인천 영종도에 건설 중인 자기부상열차(참조자료)

김포시 연결, 김포공항 연결, 강남지역 출퇴근 및 관광용도.
사진은 참조용, 소규모 경량화 한다면 이보다 적게 만들 수 있다.
Northern Han River line : Musan City – Ilsan City – Sangam – Yongsan – Hannam – Dduckseom – Guri City (Construct along the Northern riverside Express Way), 일산,문산 지역 주민들 출퇴근 및 관광용도, 워키힐 연결, 구리 - 영동대교를 거쳐 직통으로 강남, 분당으로 연결할 수 있다.
즉, 문산,일산 - 강남 - 분당에 대한 직통 연결선이 확보될 수 있다. 기존에 이 라인을 타려면 자가용 밖엔 없다. 수도 서울 주변 도시를 직통으로 이어주는 교통망 확립이 필요하다고 생각된다.
l 한강은 거대 고속도로에 의하여 양쪽이 모두 막힌 상태이므로, 이 양대 고속도로를 따라서, 자기부상열차 라인을 건설하면, 관광, 출퇴근 목적에 기여할 것으로 예상. 특히, 양대 고속도로는, 자동차 전용도로로서, 대중교통 수단이 거의 없으므로, 이를 건설하면, 대중교통 수단의 확보 및 한강 조망권의 대중화 시대를 열 것으로 예상.

모든 국가 기간 교통망이 자가용 위주로 설계된 관계로, 불필요한 낭비와 대기오염, 시민불편(영세민, 서민들)이 가중되고 있다는 점을 간과하지 말자. 특히 수도권이다.
강북 강변로, 자가용 전용도로인 관계로, 보다 빠르게 이동할 수 있는 통로임에도, 자가용이 없으면 소용이 없는 낭비와 불편이 초래된다. 이 도로를 따라서 자기부상열차 모노레일 시스템을 도입하자.(88 올림픽 도로도 마찬가지다)

2. 지상은, 시민공원, 시민문화센터, 예술공연회관, 미술관, 주차장, 도서관, 거대서점 및 문화 오락 휴식 공간으로 재 창조하고, 전통재래시장은 COEX 형태의 지하 쇼핑몰로 이원화한다. 그리고 이 지역을 각 구별 다운타운 핵심으로 조성한다. 서울 내의 소서울 타운별 중심가를 조성한다.
3. 지하쇼핑몰 즉 전통재래시장은 전통재래시장을 맥을 잇는 디자인 컨셉으로 건설한다. COEX 개념으로 고급화하여 건설한다.
4. 공사설립하고, 다수의 전통재래시장을 “하나로 농협마트”형태로 지원 운영한다. 거대자본과 공정한 경쟁을 벌릴 수 있도록 국가가 지원한다.(일자리도 창출된다.^^)
5. 국책사업으로 건설하고, 추후 무상임대한다. 월세 관리비만 받는다. 개발 이익은 지상 건설되는 다른 쪽으로 환수가능하며, 시민 모두의 재산으로 남게 된다. 국가 인프라가 되는 것이다.
명분은 충분하다. 누가 반대할 것인가?
대규모 토목 건설사업을 일으키고, 경기를 부양하며, 서울을 선진화된 도시로 재창조하고, 시민 휴식 문화 오락 여흥 공간을 확장하는 동시에, 영세 상인, 자영업자를 국가가 지원한다. 반대할 수 있을까?
대규모 토목건설 사업이 경기를 부양할 수 있는 이유는, 하나의 건물을 짓는데, 수많은 부자재, 건설기자재가 소요되고, 많은 인력이 고용될 수 있기 때문이다. 건물 하나를 짓는데 얼마나 많은 자재들이 소요되는가? 연관 업체, 산업에 큰 영향을 준다는 점이다. 미국의 뉴딜 정책을 참조해 보자.
우리가 돈이 없는가? 기술이 없는가? 돈과 기술 모두 충분하다.
3. 인천 영종도를 아시아의 라스베가스로 개발한다.

수도 서울을 관통하는 한강은 그 아름답고 미려한 경관에도 불구하고, 이렇다 할 관광자원으로서의 스트리트 조성이나 조망을 위한 시민 편의시설이 미흡한 실정이다. 이런 강변에는, 랍스터, 꽃게 등 지역 특산물을 파는 음식점, 노천카페 등이 줄지어 선 스트리트 같은 것이 있어야 할 듯 싶은데, 전혀 없다.
한강 시민공원은 가서 사람들끼리 먹고 마시고 즐기며 대화하며 한강을 조망해 볼 장소가 없는 실정이다. 공원만 달랑 있는 개념, 그리고 쉽게 다가서기 어려운 구조로 인하여, 한강은 가진 가치보다 저평가 되어 있는 것은 아닐까?

사진에서와 같이 한강은 거대 도로들로 인하여 막혀 있고, 시민들이 접근하기 힘든 구조로 되어 있다.
수도 서울은 아파트의 도시다, 회색 콘크리트 빛으로 가득한 콘크리트 삭막한 도시로서의 이미지. 과거 유럽을 비행기 타고 가며 내려다 본 유럽 도시의 풍경은 아기자기 울긋 불긋 아름답고 미려해 보이는 건물들과 무성하게 잘 가꿔진 수풀, 산림들 모습이었다. 우리도 그런 살기 좋은 국가를 건설해 보자.

남산은 몇 안 되는 서울의 공원지대 중 하나이지만, 어딜 가도, 고즈넉한 호수나 커다란 연못을 지닌 공원이 드물다는 것과, 공원이 있다고 해도, 아름드리 거목들이 시원한 그늘을 만들어 주는, 광릉 수목원 같은 형태의 공원들이 없다는 것이 아쉬운 점이라 할 것이다. 향후 재개발이 이뤄진다면 이런 점이 참조되어, 공원이 건설되면 좋겠다는 생각을 해 본다.
참고로, 독일의 푸랑크푸르트는, 전원도시로서, 도심 다운타운을 제외하면, 도시 전부가 공원 속의 도시, 도시 속의 공원이다. 자고 일어나면 새가 지저귀고, 조용하고 고즈넉하다. 너무도 조용해서, 심심할 정도인 도시가 독일의 푸랑크푸르트이다. 유럽 및 호주, 미국, 캐나다 등의 선진국들의 도시들의 대부분 설계 컨셉은 이렇다고 보여진다.
우리도 최대한 도심 속의 공원과 녹지공간을 확보해야 하며, 좁은 땅 위에서, 그와 같은 일을 하기 위한 대안이 바로 COEX 형 복합 지하 쇼핑몰 건설과 지상 위에 공원 및 호수 도서관 공공건물들을 짓자는 의견인 것이다. 쇼핑몰은 지하로, 지상은 도서관이나 카페 기타 문화휴식 공간으로, 이원화 한다는 관점이다. 영등포 같은 곳도 그렇게 건설한다면, 지역발전에도 상당히 도움이 될 듯하며, 누구나 가고 싶어 하는 서울 속의 소서울이 될 수 있겠다는 의견이다.
영등포는, 대규모 서점도 없고, 공원도 없고, 한마디로 영 아닌 곳이 되어 버린 느낌이다. 서울을 권역별로, 다운타운 화 하되, 각 권역별 "중심 다운타운"을 건설해야 한다는 관점이다. 동경을 참조해 보자. 우리는 강남과 여의도, 세종로 주변에 개발이 치우쳐 있다. 먹물 우대, 대기업 우대, 관공서 우대 정책 때문이다.
청량리, 영등포 등 각 구를 대표하는 핵심 다운타운을 재개발해 보자. 영등포 재래시장 지역도 하나의 시범지구가 될 수 있는데, 충분히 가능하다는 의견이다. 싹 밀어 버리고, 지하에 대규모 복합 쇼핑몰을 건설하고, 지상을 공원 및 도서관, 거대서점 및 시민 종합문화 휴식 공간으로 재 창조해 보자. 재래시장은 농협 하나로 마트 컨셉으로 공사 설립하여, 운영하는 방안을 검토해 보자. 다다익선, 누가 봐도 명분은 충분하다. 22조면 충분히 가능하다. 아마도 10조 정도면 내가 제안하는 자기부상 열차 시스템도 완성될 수 있을 것이다.
