미국의 對이스라엘 수출 무기 운송 항공사에 반대하는 행동

지난 2월 7일 벨기에에서 열린 '브뤼셀 휴가 박람회'에 8명의 평화활동가들이 잠입한 뒤 이스라엘 항공사인 EI AI 승무원 복장으로 그 곳의 참석자들에게 항공권을 배부하는 행동을 전개하였다. 사전에 치밀한 준비를 한 활동가들은 진짜처럼 보이는 항공권을 사람들에게 무료로 나누어주면서 EI AI 항공사가 이스라엘로 무기를 운송하면서 이득을 보고 있다는 사실을 알려내려고 했다. 이와 같은 '연극'은 당시 현장에 나와있던 이스라엘 보안요원에 의해 발견되면서, 8명의 활동가 모두 즉시 연행되었다. 가짜 항공권을 받은 사람들이 이스라엘에서 나온 홍보 부스로 가서 문의를 하기 시작하면서, 이에 놀란 이스라엘 쪽 관계자들이 바로 활동가들을 체포해버린 것이다.

 

이스라엘 쪽에서는 이 사건에 대해 매우 민감하게 반응을 하고 있다. 당일 행사장에 있던 보안요원들은 이스라엘 대사관 측으로부터 8명의 '배우'들 모두를 붙잡아 구금해달라는 요청을 받았다고 밝혔다. EI AI 항공사는 이들 활동가들을 '회사 로고 무단 도용'의 명목으로 고소를 취할 것으로 보이며, 이스라엘 대사관과 관광청 측에서도 이들 활동가들에 대한 법률적 대응을 심각하게 검토하고 있는 것으로 알려졌다. 여느 직접행동에서처럼 단순한 체포로 보였던 이들의 연행은 무려 20시간을 넘긴 구금과 검사의 조사로 이어졌다.

 

EI AI 항공사와 이스라엘로의 무기 운송

 

EI AI 항공사는 벨기에의 리에주공항을 경유하여 이스라엘로 향하는 무기를 운송하고 있는 것으로 알려지고 있다. '무기수출에 관한 EU 행동규약'에 따르면 이와 같은 무기운송은 금지되고 있지만 실제로 벨기에를 경유하는 이스라엘의 무기 수출입은 전혀 규제를 받고 있지 않고 있다. 2005년과 2006년 이렇게 단 2년동안만 보더라도 1억 6천만개의 미사일 종류, 1700만개의 무기 그리고 수를 헤아릴 수도 없이 많은 분량의 탄약, 발연폭탄, 신관들이 미국을 출발하여 EI AI의 비행기에 실려서 네덜란드 쉬폴 공항을 거친뒤 이스라엘군에 전달되었다.     

 

EI AI 항공사가 자신들의 주 활동 근거를 리에주 인근 비어셋 공항으로 옮기면서 미국의 대 이스라엘 수출 무기 운송의 경유지도 대부분 벨기에로 바뀐 것으로 추정된다. 벨기에의 왈롱 지방정부쪽에서 구체적인 군수물자 운송수치를 공개하고 있진 않지만, EI AI가 비어셋 공항을 통해 매일 2-3대의 화물운송기로 미국의 무기를 운송하고 있는 것으로 보인다. '무기수출에 관한 EU 행동규약'이 엄격하게 적용된다면 이와 같은 무기운송의 대부분은 금지조치를 받을 수 있는 것들이다. 한편, 미국은 벨기에나 네덜란드에 비해 이스라엘에 대한 무기수출에 훨씬 덜 엄격한 잣대를 적용하고 있다.

번역문 냄새 안 나게 하려고 내가 일부러 쓴다 생각하고 썼는데, 그래도 뭔가 어색함. 마지막 문장은 약간 중의적이어서(목적지가 이스라엘일 때라는 것인지, 아니면 그냥 일반적인 기준에서 네덜란드나 벨기에보다 널럴하다는 것인지) 대충 내 편의대로 해석했습니당.

 

 

 

 

Israel cracks down on peace activists at Brussels Holiday Fair

 

Theater against arms trade leads to arrests and charges of falsification

 

el alOn 7th February 2010, 8 peace activists entered the Brussels Holiday Fair and impersonated flight attendants of the Israeli airline company El Al. They handed out fake free plane tickets to Israel, which referred to the fact that El Al contributes to the transport of arms to the country. Their theatrical intervention didn't go down well with the Israeli security agents who were observing the Fair. They were alarmed when people started asking questions about the vouchers at the Israeli booth and reacted by getting all the “air hostesses” arrested.

 

The matter turned out to be politically sensitive, and the security personnel of Brussels Expo (where the Holiday Fair was taking place) stated that they received orders from the Israeli Embassy to detain the actors. El Al will probably press charges against the activists for using their logo on the leaflets, and the Israeli Board of Tourism and the Israeli Embassy were keen on legal action against the activists. What at first seemed to be a regular arrest, ended with 20 hours of detention and questioning by a public prosecutor.

 

El Al and arms transfers to Israel

El Al allegedly transports US arms to Israel via the airport of Liège (Belgium). Although the European Code of Conduct on Arms Exports is intended to prevent this kind of arms transfer, trade to and from Israel through Belgium is not controlled at all. In 2005 and 2006 alone, 160 million bullet parts, 17 million rounds of ammunition and tens of thousands cartridges, smoke shells and fuses were transferred by El Al from the United States to the Israeli Defence Forces, through the main Dutch airport of Schiphol.
After El Al transferred its main activities to the airport of Bierset near Liège, it can be assumed that the majority of the US arms transports to Israel have also shifted to Belgium. Although the Walloon government does not give any figures about the transfer of military goods, it is known that El Al has 2 to 3 cargo flights from the US to Israel through Bierset every day. If the EU arms export criteria would be applied to these transfer flights, they would most probably not be permitted. The United States is known to have a much less restrictive arms export policy towards Israel than Belgium and The Netherlands.
