내에서 토론용으로 마련된 내부시안에 불과합니다. 자민당은 창당 50년째인 2005년에 '당 헌법개정안 확정안'을 마련한다는 계획을 세워놓고 있습니다.  다른 당들도 자당의 '안'들을 만들테니 좀 더 지켜봐야 할 듯 합니다.

Fight not to go!

세계 도처에서 전쟁판을 벌이고 있는 부시에게 가장 필요한 것 가운데 하나가 '목숨걸고 싸워줄 군인들'입니다. 그가 만만한 나라들에 공갈, 협박을 동원해 군대파견을 요구하고 있는 이유이기도 하죠. 이 와중에 실린 오늘 뉴욕타임즈(New York Times)의 기사는 매우 흥미롭습니다.

 

요지는 전쟁의 와중에 군대로의 복귀를 '명'받은 미 '전역군인들'이 호명을 완강하게 거부하고 있다는 내용입니다. 정규군에 재배치되는 것이 무엇을 의미하는지 너무도 잘 아는 약 2000여명의 제대군인들이 그 주인공들입니다. 지난 수개월 동안 미군은 약 4000여명의 제대 예비군들에게 '의무재입대' 통지서를 발송했는데 그 가운데 약 1,800여명이 여러가지 이유를들어 유예나 연기를 요구했습니다. 지난주 11월 7일까지 복귀할 것으로 믿어졌던 약 2,500명 가운데 무려 733명이 모습을 드러내지 않았습니다.

R.O.T.C. 장학생으로 장교복무를 마친 노스캐롤라이나의 콜렛 패리쉬(Colette Parrish)는 자신의 복귀명령을 행정착오로 간주하며 '예비군 잔역의무'를 주장하고 있는 군(army)에 맞서 주 연방법원에 소송까지 제기하며 저항하고 있습니다. 군대시절의 '애국주의(패트리어티즘)'에서 깨어나(disillusioned) 국가를 상대로 법정 싸움까지 벌이는 그는 지금의 상황을 다음과 같이 정의합니다: "이것은 전쟁에 찬성하느냐 반대하느냐의 문제도, 공화당이냐 민주당이냐의 문제도 아니다. 계약(contract)의 문제일 뿐이다. ... 사람이 더 필요하다면 제대로 뽑아야 할 것 아닌가?...!". 지금 사정은 여기에까지 와 있습니다.  

 

전쟁수행 당사국의 군인들도 안 가겠다고 버티는 전장에 자국민 내 보내 놓고 더 있으라고 주문하는 한국정부를 생각하면 할 말이 없습니다. 조금 더 있으면 한국군의 수가 미군보다 많아질 지도 모릅니다. 반전 반부쉬!!! 한국군 파병연장 반대!!!

Former G.I.'s, Ordered to War, Fight Not to Go

The Army has encountered resistance from more than 2,000 former soldiers it has ordered back to military work, complicating its efforts to fill gaps in the regular troops.

Many of these former soldiers - some of whom say they have not trained, held a gun, worn a uniform or even gone for a jog in years - object to being sent to Iraq and Afghanistan now, after they thought they were through with life on active duty.

They are seeking exemptions, filing court cases or simply failing to report for duty, moves that will be watched closely by approximately 110,000 other members of the Individual Ready Reserve, a corps of soldiers who are no longer on active duty but still are eligible for call-up.

In the last few months, the Army has sent notices to more than 4,000 former soldiers informing them that they must return to active duty, but more than 1,800 of them have already requested exemptions or delays, many of which are still being considered.

And, of about 2,500 who were due to arrive on military bases for refresher training by Nov. 7, 733 had not shown up.

Army officials say the call-up is proceeding at rates they anticipated, and they are trying to fill needed jobs with former soldiers as they did in the Persian Gulf war of 1991.

Still, the resistance puts further strain on a military that has summoned reserve troops in numbers not seen since World War II and forced thousands of soldiers in Iraq to postpone their departures when their enlistment obligations ended.

Tensions are flaring between the Army and some of its veterans, who say they are surprised and confused about their obligations and unsure where to turn.

"I consider myself a civilian," said Rick Howell, a major from Tuscaloosa, Ala., who said he thought he had left the Army behind in 1997 after more than a decade flying helicopters. "I've done my time. I've got a brand new baby and a wife, and I haven't touched the controls of an aircraft in seven years. I'm 47 years old. How could they be calling me? How could they even want me?"

Some former soldiers acknowledge that the Army has every right to call them back, but argue that their personal circumstances - illness, single parenthood, financial woes - make going overseas impossible now.

Others say they do not believe they are eligible to be returned to active duty because, they contend, they already finished the obligations they signed up for when they joined the military. A handful of such former soldiers, scattered across the country, have filed lawsuits making that claim in federal courts.

These former soldiers are not among the part-time soldiers - reservists and National Guard members - who receive paychecks and train on weekends, and who have been called up in large numbers over the last three years.

Instead, these are members of the Individual Ready Reserve, a pool of former soldiers seldom ordered back to work. Ordinarily, these former soldiers do not get military pay, nor do they train. They receive points toward a military retirement and an address form to update once a year.

When soldiers enlist, they typically agree to an eight-year commitment to the Army but often are allowed to end active duty sooner. Some of them join the Reserves or National Guard to complete their commitment; others finish their time in the Individual Ready Reserve.

For officers, the commitment does not expire unless they formally resign their commissions in writing, a detail some insist they did not know and were not told when they signed their contracts, although Army officials strongly dispute that.

Lt. Col. Pamela Hart, a spokeswoman for the Army, said people in the service are well aware of the provision. "We all know about it," Colonel Hart said.

She said problems with the call-ups of former soldiers have involved a relatively small number of people, are being worked out, and are hardly unique to this conflict. In the first gulf war, she said, more than 20,000 former soldiers were called up. With medical problems and no-shows, only about 14,400 were actually deployed, she said.

Most of the deployments in the first gulf war lasted 120 days, the Army said. The current call-ups are more likely to last a year.

Of those seeking exemptions now, the Army is studying each person's case individually, Colonel Hart said, and has no set rule on what allows a person to avoid deployment. Army officials are still weighing more than half of the requests. So far, only 3 percent of requests for exemptions have been turned down, while 45 percent have been approved.

As for the former soldiers who failed to appear at bases by their assigned dates, the Army is trying to reach them, one by one, to discuss their circumstances, Colonel Hart said. In late September, some Army officials suggested that they would pursue harsher punishments - declaring people AWOL and possibly pursuing military charges - but the Army has since taken a quieter, more conciliatory approach.

"These are challenging times in their lives," Colonel Hart said, adding that some former soldiers who failed to report might have moved and not received the Army's notice. "We're contacting them as best as possible."

For the rest, though, some questions linger over who really qualifies for the callback.

Colette Parrish said she burst into tears the evening that her husband, Todd, walked into their house in Cary, N.C., with a letter from the Army calling him back to service. "We had no idea this could happen," she said. "We hadn't been preparing for any of it because we thought it wasn't possible."

At first, Mr. Parrish, 31, said he was convinced that the letter was just an administrative error because he believed that his time in the Individual Ready Reserve had ended.

He had gone to college on an R.O.T.C. scholarship, then served four years as a field artillery officer. He said he resigned his commission after that, became an engineer, and still owed the Army four years in the Individual Ready Reserve to complete his total obligation.

To Mr. Parrish, who has filed a lawsuit against the Army in federal court in North Carolina, that obligation ended on Dec. 19, 2003. But the Army apparently does not agree, and says that it never accepted Mr. Parrish's resignation as an officer.

As the court fight has continued, Mr. Parrish's date to report to Fort Sill, Okla., has been pushed back, again and again, one month at a time. Instead of thinking about long-term plans, for his wife and their future family, he is living in 30-day increments.

He said he always looked back on his service years fondly, and with a deep sense of patriotism.

"I guess I feel disillusioned now," he said. "This isn't about being for or against the war. It's not about Democrats or Republicans. It's just a contract, and I don't think this is right. If they need more people, shouldn't they get them the right way? How many more like me are there?"

Mark Waple, Mr. Parrish's lawyer, said he had received calls from 30 other former soldiers in recent months, all of whom had heard of Mr. Parrish's case and had similar stories.

At least two other former soldiers have filed suit over the question.

In Hawaii, David Miyasato, a former enlisted soldier who served in the first gulf war, said he would never go AWOL; he would have gone to Iraq, he said, if need be.

But Mr. Miyasato also said that his eight-year commitment ended nearly a decade ago. After he received his letter calling him back to service, he said, he called the Army repeatedly to argue that he was not eligible. Finally, he said, with his date to report to a base in South Carolina just days away, he contacted a lawyer and filed suit on Nov. 5.

"This was actually my last resort," said Mr. Miyasato, a former truck driver and fuel hauler who said that, at 34, he led an entirely different life, with an 8-month-old daughter and a window-tinting company to run. "I had been calling around everywhere for help."

On Nov. 10, Mr. Miyasato said, he learned that the Army had rescinded his orders.

In New York, Jay Ferriola, a former captain in the Army, filed a suit saying he had resigned his officer's commission in June and no longer qualified for call-up in the Individual Ready Reserve. On Nov. 5, the Army rescinded his orders and honorably discharged him.

"This shows that the system works," Colonel Hart said. "If the soldiers bring their situations to our attention, we're going to do what's right."

Barry Slotnick, Mr. Ferriola's lawyer, said he wondered how many other soldiers might be in similar positions, but without the money, the contacts or the certainty to sue. Mr. Slotnick said he had received numerous calls from others since he filed Mr. Ferriola's case in late October.

"We might as well add another phone bank," Mr. Slotnick said. "What I can see is that there are many, many cases of people being called up that shouldn't have been. This is a backdoor draft. I also have to wonder how many are already in Iraq who shouldn't be there, who just didn't think to question it."

The Army's current plan is to fill 4,400 jobs through March from among 5,600 former soldiers ordered to duty. But an Army official said last month that more former soldiers, perhaps in similar numbers, might be called on later next year, as well.

For now, those being sent to Iraq and Afghanistan are being asked to handle a variety of support positions, including truck drivers and fuel and food suppliers.

Months ago, the Army said some of the former soldiers would be needed to play the French horn, the clarinet, the euphonium, the saxophone and the electric bass as part of the military's bands, but the notion drew criticism from members of Congress who questioned the need to order people to give up their civilian lives to play instruments. Colonel Hart said the Army has since filled the musician jobs with volunteers.

Before going to Iraq, former soldiers are receiving as many days of training as they need, an Army spokesman said. Some of the soldiers said they were worried, though, about the prospect and safety of trying to get up to speed in a few months.

"These guys like me are basically untrained civilians now," said Mr. Howell, the former helicopter test pilot. Mr. Howell said he left the Army years ago with an injured back, knee and elbow, leaving him wondering about his own physical condition.

"I don't even have a uniform anymore," he said. "But they don't have any more reserves left, so we're it. All they want is some bodies to go to Iraq, just someone to be there, to sit on the ground."

When he left the military in 1997 as part of a reduction in forces, Mr. Howell said, he saw a note in the "little print" in his annuity agreement about a future commitment. But he said he was told that his obligation to the Individual Ready Reserve would be brief and meant little anyway. "They said it was just a way of having me on the books," he said.

After that, Mr. Howell said, he jumped into the civilian world. He got married. He and his new wife began building a house. They struggled to have children.

In September, his first child, Clayton, was born. Just before that, his orders arrived.

"It does rip my heart out that these young men and women are over there, and there is part of me that wants to be with them," he said recently. "But I have responsibilities here now."

Mr. Howell said he had applied to the Army for an exemption but was recently turned down. If he loses his appeal, he will be given a new reporting date. His best hope, he said, is that his appeal is buried somewhere at the very bottom of a big stack of them.

누가 부시(G. Bush)를 다시 대통령으로 만들었을까? 선거인단 수로는 286대 252, 전국 득표율로 하면 51%대 48%. 프로리다와 오하이오에서 물먹은 케리는 차기 재출마 운운하며 꿈에서 못깨어 나고 계속 뒷발차기를 해대고 있습니다. 하지만 불편한 사실은 다음에도 그리고 그 다음에도 민주당원으로 대통령 되기가 쉽지 않아 보인다는 것입니다.

 

존 케리(John Kerry)는 이번에 민주당 대통령 후보지명 선거에 출마했던 당원들 가운데 민주당의 코드에 가장 근접한 사람이었습니다. 소위 민주당의 당심(!)에 가장 적절한 인물이었던 것입니다. 아이오와 코커스가 있기 바로 전날까지 뜬 인물은 버몬트 주의 지사출신 하워드 딘(Howard Dean)이었습니다. 하지만 그는 대중선동을 위한 미끼에 불과했습니다. 민주당은 딘의 입을 빌어 쉽게 건드리기 어려웠던 이라크 전쟁의 문제를 비판적으로 공론화 했습니다. 딘은 '(당선)가능성(!)' 있는 대중정치인들 가운데 이라크 전쟁에 대해 가장 비판적인 입장을 가지고 있었습니다. 반전철군을 공개적으로 주장했습니다. 그의 스피치에 힘입어 민주당은 이라크 전쟁에 대한 '미적미적주의'로 부터 벗어날수 있었습니다. 하지만 딘은 민주당 내부의 관리코드(당심!)와는 거리가 있는 인물이었습니다. 젊은이들과 마이너리티의 지지는 그야말로 마이너 한 것이었습니다. 후보 선출을 위해 제일 중요했던 아이오와 코커스 다음날 그는 다혈질의 불안한 인물이 되어 있었습니다. 하지만, 아이오와에서 패배한 것은 하워드 딘이 아니고 민주당이었습니다. 이러한 민주당의 패배는 수년 혹은 수십년을 지속할 수 도 있다는 것이 앞서 말씀드렸다시피 지금의 제 육감입니다. '진보(미국적 진보)의 정치강령들'을 '안정적이고 고급스러워 보이는 이미지'로 코드화 하려는 민주당의 전략으로는 결코 50%를 넘을 수 없습니다. 영원히 48%가 되는 거죠.

 

이번 선거에서 공화당은 '종교'와 '도덕(모랄)'을 중요한 이데올로기로 동원했습니다. 출구조사 발표에 따르면, 일반의 예측과는 달리 경제정책에 더해 부쉬의 우위가 예상되었던 이라크 문제의 해결 방식에 있어서도 케리가 높은 지지를 받은 반면, '모랄리티'의 문제에 대해서는 부시가 압도적이었습니다. '무엇이 이번 선거의 최대 쟁점이라고 생각하는가'를 묻는 질문에 대해서도 '도덕 문제(모랄리티 문제)'라고 답한 사람이 가장 많았다는 사실이 저를 포함해 여러사람을 놀라게 했습니다만 이는 공화당의 선거전략이 민주당을 압도했다고 하는 중요한 증거입니다. 이러한 전략구성의 핵심이 위의 카툰(뉴욕타임즈)에 나오는 칼 로브(Karl Rove)라는 사람인데 그는 이미 7살에 열성 공화당원이 되었다고 합니다.

아울러 그 모랄리티와 관련해 이번 선거의 결과에 결정적이었던 이슈가 '3G'였다고 하는 통찰은 매우 흥미롭습니다. 그 3G는 GOD, GAYS 그리고 GUNS입니다. 요컨대, 부쉬진영은 광신적복음전도주의 그룹인 에반젤리스트(evangelist)를 동원해 케리진영을 '리버럴'로 몰아세우며 '동성결혼의 용인'과, '총포류의 보유제한' 그리고 '낙태의 허용'을 극렬 반대하도록 하는 한편, 이를 슬로건으로 보수층을 결집시키는데 사력을 다했습니다. 아울러 부쉬는 '리버럴'을 '부도덕'과 동의어로 만드는 '미국적 색깔론'을 동원해 공화당 지지파가 아닌 '민주당 반대파'들을 자신의 표로 조직하는 전략을 구사했습니다. 결과는 성공이었습니다.

정기적으로 교회에 다니는 사람의 64%, 총기보유자의 63%, 낙태에 반대하는 사람의 77%가 부쉬를 지지했습니다. 케리를 지지한 중요한 카테고리는 대도시거주자(60%), 학사이상 학력소지자(55%) 그리고 독신자(58%)들 이었습니다. 요컨대, 저는 이번 미국의 대통령 선거를 종교적원리주의에 기반한 부쉬적 '신보수주의(네오콘)'의 승리였다고 정의합니다.

 

이글을 쓰면서 미국의 정치과정에 개입할 수 있는 선거권 혹은 피선거권도 없는 사람들이 미국의 선거결과에 촉각을 세워 긴장해야 하는 현실에 매우 비통함을 느끼고 있습니다.

Well, as Grandma used to say, at least I still have my health...
I often begin writing columns by interviewing myself. I did that Wednesday, asking myself this: Why didn’t I feel totally depressed after George H W Bush defeated Michael Dukakis, or even when George W Bush defeated Al Gore? Why did I wake up feeling deeply troubled?

Answer: Whatever differences I felt with the elder Bush were over what was the right policy. There was much he ultimately did that I ended up admiring. And when George W Bush was elected four years ago on a platform of compassionate conservatism, after running from the middle, I assumed the same would be true with him. (Wrong.) But what troubled me Wednesday was my feeling that this election was tipped because of an outpouring of support for George Bush by people who don’t just favour different policies from me—they favour a whole different kind of America from me. We don’t just disagree on what America should be doing; we disagree on what America is.

Is it a country that does not intrude into people’s sexual preferences? Is it a country that allows a woman to have control over her body? Is it a country where the line between Church and state bequeathed to us by our Founding Fathers should be inviolate? Is it a country where religion doesn’t trump science? And, most important, is it a country whose president mobilises its deep moral energies to unite us—instead of dividing us from one another and from the world?

At one level this election was about nothing. None of the real problems facing the nation was really discussed. But at another level, without warning, it actually became about everything. Partly it was because so many Supreme Court seats are at stake, and partly it was because Bush’s base is pushing so hard to legislate social issues and extend the boundaries of religion that it felt as if we were rewriting the Constitution, not electing a president. I felt as if I registered to vote, but when I showed up, the Constitutional Convention broke out.

The election results reaffirmed that. Despite an utterly incompetent war performance in Iraq and a stagnant economy, Bush held onto the same basic core of states that he won four years ago—as if nothing had happened. It seemed as if people were not voting on his performance. It seemed as if they were voting for what team they were on.

This was not an election. This was station identification. I’d bet anything that if the election ballots hadn’t had the names Bush and Kerry on them but simply asked instead, ‘‘Do you watch Fox TV or read The New York Times?’’, the Electoral College would have broken the exact same way.

My problem with the Christian fundamentalists supporting Bush is not their spiritual energy or the fact that I am of a different faith. It is the way in which he and they have used that religious energy to promote divisions and intolerance at home and abroad. ‘‘The Democrats have ceded to Republicans a monopoly on the moral and spiritual sources of American politics,’’ noted the Harvard University political theorist Michael J Sandel. ‘‘They will not recover as a party until they again have candidates who can speak to those moral and spiritual yearnings—but turn them to progressive purposes.’’

I’ve always had a motto when it comes to politics: Never put yourself in a position where your party wins only if your country fails. This column will absolutely not be rooting for Bush to fail so Democrats can make a comeback. If the Democrats make a comeback, it must not be by default, because the country has lapsed into a total mess, but because they have nominated a candidate who can win with a positive message that connects with America’s heartland.

Meanwhile, there is a lot of talk that Bush has a mandate for his far right policies. Yes, he does have a mandate, but he also has a date—a date with history. If Bush can salvage the war in Iraq, forge a solution for dealing with our entitlements crisis—which can be done only with a bipartisan approach and a more sane fiscal policy—upgrade America’s competitiveness, prevent Iran from going nuclear, and produce a solution for our energy crunch, history will say that he used his mandate to lead to great effect. If he pushes for still more tax cuts and fails to solve our real problems, his date with history will be a very unpleasant one—no matter what mandate he has.

 

 

'Moral Values' Carried Bush, Rove Says / By ADAM NAGOURNEY

WASHINGTON, Nov. 9 - President Bush's chief political adviser, Karl Rove, said Tuesday that opposition to gay marriage was one of the most powerful forces in American politics today and that politicians ignored it at their peril.

"This is an issue on which there is a broad consensus," Mr. Rove said, discussing a presidential election that took place as voters in 11 states backed constitutional amendments barring same-sex marriages.

"In all 11 states, it won by considerable margins," Mr. Rove said, adding, "People do not like the idea or the concept of marriage as being a union between a man and a woman being uprooted and overturned by a few activist judges or a couple of activist local officials."

He said he was not certain that the votes necessarily helped Mr. Bush to defeat Senator John Kerry of Massachusetts. He noted that Mr. Kerry had won Michigan and Oregon, where the amendments passed by large margins.

"I do think it was part and parcel of a broader fabric where this year moral values ranked higher than they traditionally do," he said, adding: "I think people would be well advised to pay attention to what the American people are saying."

Mr. Rove suggested that the Republican Party's success was even broader than some Democrats had acknowledged, citing increased Republican vote totals in states like Hawaii and Connecticut.

"You're starting to see some growth of the Republican Party in places where you might not think there was a chance for growth," he said.

Mr. Rove appeared to stifle a grin when asked whether he was "indebted" to Mayor Gavin Newsom of San Francisco, who opened his City Hall to gay marriages until he was blocked by a court, and to the Supreme Judicial Court of Massachusetts, for ruling that gay couples have a right to marriage.

"If you look at things that intrude into American politics through a nontraditional method - through a judicial vein - they tend to have a huge impact," he said.

On Capitol Hill, Mr. Kerry met with Democratic leaders - Representative Nancy Pelosi of California, the House minority leader, and Senator Harry Reid of Nevada, the incoming Senate minority leader - as he prepared to return to the Senate.

인질과 일본현상

지난주 저를 다소 놀라게 했던 '현상' 두가지를 소개할까 합니다. 이 에피소드들을 통해 들여다 본 일본의 문화가 제게는 묘한 긴장입니다. 

 

다들 아시겠지만 지난주 이라크내 반미 무장조직에 의해 일본인 香田証生(고우다쇼우세이, 25)씨가 납치되는 사건이 발생했습니다. 납치단체는 48시간 이내에 이라크주둔 자위대병력의 철수를 석방 조건으로 제시했고 이에 대해 일본 정부는 '거액의 몸값'을 미끼로 바게닝을 시도했습니다만 결과는 '인질의 죽음'이었습니다.

희생된 고우다씨는 직장생활을 그만두고 뉴질랜드에서 어학연수를 하던 중 중동여행을 결심했다고 합니다. 여행의 목적은 '지신오사가수료코(自身を探す旅行)', 즉 자신을 찾아 떠나는 여행이었던 셈입니다. 이스라엘에 들렀다가 요르단을 타고 이라크에까지 가게 되었는데, 이라크 진입을 만류하는 호텔주인에게 '이라크에서 무슨일이 벌어지고 있는지 직접 보고싶다'는 말을 남겼다고 합니다. 아무튼 20대에 누구나 한번쯤 해 보고 싶어하는 '그' 여행을 하다가 변을 당한 셈입니다. 여기까지가 사건의 개요였습니다.

 

일본현상1: 인질 고우다씨가 무장조직에 의해 납치되었다는 뉴스가 니가타의 지진기사를 덮어버린 지난주 목요일부터 후쿠오카의 고우다씨 집 전화와 팩스는 불이나기 시작했습니다. '본인 잘못으로 납치되었으니 본인 책임이다'는 것이 대부분 전화와 팩스의 내용이었습니다. 이러한 익명의 추궁은 살해된 시신이 발견되어 죽음이 확인되고, 시신이 고향에 운구되어 장례가 치루어지는 기간에도 계속되었습니다. 검은 상복의 고우다씨 부모들은 연일 테레비 화면에서 '심려를 끼쳐드려 죄송하다'는 말을 되풀이했습니다. 일본 사회는 그 말의 진의, 즉 '정말로 미안함을 느끼고 있다'는 사실을 의심하지 않았습니다. 지난 6월 한국의 모습과는 여러가지 면에서 매우 대조적인 모습이었습니다. 사건의 원인과 경위가 어떠하든 슬픔을 당한 사람들에게 위로를 전하는 것이 사람과 사회의 통상적 문화라고 여겼던 제게는 다소 충격적인 모습이었습니다.

문화인류학에 큰 족적을 두고 있는 루스 베네딕트(Ruth Benedict)의 '국화와 칼(菊と刀)'은 일본 연구서로는 보기드문 역작입니다. 초판 이래 50여년이 지났지만 이를 넘어서는 일본연구를 저는 아직 보지 못했습니다. 아무튼, 루스 베네딕트는 일본 문화의 핵심 가운데 하나를 '세상 사람들에게 웃음거리가 되는 것이 가장 큰 형벌이 되는 문화'로 정의합니다. "일생을 통해서 친구들 사이에서 배척되는 것은 폭력보다 무서운 것이다. (All his life ostracism is more dreaded than violence, p. 288 from The Chrysanthemum and the Sword)". 요컨대, 일본인들의 생각과 행위를 결정하는 매우 중요한('절대'에 가까운) 기준은 '도덕률'도, '정의'도, '양심'도 아닌 '타인의 눈과 입' 즉, 다른사람들의 '평가'가 되는 것입니다. 다시말해, 일본사람들은 '자기 행동을 다른 사람들이 어떻게 생각하는가'에 대해 놀라울 정도로 민감합니다. 

 

일본현상2: 지진으로 인해 상처를 입은 사람들과 인질로 살해된 고우다씨의 부모와 가족들에게 공통적이었던 것은 '슬픔'이었습니다. 그런데 일본적 슬픔의 얼굴은 우리가 생각하는 것과는 사뭇 달랐습니다. 목을 놓아 통곡하는 것을 한풀이의 문화로 가지고 있는 우리들에게 다소 생소한 모습이었습니다. 일본 사람들은 슬픔을 밖으로 드러내지 않습니다. 울지 않습니다. 얼굴의 그늘 만이 그들의 슬픔을 가늠할 수 있는 유일한 기준이됩니다.

'감정을 입밖에 낸다'는 것을 일본 사람들은 큰 '수치'로 여기고 있는 듯 합니다. 그것은 자신을 '속속들이 드러내는' 것이 되기 때문입니다. '기리(의리)'와 '기무(의무)'를 매우 중요한 가치이자 덕으로 생각하는 일본인들에게 이렇듯 슬픔과 기쁨의 감정을 누르는 것은 매우 중요한 규범입니다.

미국대선

미국의 대통령선거 결과가 세상을 온통 우울하게 하고 있습니다. '민주주의'라고 하는 정치방식에 가끔 회의를 가져본 적이 있었습니다만 지금처럼 절실했던적은 없었던 것 같습니다. 3부작의 프랑스 혁명사에서 마르크스는 '반혁명'의 역사를 '필연'으로 통찰하고 있습니다만, 언제 또 눈에 보이는 '혁명적 진보'가 가능할 지 답답하기만 합니다 (하지만 !!!). 미국 대선에 대한 평가는 유보합니다. 말없이 있는것이 스트레스를 달래는 좋은 방법일 때가 있습니다.

 

 

 

아! 재선되자 마자 바로 총질을 해 대고 있습니다. 이라크 전역에 계엄이 선포되었습니다. 사람들의 눈과 귀를 막고 팔루자를 고립시킨 후 폭탄을 쏟아붙고 있습니다. 그는 뇌없는 전쟁기계입니다. 다시 4년을 시작합니다. 반전! 반 부~~~쉬!
